4. ELIGIBILITY CONDITIONS
A) AGE : Between 18 to 23 Years as on 01/01/2014
Relaxation
a) Upper age limit is relaxable up to 5 years for SC/ ST candidates and 3 years for OBC candidates.
b) The children and dependent family members of those who were killed in the riots of 1984 would be eligible for relaxation in age by 5 years. If the applicant belongs to SC/ST or OBC category, the relaxation so provided in this clause will be in addition to the age relaxation as applicable in (a) above. To obtain this relaxation a certificate from the concerned District Magistrate of the district where the victim was killed, should be attached with the application.
c) Upper age limit upto 05 years is also relaxable for those persons who had originally been domiciled in the State of J & K during the period from 1st January, 1980 to 31st December,1989. The persons claiming relaxation under this category should produce a certificate to the effect that they had been domiciled in the State of J & K during the period from 1st January,1980 to 31st December,1989 from the District Magistrate within whose jurisdiction they had originally resided or from any authority designated in this behalf by the Govt. of J & K.
d) The children and dependent family members of those who were killed in the riots of 2002 in Gujrat would be eligible for relaxation in age by 5 years. If the applicant belongs to SC/ST or OBC category, the relaxation so provided in this clause will be in addition to the age relaxation as applicable in (a) above. To obtain this relaxation a certificate from the concerned District Magistrate of the district where the victim was killed, should be attached with the application.
(B) EDUCATION QUALIFICATION:

Matriculation or equivalent from a recognized Board/ University.
(C) TECHNICAL QUALIFICATION:
For Driver : Should possess “Transport vehicle driving license” and pass the driving test.
For Fitter : Should possess 02 years ITI Certificate in “Mechanic Motor Vehicle” issued by National Council for Vocational Training approved by DGET, Ministry of labour which is an apex body and should have one year experience. However, wards of CRPF, who have undergone training in ITI run by CRPF will be exempted from one year practical experience. Their technical knowledge and aptitude for the job should be considered for their enrolment in CRPF.
For Other Trades i.e., Bugler / Tailor / Brass Band / Cobbler / Carpenter / Gardener / Painter / Cook / Water Carrier / Safai Karmachari / Barber / Washer Man – Candidates should be proficient in respective trades.
D) PHYSICAL STANDARD
i) HEIGHT
a)
The minimum height for Scheduled Tribes candidates of Gorkhas of Gorkha Territorial Administration (GTA) and all Scheduled Tribes candidates hailing from the North-Eastern States of Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim & Tripura and Left Wing Extremism affected districts will be 160 cms for males and 147.5 cms for females.
b)
The minimum height for Gorkhas of Gorkha Territorial Administration (GTA) and candidates hailing from the North-Eastern States of Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura will be 162.5 cms for males and 152.5 cms for females.
c)
The minimum height for all candidates belonging to Schedule Tribe (other than ST candidates mentioned in (a) above) will be 162.5 cms for males and 152.5 cms for females.
d)
The minimum height for candidates falling in the categories of Garhwalis, Kumaonis, Dogras, Marathas and candidates belonging to the States of Assam, Himachal Pradesh, Jammu & Kashmir will be 165 cms for male and 155 cms for females.
e
170 cms for all other candidates.
ii) CHEST (ONLY FOR MALE CANDIDATES) :
a)
76 (Unexpanded) - 81 Cms(Expanded) for all candidates belonging to Scheduled Tribes.
b)
77 cms (Unexpanded) - 82 Cms(Expanded) for candidates hailing from North-Eastern State of Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura and Gorkhas of Gorkha Territorial Administration (GTA)
c)
78 cms (Unexpanded) - 83 Cms (Expanded) for the candidates falling in the categories of Garhwalis, Kumaonis, Dogras, Marathas and candidates belonging to the States of Assam, Himachal Pradesh and Jammu & Kashmir.
d)
80 cms (Unexpanded) - 85 Cms (Expanded) for all other Candidates.
iii) WEIGHT : Corresponding to Height and Age as per medical standards for Male and Female.
5. PHYSICAL EFFICIENCY TEST:
i) For ( Driver / Fitter )

