NOTIFICATION
AGRICULTURAL RESEARCH SERVICE (ARS) EXAMINATION-2013
1. Agricultural Scientists Recruitment Board (ASRB) will hold a competitive ARS Examination – 2013 as per the following scheme wherein two separate examinations will be held:
(i) Preliminary – ARS Examination - 2013 on 29.12.2013 (SUNDAY) from 10.00 A.M. to
12.00 Noon at 33 centres.
(ii) ARS – Main Examination - 2013 on 16.03.2014 (SUNDAY) from 10.A.M. to 01.00
P.M. at 12 centres.
The preliminary ARS Examination is a qualifying examination and its marks will not be carried forward for determining final merit of the candidates. All those candidates desirous of appearing for ARS will have to take both the examinations and viva-voce. Since a pass in the Preliminary examination is compulsory for all candidates, only those candidates who qualify the Preliminary ARS Examination will be eligible to appear in the ARS Main Examination. Candidates declared successful in ARS Main Examination and viva-voce will be recommended for appointment as Scientists in Agricultural Research Service (ARS) of Indian Council of Agricultural Research in the Pay Band-III of Rs 15,600 - 39,100 plus Research Grade Pay of Rs 6,000/- .
2. CENTRES OF EXAMINATION
The centres of ARS Examination-2013 where the Preliminary and Main examinations will be conducted are mentioned in Annexure-I(a) and I(b) respectively. The ASRB may increase or decrease the number of centres according to the requirements of the Board. Candidates must select the centres of examination carefully. No request for change of centre would be entertained under any circumstances.
3. VACANCIES FOR ARS
The number of vacancies in Agricultural Research Service under various disciplines is mentioned in Annexure-II. The number of vacancies is only tentative and likely to change.
4. RULES OF EXAMINATION
The details of Rules of the ARS Examination are mentioned in Annexure-III. The candidate must see the Rules of examination carefully before filling up the Online Application form.
5. PLAN OF EXAMINATION
The detailed Plan of ARS Examination is mentioned in Annexure-IV.
6. PRESCRIBED EDUCATIONAL QUALIFICATIONS
A candidate must hold a Master’s Degree or equivalent in the concerned discipline with specialization as defined in Annexure-V completed on or before 16.03.2014. For details, please refer to Rule 3 of Rules of the Examination. However, candidates who have appeared at an examination, the passing of which would render them eligible to appear at the ARS Examination – 2013 but have not been informed of the results, may apply for admission to the ARS Examination-2013. Candidates who intend to appear at such a qualifying examination may also apply.
Such candidates will be admitted to the ARS Examination-2013, if otherwise eligible but their admission would be deemed to be provisional and subject to cancellation, if they do not produce proof of having passed the requisite qualifying examination which will be required to be submitted by the candidates who qualify on the results of the Preliminary ARS Examination-2013 on or before 16th March, 2014, scheduled date of ARS Main
Examination-2013.
7. AGE LIMIT
A candidate must have attained the age of 21 years but not have attained the age of 32 years as on 01-08-2013 (i.e. he/she must have been born not earlier than 2nd August, 1981 and not later than 1st August, 1992). Age relaxation is admissible to the various categories as per rules. For details please refer to the Rule 2 of the Rules of the Examination (Annexure – III).
8. FEE

9. HOW TO APPLY
A candidate seeking admission to the Examination must apply online only in the Application Form available on the website: http//www.asrb.org.in OR http://www.icar.org.in
A candidate must read the provisions contained in this Notification for ARS Examination - 2013 carefully and abide by the same. A candidate must fulfill all the conditions of eligibility regarding age limits, educational qualifications, etc. prescribed for admission to the examination.
10. IMPORTANT INSTRUCTIONS TO THE CANDIDATES FOR FILLING ONLINE APPLICATION
i) The candidates are required to apply online only using the link of application form available on the website: http://www.asrb.org.in OR http://www.icar.org.in No other mode of application is allowed.
