NOTIFICATION
NATIONAL ELIGIBILITY TEST (NET) EXAMINATION -2013
1. The Agricultural Scientists Recruitment Board (ASRB) will hold a NET Examination on
27.10.2013( Sunday) at 33 Centres in India as per the rules and Scheme of Examination indicated in
this Notification. Candidates are advised to read the notification carefully before filling the Online
Application Form.
2. NET is a qualifying examination for determining eligibility for Lecturer / Assistant Professor
in the State Agricultural Universities (SAUs) and other Agricultural Universities (AUs) only.
Candidates clearing the National Eligibility Test will be eligible for Lecturers or Assistant Professors
in the SAUs/AUs. NET Certificates will be issued by the ASRB to the qualified candidates to enable
them to apply against vacancies to be notified or advertised by the State Agricultural Universities/
Agricultural Universities. SAUs/AUs who will satisfy themselves with regard to fulfillment of
prescribed conditionalities and consider them for the recruitment process for Lecturers/Assistant
Professors.
3. CENTRES:-
The list of Centres is indicated in Annexure –I of this Notification.
4. PRESCRIBED EDUCATIONAL QUALIFICATIONS:-
A candidate must possess a Masters degree or equivalent in the concerned discipline and specialization
completed on or before 01.08.2013. The list of disciplines and its prescribed educational
qualifications are as given in Annexure-II.
5. AGE LIMIT:-
A candidate must have attained the age of 21 years as on 01.8.2013.There is no upper age limit for the
National Eligibility Test. A candidate will not be able to fill in the online application form in case
he/she is born after 02.8.1992.
6. FEE: -
The candidates seeking admission to NET examination must pay a fee as detailed below to the
Board:

The fee must be paid online as per the procedure prescribed in the important instructions to candidates
herein this notification through the Website: http://www.asrb.org.in Transaction charges for online/NEFT/ Challan payment as the case may be has to be borne by the
candidate.
7. PLAN OF EXAMINATION:-
The Plan of Examination is given in Annexure III.
8. HOW TO APPLY:-
A candidate seeking a dm ission to the Examination must apply online in the prescribed
Application form available on the website: http://www.asrb.org.in (or) http://www.icar.org.in (or)
http://www.asrbexamonline.com/asrbreg/default.aspx
A candidate must read the provisions contained in this Notification for NET Examination – 2013
carefully and abide by the same. A candidate must fulfill all the conditions of eligibility regarding age
limits, educational qualifications, etc. prescribed for admission to the examination. The candidates are
not required to attach copy of any of the documents/certificates in support of their candidature at the
time of submission of online application.
9. IMPORTANT INSTRUCTIONS TO THE CANDIDATES FOR FILLING ONLINE
 APPLICATIONS
i. Candidates are required to apply online using the application form link available on the website:
 http:// www.asrb.org.in only. No other mode of application is allowed.
Candidates are hereby informed that the details they provide in the Online Application Form will be
used for all future references and no modification thereto can be done subsequently. Hence, they are
advised to be very careful while filling the Application Form. They are, therefore, requested to thoroughly
read this notification before filling the online Application Form.
ii. Candidates are required to complete the Application Form by filling all the parts for which they will
be guided in the course of filling the Application Form.
iii. The candidates are required to keep ready all relevant details/ information like Name (as recorded
in Secondary level Examination certificate) / father’s Name (as recorded in the Secondary level
Examination certificate)/Date of Birth (as recorded in the Secondary level Examination certificate) /
Complete postal address for both permanent and Correspondence address/ Qualifying
Qualification/Discipline applying for/Centre opted for (please check the Examination centres in this
notification in Annexure -I).
Important: Please note that the registration session would automatically expire if it is left
unattended/inactive for more than 20(twenty) minutes and you may have to register once again.
iv. The candidates are required to enter their valid and active e-mail id only in the Application Form
since all communication/information/update(s) for this NET Examination would be sent to this mail id
only. In case, they do not have a mail id, they may obtain one from any of the e mail service providers
of the candidate’s choice. Please note that entry of the e-mail id in the prescribed field in the
Application Form is mandatory/ compulsory.
v. Please keep all relevant information regarding the payment towards Application Fee, if any ready
for successfully completing the Application process. For payment of Application Fee, please keep your
Debit/Credit card ready for payment using them, (in case you are paying using these card(s)). Please
keep UTR Number provided by the Bank/Branch where you have carried out NEFT/Challan
transaction, in case you are adopting the NEFT / Challan payment option. (Please check the Application
fee payment procedure in Point 4 of Annexure –IV of this Notification). vi. Please keep the scanned copy of your recent passport size photograph (taken against a light
background (preferably white) for prominence) of a maximum size of 150 KB in .jpg format only (with
the face covering at least 2/3rd of the total space for easy identification) and Scanned copy of your
Signature (taken in black ink only on a white paper for prominence) of a maximum size of 80 KB in
.jpg format only for uploading during the process of Application Form Submission.