The candidate should qualify in height bar, 5 Kms race in 24 minutes as prescribed for the recruitment of Constable (GD). This test will be only qualifying in nature and will not carry any marks. Candidate who do not qualify the race would be eliminated from the recruitment process by giving rejection slip intimating reasons thereof by Presiding Officer.
ii) For BUGLER /TAILOR /BRASS BAND / COBBLER/ CARPENTER/ GARDENER/ PAINTER /COOK/ WATER CARRIER / SAFAI KARMACHARI /BARBER / WASHER MAN
The candidate should be physically fit in all respects. The Male candidates should be able to complete 1 mile race in 10 minutes. The Female candidates should complete 1 mile race in 12 minutes. This test will be only qualifying in nature and will not carry any marks.
6. MEDICAL STANDARD
a) Vision: Minimum distant vision should be 6/6 and 6/9 of both two eyes without correction i.e without wearing of glasses.
b) The Candidates must not have knock-knee, flat foot, varicose vein or squint in eyes and they should possess high colour vision. They must be in good mental and bodily health and free from any physical defect likely to interfere with the efficient performance of the duties.
7. DOMICILE STATUS
The domicile certificate as issued by the competent authority as prescribed by State Govt in the prescribed form should be accepted to ascertain domicile of the candidates. In the case of SC/ST/OBC candidates whose caste certificate clearly indicates their State of domicile, then separate domicile certificate is not required. Since Assam Govt is not issuing domicile certificate, therefore, aspirants of Assam State are not required to produce the same as their domiciliary status will be verified through the concerned district administration on their selection.
8. CONDITIONS FOR EX-SERVICEMEN
1. Ex-Servicemen means a person who has served in any rank (Whether as a combatant or as a non-combatant) in the regular Army, Navy and Air Force of the Indian Union but does not include a person who has served in the Defence Security Corps, the General Reserve Engineer Force, the Lok Sahayak Sena and the Para Military Forces and
(i) Who has retired from such service after earning his pension, or
(ii) Who has been released otherwise than on his own request from such service as a result of reduction in establishment or
(iii) Who has been released from such service after completing the specific period of engagement, otherwise than on his own request or by way of dismissal or discharge on account of misconduct or inefficiency and has been given a gratuity and includes personnel of Territorial Army of the following categories viz :-
a)Pension holders for continuous embodied services.
b) Gallantry award winners
(iv) The Territorial Army personnel who fulfill above conditions will be treated as Ex-Servicemen wef. 15/11/1986.
2. The relaxations in physical standards and educational standards for recruitment of Ex-Servicemen are as under :-
a) Physical Standard – Total Relaxation
b) Education – Total Relaxation

c) Medical Standard – Category must be ‘A’ (SHAPE-I). No Physical Efficiency Test will be held for Ex-Servicemen. However, they will be required to pass the requisite medical examination.
d) Break in Service – Not more than 24 months.
e) Age limit – Age of the candidate will be determined after deducting the length of Military service from candidates actual age and such resultant age should not exceed the prescribed upper age limit of 23 years plus 3 years of age relaxation over and above the prescribed upper age limit.
f) Character – Should be duly certified as at least ‘GOOD’ by concerned issuing authority.
9. SERVICE CONDITIONS
i) All the posts are combatised and purely temporary but likely to continue. The selected candidates are liable to be posted anywhere in India or outside India and the service has all India liability.
ii) New Contributory Pension scheme to Central Govt. employees, which has come into effect w.e.f. 01/01/2004, will be applicable to all selected candidates.
10. SCALE OF PAY
Pay Band-1 (Rs. 5200 – 20200) Plus Grade Pay of Rs.2000/- plus usual allowances as admissible to Central Govt. employees from time to time.
11. SELECTION PROCEDURE
STAGE - I (Physical efficiency test/Physical standards test)
a) PHYSICAL EFFICIENCY TEST (PET) / RACE:
i) For BUGLER /TAILOR/ BRASS BAND / COBBLER/ CARPENTER/ GARDENER/ PAINTER / COOK/WATER CARRIER / SAFAI KARMACHARI /BARBER / WASHER MAN
At the beginning of the recruitment process, candidates will be asked to go through the height bar and thereby those with lesser height will be eliminated. Candidates qualified in height bar will be subjected to 1 mile race to be completed within 10 minutes for male candidates 12 minutes for female candidates. This test will be only qualifying in nature. Candidates who do not qualify the race would be eliminated from the recruitment process by giving rejection slip intimating reasons for rejection by Presiding Officer.
Note: No PET will be held for Ex-servicemen. However ex-serviceman will be required to qualify requisite written test and medical examination.
ii) FOR (DRIVER/FITTER)
HEIGHT BAR TEST/ RACE
At the beginning of the recruitment process, candidates will be asked to go through the height bar and thereby those with lesser height will be eliminated. Candidates qualified in height bar will be subjected to 5 Kms race to be completed in 24 minutes. This test will be only qualifying in nature. Candidates who do not qualify the race would be eliminated from the recruitment process by giving rejection slip intimating reasons for rejection by Presiding Officer.
b) SCREENING OF TESTIMONIALS:-
No testimonial/ certificates are required to be attached with application form by the candidates. Required original testimonials/ documents of those candidates who have qualified 1 Mile / 5 Kms race will be checked and only eligible candidates will be permitted to the next stage of the recruitment. Candidates who fail to produce the requisite testimonials/certificates will be eliminated from the recruitment process and in no case candidates will be allowed provisionally.