Candidates are hereby informed that the details they provide in the Online Application Form will be used for all future references. They are advised to be very careful while filling the Application Form. They are, therefore, requested to thoroughly read this notification carefully before filling the online Application Form.
ii) Candidates are required to complete the Application Form by filling all the parts for which they will be guided in the course of filling the Application Form.
iii) Candidates are required to keep ready the following relevant details /information /
documents:
a) Notification for ARS Examination-2013
b) Name ( as recorded in Secondary or Equivalent level Examination certificate)
c) Father’s name ( as recorded in the Secondary or Equivalent level Examination certificate)
d) Complete Address for Correspondence e) Complete Permanent Address
f) Matriculation or Equivalent Certificate
g) Master’s Degree Certificate/Provisional Degree Certificate/Transcript/ Marksheets; if available.
h) Doctorate Degree Certificate/Provisional Degree Certificate/Transcript/ Marksheet.
i) Center opted for Preliminary Examination and Main ARS Examination (Please check the Examination Centers in this notification in Annexure- I (a) and (b) respectively.
j) Scanned copy of recent passport size photograph taken against white background only of a maximum size of 150 kB in .jpg format only with the face covering at least 2/3rd of the total space and taken without spectacles. ( an Image can be saved in .jpg format using the MS Paint application )
k) Scanned copy of signatures taken in Black ink on a white paper only in .jpg format only. (an Image can be saved in .jpg format using the MS Paint application )
l) Debit Card/Credit Card/Internet Banking details for online payment of fee. m) Valid and active e-mail id.
iv) The registration session would automatically expire if it is left unattended/inactive for more than 20 (twenty) minutes and you may have to register once again.
v) The candidates are required to enter their valid and active e-mail id only in the Application Form since all communication/information/update(s) for this ARS Examination would be sent to this mail id only. In case, they do not have an e- mail id, they may obtain one from any of the e-mail service providers of the candidate’s choice. Please note that entry of the e-mail id in the prescribed field in the Application Form is mandatory/ compulsory.
In case, for whatever reason you want to fill another online Form , you will have to use another e-mail id , since an e-mail id once registered in our database cannot be used for another Form, even if the Name, Date of Birth, etc., fields are the same.
vi) Please keep ready all relevant information regarding the payment towards Application
Fee for successfully completing the Application process.
(a) For payment of Application Fee, please keep your Debit/Credit card ready for payment using them, (in case you are paying using these card(s)).
(b) Please keep UTR Number provided by the Bank/Branch where you have carried out NEFT/Challan transaction, in case you are adopting the NEFT / Challan payment option.
While using this option of payment, take a print out of the Online pre printed generated Challan form , deposit the requisite amount with any Branch of the Syndicate Bank and thereafter re-login your application form, Go to Part IV (it will automatically take you to Part IV) fill the UTR Number, Date of deposit, Branch Name and Number, upload the scanned copy of the ASRB portion of the deposited challan through the link provided in the Part IV of the Application Form and submit. PLEASE NOTE THAT WITHOUT THIS PROCESS HAVING BEEN COMPLETED, YOUR APPLICATION FORM WILL NOT BE CONSIDERED TO BE COMPLETE.
vii) Please keep the scanned copy of your recent passport size photograph (taken against white background only of a maximum size of 150 KB in .jpg format only (with the face covering at least 2/3rd of the total space for easy identification) and Scanned copy of your Signature (taken in black ink only on white paper) of a maximum size of 80 KB in .jpg format only for uploading during the process of Application Form Submission. Please note that you should use only clear scanned copies (and not blurred or hazy) since your application form may not be considered if these are not clear. The photograph and signature would be used to be put on the Admission Certificate. The scanned photograph and signature must be uploaded in .jpg format only. These would be required to be uploaded using the links that will be guided to in the course of Applying. You may browse and select the location where the scanned photograph/ signature file has been saved, select it and click the upload button. Once uploaded, a message informing about the successful uploading of the Photograph/signature, as the case may be, will be displayed. In case, you want to use another photograph/signature (i.e., use any other photograph/ signature), then select the edit button on the link and repeat the same process as before. Your online Application Form will not be submitted unless you have successfully uploaded your photograph and signature. PLEASE VIEW THE IMAGES ON THE PART III
OF THE APPLICATION FORM AND SATISFY YOURSELF THAT THESE ARE CLEAR AND SUFFICIENTLY VISIBLE IN THE ABSENCE OF WHICH YOUR APPLICATION FORM WILL NOT BE CONSIDERED.(HAZY OR UNCLEAR PHOTOGRAPHS / SIGNATURE WILL NOT BE ACCEPETD)
viii) Candidates are informed that there are provisions for editing at many stages. Once the complete process of filling up the information in the Application Form and the Photograph and Signature is completed, the candidate can view the entire Application Form together with the photograph and signature and can still edit at this point to make / incorporate any change/ editing in any field of the Application Form.