Please note that you should use only clear scanned copies (and not blurred or hazy) since your
application form may not be considered if these are not clear. The photograph and signature would be
used to be put on the Admission Certificate.
The scanned photograph and signature must be uploaded in .jpg format only. These would be required
to be uploaded using the links that will be guided to in the course of Applying. You may browse and
select the location where the scanned photograph/ signature file has been saved, select it and click the
upload button.
Once uploaded, a message informing about the successful uploading of the Photograph/signature, as the
case may be will be displayed. In case, you want to use another photograph/signature (i.e., use any other
photograph/ signature), then select the edit button on the link and repeat the same process as before.
Your online Application Form will not be submitted unless you have successfully uploaded your
photograph and signature.
vii. Candidates are informed that there are provisions for editing at many stages. Once the complete
process of filling up the information in the Application Form and the Photograph and Signature is
completed, the candidate can view the entire Application Form together with the photograph and
signature and can still edit at this point to make / incorporate any change/ editing in any field of the
Application Form.
However, once the payment process is completed, there is no possibility of making any
modification/editing whatsoever.
viii. The online Application process will be open from 00:00 Hrs of 01.09.2013 to 23:59 Hrs of
30.9.2013 after which the link will automatically get disabled. It is, therefore advised that candidates
may submit their applications well in time without waiting for the last date of Application Form
submission.
ix. The applicants are advised to regularly check the e mail provided in the Application Form for
update(s)/ information/ communication with regard to the NET-2013 Examination. They must check the
spam/junk /inbox folders also of the mailbox.
x. Once the payment is successfully made, a message informing the successful submission of your
Application Form will be displayed. In case, this does not appear, the process needs to be repeated,
since it signifies/implies that your Application Form has not been successfully uploaded/ submitted.
xi. Candidates are strongly advised to keep a print or soft copy of the completed Application Form for
any future reference.
xii. Please note that mere successful submission of the Application Form and/or Admission Certificate
issuance does not automatically ensures admission to the Examination. If on verification at any later
stage, it is found that they do not fulfill all eligibility conditions/ wrong/ incorrect/misleading/false
information has been given either intentionally or otherwise/ error of omission or commission, their
candidature will be cancelled / rejected and fee paid for examination will be forfeited and any action as
deemed fit by the Board shall be taken in this regard. 10. LAST DATE FOR FILLING OF ONLINE APPLICATIONS :-
The last date for filling up of online application form is 11:59 PM (23:59 Hrs)
on 30.09.2013
IMPORTANT NOTES:-
I) Candidates must ensure that they fulfill all the eligibility conditions for admission to
the examination. Their admission to the examination will be purely provisional. If on verification at
any later stage, it is found that they do not fulfill all eligibility conditions; their candidature will be
cancelled / rejected and fee paid for examination will be forfeited.
II) Candidates are not required to attach any certificates/mark sheets with the application. It is
the sole responsibility of the candidates to ensure that they fulfill the specified eligibility before
applying for the examination.
III) While filling up the application form, the candidate should carefully decide about his/her
choice for the centre and discipline for the examination. More than one application form from a
candidate giving different centres and/or discipline will not be accepted under any circumstances.
Even if a candidate submits more than one completed application, the Board will accept only one
application at its discretion and the Board’s decision in the matter shall be final.
IV) In case their claim regarding age, educational qualifications, Scheduled Caste(SC)/ Scheduled
Tribe (ST)/ Other Backward Class(OBC)/ Physically Challenged(PC)/ being ICAR /SAU employee is
found to be incorrect, it may render them liable to b e disqualified by the Board / ICAR in
terms of the rules of the examination and their candidature will stand cancelled. The Board, at its
own discretion, may call for originals of any/all of the document(s) for which information has been
provided anywhere in the Application Form or in the entire process of the Examination.