Candidates being considered for vacancies reserved for reserved categories i.e. SC, ST and OBC shall produce caste certificate in proforma as prescribed in Annexure-‘I’ and ‘II’.
c) PHYSICAL MEASUREMENT:
The candidates who are found eligible on screening of testimonials will be screened for height, chest and weight by the Board of Officers. The candidates who meet the requirements of physical standard will be allowed to participate in the written test. The candidates who do not fulfill the laid down physical standards will be eliminated from the recruitment process by giving rejection slip intimating reasons for elimination by Presiding Officer. Any dispute in measurement will be settled by the Presiding Officer of the recruitment board on the spot whose order will be final.
D) APPEAL AGAINST PST:
Appeal from candidates who are not satisfied with their physical measurement may be obtained. Such candidates will be asked to report on the day after the completion of the PST/PET by giving a firm date. An appellate authority (Higher in rank than the P.O PST/PET Board will report on the last day of the PST/PET and will again measure the physical standards of such candidates on next day as per their complaint. If candidates are found to be within the prescribed PST standard, they will be forwarded to the PST/PET board for further conduct of PET in continuation. The decision of the appeallate authority will be final and no further representation will be accepted/ considered.
STAGE-II
WRITTEN TEST:
The candidates who qualified in PST/PET above will be required to appear for written test comprising of two parts as mentioned below:-
PART-I
Consists of 50 objective type questions carrying 1 mark each to assess the (i) General awareness/General knowledge, (ii) Knowledge of elementary mathematics, (iii) Analytical aptitude, (iv) Ability to observe and distinguish patterns and to test the (v) basic knowledge of the candidates in English/Hindi. The question papers will be bilingual and can be answered in Hindi or in English. The standard of question papers will be a class 10 passed candidate.

PART-II
Trade test will be separate for each trade and will consist of objective/ multiple choice type questions to assess the knowledge of respective trade for which a candidate has applied.

The total marks of written test will be 100 marks and 2 hours duration. The paper will have to be answered either in Hindi or English only. Part-I & II to be answered using a pen only and use of pencil will not be allowed.
The category wise qualifying marks for written examination are as under :