ix) The online Application process will be open from 00:00 Hrs of 04.11.2013 to 17:00
Hrs of 03.12.2013 after which the link will automatically get disabled. It is, therefore advised that candidates may submit their applications well in advance without waiting for the last date of Application Form submission.
x) The applicants are advised to regularly check the e mail provided in the Application
Form for update(s)/ information/ communication with regard to the ARS-2013
Examination. They must check the spam/junk /inbox folders also of the mailbox.
xi) Once the payment is successfully made, a message informing the successful submission of your Application Form will be displayed. In case, this does not appear, the process needs to be repeated, since it signifies/implies that your Application Form has not been successfully uploaded/ submitted.
x) Candidates are strongly advised to keep a print or soft copy of the completed
Application Form for any future reference.
xii. Please note that mere successful submission of the Application Form and/or Admission Certificate issuance does not automatically ensures admission to any or all the stage(s) of the Examination. Your candidature will be scrutinized during the entire course of the examination with reference to Qualification/ Age, etc., at the sole discretion and decision of the Board which would be final and binding and hence would be If on verification/ scrutiny at any /later stage, it is found that they do not fulfill all eligibility conditions/ wrong/ incorrect/misleading/false information has been given either intentionally or otherwise/ error of omission or commission, their candidature will be cancelled / rejected and fee paid for examination will be forfeited and any action as deemed fit by the Board shall be taken in this regard.
LAST DATE FOR FILING UP OF ONLINE APPLICATIONS
The last date for filling up of online application form is 1700 Hrs (05:00 PM) on
03.12.2013.
11. IMPORTANT NOTES:-
I. Candidates must ensure that they fulfill all the eligibility conditions for admission to the examination. Their admission to the examination will be purely provisional. If on verification/scrutiny at any/ later stage, it is found that they do not fulfill all eligibility conditions as prescribed by the Board, their candidature will be cancelled / rejected and fee paid for examination will be forfeited.
II. While filling up the application form, the candidate should carefully decide about his/her choice for the centre and discipline for the examination for both the stages, ie., Prelims and Mains, since no request for change of chosen centre will be accepted at any stage whatsoever. If a candidate submits more than one completed online application, the Board will accept only one application at its discretion and the Board’s decision in the matter shall be final.
III. It is the sole responsibility of the candidates to ensure that they fulfill the specified eligibility before applying for the examination.
IV. In case their claim regarding age, educational qualifications, Scheduled Caste/ Scheduled Tribe/ Other Backward Class/ Person with Disability, being Indian Council of Agricultural Research (ICAR) / State Agricultural University (SAU) employee, is found to be incorrect/false, they may render themselves liable to disciplinary action by the Board / I.C.A.R. in terms of the rules of the examination and their candidature will stand cancelled, even being made to be debarred from all or any of the Examination(s) being conducted by the Board.
V. No candidate will be allowed to take the examination unless he / she holds a valid
Admission Certificate(Admit Card) for any stage of the examination.
VI. The candidates are advised to read the Notification for the Examination carefully before filling-up the application form online. No request for change in the entries once made in the duly submitted online application form will be entertained under any circumstances.
VII. No request for withdrawal of candidature/application received from a candidate after he/she has submitted his/her application will be entertained under any circumstances.
VIII. The candidates are advised to stay in touch with the ASRB website http://www.asrb.org.in All the information related to the examination will be uploaded/updated on this website only.
IX. The Admission Certificate would be made downloadable from the website only, about two-three weeks from the date of examination. Candidates are requested to visit the website: http://www.asrb.org.in regularly for updates. No other form of communication will be used for issue of admission certificates. All the information related to the examination will be uploaded on the above websites only.
X. The Admission Certificate for the ARS Main Examination will be uploaded separately after the result of the Preliminary ARS Examination and all instructions/ information therefor indicated thereat.