V) Due care should be taken by the candidates to fill up their application form. No
representation or correspondence regarding such rejection shall be entertained under any
circumstances.
VI) No candidate will be allowed to take the examination unless he holds a certificate of
admission for the examination. On the receipt of Admission Certificate, check it carefully
and bring discrepancies/errors, if any, to the notice of the Board immediately. Mere issuance of the
Admission Certificate does not entitle automatic right of admission to take the Test. If on verification
at any later stage, it is found that they do not fulfill all eligibility conditions/there is suppression or
misleading/ wrong/ fraudulent information provided , their candidature will be cancelled / rejected and
fee paid for examination will be forfeited.
VII) Candidates should note that the name in the Admission Certificate in some cases, may
be abbreviated due to technical reasons.
VIII) In the event of a candidate receiving more than one admission certificate from the Board, he
should i ntimate t he B oa rd im mediatel y and use only one of these Admission Certificates for
appearing in the examination and return the other(s) to the Board Office.
IX) If a candidate receives an admission certificate in respect of some other candidate on account
of handling error, the same should be immediately returned to the Board with a request to issue the
correct Admission Certificate. Candidates may note that they will not be allowed to take the
examination on the strength of an Admission Certificate issued in respect of another candidate.
X) The candidates are advised to read the Notification for the Examination carefully before filling
up the application form. No request for change in the entries once made in the application form will be
entertained under any circumstances.XI) No request for withdrawal of candidature/application received from a candidate after he/she
has submitted his/her application will be entertained under any circumstances.
XII) The Admission Certificates would be made downloadable from the website only beginning
approximately three weeks from the date of Examination. Candidates are requested to visit the website:
www.asrb.org.in regularly for updates. No other form of communication will be used for issue of
admission certificates.
XIII) The candidates are advised to visit the ASRB website: http://www.asrb.org.in regularly. All
the information related to the examination will be uploaded on this website only.
XIV) Syllabus for NET examination – 2013 is available on the “Syllabus” Link of ASRB website:
http://www.asrb.org.in
XV) All communication in respect of an application made for this Examination should be addressed
to the Controller of Examinations-II, Agricultural Scientists Recruitment Board, Krishi Anusandhan
Bhavan-I, Pusa, New Delhi– 110012 and should invariably contain the following particulars:-

XVI) No request for change in postal address shall be entertained.
XVII). Please note that carrying of Mobile Phones/ pagers or any other communication device is
absolutely prohibited in the Examination Centre premises. Any infringement of this instruction can lead
to disqualification. Candidates are advised in their own interest not to bring any of these item(s) to the
Examination venue since the provision for their safe keeping cannot be assured.
The candidates are also advised not to bring any valuable/costly items to the Examination Venue.
The Board will not be responsible for any loss incurred due to non adherence of these instructions.
XVIII). The Examination will be conducted using OMR Sheet ( for Multiple Type objective Questions
provided in the Question Booklet) and the candidates are required to return both the Question Booklet
and the OMR Sheet after the Examination is over to the Invigilator concerned. They cannot take these
with them under any circumstance. Strict action will be taken for any violation of this Instruction.
XIX). No request for withdrawal of Application under any circumstances will be considered after
submission of the Application Form.
XX). In case of any discrepancy between English and Hindi versions of the advertisement /
information, the English version as on the Website of the Board will be treated as final.

PLAN OF NET EXAMINATION
There will one paper of 150 marks consisting of 150 objective type multiple choice
questions to be solved in 2 (Two) hours. Each question carries one mark. These 150
questions shall be derived from the respective discipline in which the candidate has opted to
appear.

1/3 mark will be deducted for each wrong answer in the NET-2013 examination.
GENERAL INSTRUCTIONS
(i) Question paper will be set in both English and Hindi. The Answers are to be indicated in
the OMR Sheet (with Black Ball-point Pen only, since no other colour pen response may be
read by the Scanner). All other fields in the OMR sheet like Name, Category, Discipline,
Centre, Gender, etc., must be written with Black Ball-point Pen only (for recognition by the
scanner).
(ii) Candidates must mark/write the answers/papers in their own hand. Under no
circumstances will they be allowed the help of a scribe to write the answers for them. Only
the Visually Challenged (VC) and Ortopaedically Challenged (OC) candidates will both arms
affected may the allowed the help of a Scribe only with the prior permission of the Board.