SC/ST/OBC candidates 33%
STAGE-III
TRADE TEST (PRACTICAL AND QUALIFYING IN NATURE) :-

The candidates who qualify written test will be put through practical trade test. During trade test a candidate will be asked to perform any activity pertaining to that particular trade for which he has applied. Out of 50 marks for practical trade test a candidate must secure 20 marks to qualify. The parameters for each trades will be as under :-
CT/Driver : Having knowledge of driving trade, handling, driving, parking and maintenance of light & heavy vehicles.
CT/Fitter : Having knowledge in auto mobiles fitters/ motor mechanic trade. Handling of tools etc.
CT/Carpenter : Handling tools, cutting of wood, fitting, polishing and finishing of materials, knowledge of fitting of doors and windows/ fixing of glass panes on windows. Able to make wooden boxes, racks and to make a timber truss.
CT/Cobbler : Having knowledge of his trade. Polishing of shoes, handling tools, cutting of leather, repair and stitching of shoes. Making of new shoes.
CT/Tailor : Taking measurement of persons, cutting/ stitching of Tery-Cotton uniform/ Civil Clothes. Cutting/ stitching of warm clothing/uniform.
CT/Brass Band: Knowledge of playing Brass Band instruments.
CT/Gardner : Knowledge of plantation, maintenance of plants, knowledge of seeds and their sowing seasons, fertilizer and manures.
CT/Bugler : Flouting of Bugle.
CT/Painter : Knowledge of colours, paints, shades, painting of sign boards, painting and drawing/ knowledge of spray painting of motor vehicle etc., knowledge of colour scheme by mixing different paints/ distempering. Able to write letters neatly on banners and boards. Able to work out quantity of paints required for wood painting and CGI sheet painting.
CT/Cook : Cooking of Chapati & Rice/Vegetable/ Dal/ Sambhar/ Idli /Meat/ Fish/Egg/Kheer etc., for 100 men.
CT/ Water Carrier : Washing of Utensils, Kneading of Atta for making chapattis for 100 men and cutting of vegetables etc.
CT/Safai Karmachari : Sweeping of floors, open area and cleaning of toilets, bathrooms etc.
CT/Barber : Handling of tools, hair cutting and shaving.
CT/Washer man/Women : Washing of clothes, Ironing of Khaki Cotton Uniform, woolen and TC Uniform.
STAGE-IV
MEDICAL EXAMINATION
The candidates will be medically examined to assess their physical and medical fitness as prescribed in the eligibility condition. The examination will be conducted only of those candidates who qualified in physical measurement, physical efficiency test, written test and trade test.
12. APPEAL AGAINST MEDICAL EXAMINATION :
A candidate declared unfit for appointment in CRPF in detailed Medical Examination, the grounds for rejection will be communicated to him by the Medical Officer duly countersigned by the officer detailed by the sector IGP. The candidate, if not satisfied with the findings of the Medical Officer, can submit an appeal to the appellate authority i.e Dy. Inspector General of Police, Group Centre, CRPF of concerned Application Receiving Centres as stated in para- 3 above for review medical examination with a proof of his fitness in the form of a medical fitness in form of Annexure-IV. The medical certificate will not be taken into consideration unless it contains a note by the medical practitioner concerned to the effect that it has been given in full knowledge of the fact that the candidate has already been declared unfit by a Medical Officer for appointment in CRPF. The appeal will also not be taken into consideration unless it contains medical re-examination fee of Rs.25/-(Rupees Twenty Five) only through crossed IPO/Demand Draft/Banker’s Cheque in favour of appellate authority and the same should be submitted within 15 days