(iii) The standard of paper will be that of a Master’s degree of an Indian University.
(iv) The candidates are required to bring along the original and a photocopy of any of the
Valid Photo Identity Card like Voter Card/ Aadhar Card/ Passport/ Driver’s License/ PAN card.
The photocopy of the Identity proof would be taken by the Invigilator with the signature of the
candidate done in his/her presence. Please note, that in case the candidate does not present the
original and the photocopy of the Identity card before the Invigilator at the venue, he/she will not
be allowed to take the examination under any circumstances.
(v) Candidates are advised to get familiar with the examination venue location (which will
be mentioned in the Admission Certificate when issued online) to avoid reporting late on the
examination date. Annexure-IV
RULES OF EXAMINATION:-
The rules for the National Eligibility Test (NET) Examination – 2013 to be held by the Agricultural
Scientists Recruitment Board are published for general information.
I. CONDITIONS OF ELIGIBILITY
1. NATIONALITY:-
A candidate must be either:-
(i) a citizen of India, or
(ii) a citizen of Nepal, or
(iii) a citizen of Bhutan, or
(iv) a Tibetan refugee who came over to India before the 1st January, 1962, with the intention of
permanently settling in India, or
(v) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka and East
African countries of Kenya, Uganda, the United Republic of Tanzania, (formerly Tanganyika
and Zanzibar) Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently
settling in India.
Provided that a candidate belonging to categories (ii), (iii), (iv) above shall be a person in whose favour
a certificate of eligibility has been issued by the Government of India.
2. AGE LIMITS:-
A candidate must have attained the age of 21 years as on 01-08-2013.There will be no upper age limit
for the National Eligibility Test.
3. EDUCATIONAL QUALIFICATIONS:-
A candidate for the National Eligibility Test must have a Master’s degree or equivalent in the
concerned subject with specialization completed on or before 01.08.2013 as defined in
Annexure-II from any Indian University incorporated by an Act of Central or State Legislature in
India or other educational institution established by an Act of Parliament or declared to be deemed
University under Section 3 of the University Grants Commission Act, 1956 or he/she must have
qualification from a foreign University recognized as equivalent by the Government of India(GoI).
4. FEE and PAYMENT MAKING PROCEDURE:-
The candidates seeking admission to NET examination must pay a fee as detailed below to the
Board:

The fee must be paid online through the Website: http://www.asrb.org.inPayment can be made through Debit/Credit card/ online payment using internet banking/NEFT from
any Bank/payment using the online Challan generated ( in case of payment to be made using Challan) in
any of the Branches of the Syndicate Bank (list of the Branches of Syndicate Bank can be obtained from
the Branch Locator link on : http://www.syndicatebank.in
Transaction charges for online/NEFT/ challan payment has to be borne by the candidate.
5. NUMBER OF ATTEMPTS:-
The number of attempts for appearing in the National Eligibility Test Examination will be limited to
FIVE for all candidates (whether M.Sc. /Ph.D.) including the in-service candidates of ICAR
However, this restriction will not apply to SC and ST candidates, who are otherwise eligible.
Note:- The number of attempts made by the candidates prior to National Eligibility Test
Examination –2012 will not be taken into account for counting the number of attempts made.
6. The decision of the Board as to the eligibility or otherwise of a candidate for admission to
the examination shall be final.
7. No candidate will be admitted to the examination unless he/she holds a certificate of
admission from the Board.
9. Any attempt on the part of a candidate to obtain support for his candidature by any means
may disqualify him for admission to the examination.
10. A candidate who is or has been declared by the Board guilty of impersonation or of
submitting fabricated documents or documents which have been tempered with or of making
statements which are incorrect or false or of suppressing material information or otherwise resorting to
any other irregular or improper means for obtaining admission to the examination, or of using or
attempting to use unfair means or of misbehavior or misconduct in the examination hall, may, in
addition to rendering himself liable to criminal prosecution:
(a) Be debarred permanently or for a specific period.
(i) By the Board, from admission to any examination or appearance at an interview held by the
Board for selection of candidates and
(ii) By the Indian Council of Agricultural Research from Employment under them.
(b) Will be liable to disciplinary action under the appropriate rules, if he/she is already in service
under Government / Indian Council of Agricultural Research/State Agricultural Universities.