from the date of issue of the communication in which the findings of the Medical Officer are communicated to the candidate.
13. MERIT LIST:-
i) Merit list will be prepared solely on the basis of marks secured in the written examination for those who qualify Stage-III trade test.
ii) Final selection of candidates will be in order of merit in each category on the basis of written test marks whereas other tests are only qualifying in nature.
iii) In case of tie in marks, the merit list will prepared in the following order :-
a) Older Age : The candidates with older age shall be higher in merit list.
b) Alphabetical Order : The candidates whose name comes first in alphabetical order (English) shall be kept higher in the merit list.
14. OTHER TERMS & CONDITIONS :-
1. Eligible and desirous candidates, who fulfill above eligibility conditions, may send their application in the prescribed proforma (in Appendix-A) duly typed or neatly hand written and filled up in all respects on full-scap paper, affixing latest passport size photograph duly attested on the application at the space prescribed for the purpose) and two self addressed envelops of 4” x 9” size with Rs. 22/- postage stamps affixed thereon, to the DIG, Group Centre, CRPF of concerned Applications Receiving Centres as mentioned at para-3 above, on or before the last prescribed date i.e. 11/11/2013 super scribing on the envelope “APPLICATION FOR THE POST OF CONSTABLE (TECHNICAL/TRADESMEN) – 2014-15” by any available means of post. NO (REPEAT NO) testimonials/Certificates are required to be enclosed with application form by Candidates as in selection process there is a stage after PET/PST for screening of testimonials in which candidates have to produce requisite testimonials/certificates before the Recruitment Board. The application received after the last date will not be entertained and summarily rejected. Incomplete application in any respect will be rejected summarily and no correspondence whatsoever will be entertained on the count. The candidate should report at Recruitment Centres on the date and time which will be intimated to candidates through call letters to be issued by State-wise Application Receiving Centres, at their own expenses and no TA/DA will be admissible to any one. They have to make their own arrangement to stay during recruitment which may continue for 10-12 days from date of reporting.
2. The candidate should bring following certificates/documents in original with 4 passport size photographs :-
(a) Matriculation certificate issued by recognized Board as documentary evidence in support of education and date of birth.
(b) Candidates appearing for the post of Constable/Fitter should possess 02 years ITI Diploma Certificate in “Mechanic Motor Vehicle” issued by National Council for Vocational Training approved by DGET, Ministry of labour which is an apex body and should have one year experience. Wards of CRPF who have undergone training in ITI run by CRPF will be exempted from one year practical experience.
(c) Candidates appearing for the post of Ct/Driver should possess a valid “Transport vehicle driving license” issued by the competent authority as per norms prescribed in Motor Vehicle Act.
(d) Discharge certificate (in case of Ex-Service men)
(e) SC/ST/OBC Candidates should bring their original caste certificates (issued by revenue officer not below the rank of Tehsildar) i.e by Tehsildar/ SDO/ SDM/ADM /DM/ Collector /Dy. Collector). SC/ST candidates should produce Caste certificate as per proforma

given in Annexure- ‘I' and OBC candidates should produce caste certificate as per proforma given in Annexure-‘II’.
(f) Hillman or tribesmen certificate which should be on the format as prescribed in Annexure-III (if belonging to any of the category and desired to avail relaxation in height and chest as prescribed for such category). Since Assam State is not issuing Annexure-III certificate, same is not required for the candidates of Assam state.
(g) Other certificates in support of additional qualification i.e. NCC/Scout & Guides/ sports/ proficiency in computer if any.
(h) No objection certificate in case of persons serving in Govt. Departments/Semi Government Departments /Undertakings etc.
(i) Provincial Residential Certificate of the State from which the candidate is applying.
3. The candidates can apply for only one trade. The written/ trade test will be conducted for the applied trade post. In the cases where candidate applied for more than one trade/post, he will be considered for only one trade/ post.
4. The department will not be responsible for any compensation or claim due to accident / injury /damage if any, sustained during the course of the recruitment tests.
5. Canvassing in any form or bringing influence will not be permitted and candidates found canvassing will be disqualified for the post.
6. The Selection of candidates will be subject to fitness in the chest X – Ray test and pathological tests.
7. Qualifying in all tests does not guarantee appointment, as the offer of appointment will be made only according to availability of vacancies at the relevant time from the merit list in the order of seniority of the candidates in each category/ trades.
8. The candidate so appointed in the Force and subsequently seeking resignation/discharge as per rules, shall be required to refund to the Govt. a sum equal to three months pay and allowances or cost of training imparted to him, whichever is higher.
9. Selected candidates on their appointment in CRPF will be governed by the CRPF Act 1949, CRPF Rules 1955 and other Central Government Rules and regulations as applicable from time to time.
10. The selected candidates will have to undergo prescribed training for specific period at any place of training.
11. The Department has full right to make changes in or to cancel the recruitment process without assigning any reasons.
12. Since the vacancies released state-wise, the candidates will be permitted to appear for selection on production of Domicile Certificate as enumerated in para-7 above. No candidate of other States will be permitted to appear for selection against the quota of above states.
13. The vacancies notified can be altered / changed / increased / decreased due to administrative reasons.
14. Decision of the Recruitment Board shall be final in the conduct of the recruitment.