XI. Syllabus for ARS Examination -2013 is available on ARS Examination-2013 link.
XII. All communications in respect of an application made for this Examination should be addressed to the Controller of Examinations-II, Agricultural Scientists Recruitment Board, Krishi Anusandhan Bhavan-I, Pusa, New Delhi – 110012 and should invariably contain the following particulars: -

Note:- Communication not containing the above particulars will not be attended to. XIII. No request for change in postal address shall be entertained.
XIV. Please note that carrying of Mobile Phones/pagers or any other communication device is absolutely prohibited in the Examination Centre premises. Any infringement of this instruction can lead to disqualification. Candidates are advised in their own interest not to bring any of these item(s) to the Examination venue since no provision for their safe keeping will be made.
XV. The candidates are advised not to bring any valuable/costly items to the Examination Venue. The Board will not be responsible for any loss incurred due to non adherence of this instruction.
XVI. The Preliminary Examination will be conducted on OMR Sheet (for Multiple Type Objective Questions provided in the Question Booklet) and the candidates are required to return both the Question Booklet and the OMR Sheet after the Examination is over to the Invigilator concerned. They cannot take these with them under any circumstances. Strict action will be taken for any violation of this instruction.
XVII. In case of any discrepancy between English and Hindi versions of the advertisement / information, the English version will be prevail and be treated as Final.

Annexure-III
RULES (ARS)
The rules for the Preliminary Agricultural Research Service (ARS) Examination - 2013 to be held by the Agricultural Scientists Recruitment Board are published for general information.
1. CONDITIONS OF ELIGIBILITY
Nationality: A candidate must be either:-
(i) a citizen of India, or (ii) a citizen of Nepal, or (iii) a citizen of Bhutan, or
(iv) a Tibetan refugee who came over to India before the 1st January, 1962, with the intention of permanently settling in India, or
(v) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka and East African countries of Kenya, Uganda, the United Republic of Tanzania, (formerly Tanganyika and Zanzibar) Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India.
Provided that a candidate belonging to categories (ii), (iii), (iv) above shall be a person in whose favour a certificate of eligibility has been issued by the Government of India.
2. AGE LIMITS:-
A candidate seeking admission to the ARS Examination-2013 must have attained the age of 21 years but not have attained the age of 32 years as on 01-08-2013. In-service candidates of ICAR less than 45 years in age as on 01-08-2013 will also be eligible to appear subject to possession of prescribed qualifications. In-service candidates of the State Agricultural Universities less than 35 years in age as on 01-08-2013 will be eligible to appear for ARS subject to possession of prescribed qualifications.
The upper age limit prescribed above will also be relaxable:-
(i) Upto a maximum of five years if a candidate belongs to SC or ST.
(ii) Upto a maximum of 3 years in the case of candidates belonging to Other Backward Classes, who are eligible to avail of reservation applicable to such candidates, i.e. Non-creamy layer.
(iii) For Person with Disability candidates, the upper age limit will be relaxable upto a maximum of 10 years. Candidates belonging to SC, ST and OBC who are also covered under the Person with Disability category will be eligible for grant of cumulative age relaxation under both the categories.
(iv) For ARS the upper age limit for the candidates holding Ph.D. degree will be 35 years. Consequently the upper age limit for SC/ST/OBC/ Person with Disability candidates holding Ph.D. degree will be relaxable by a further period of 3 years. Thus, the maximum limit for SC/ST candidates in such cases will be 40 years, for OBC candidates 38 years and for Person with Disability candidate 45 years. In such cases the candidates should have obtained Ph.D. degree on or before
01-08-2013, which is the reckoning date for age determination.
(v) Up to a maximum of five years if a candidate had ordinarily been domiciled in the State of Jammu & Kashmir during the period from the 1st January, 1980 to the 31st day of December, 1989.
(vi) To other bonafide displaced persons/repatriates of Indian origin / Defence Services Personnel/Border Security Force Personnel etc. as per the existing instructions of the Government of India on the subject.
Save as provided above, the age limits prescribed can in no case be relaxed.
3. EDUCATIONAL QUALIFICATIONS:-
A candidate for the Agricultural Research Service must hold a Master's degree or equivalent in the concerned discipline with specialization as defined in Annexure-V completed on or before 16.03.2014 from any Indian University incorporated by an Act of Central or State Legislature in India or other educational institution established by an Act of Parliament or declared to be deemed University under Section 3 of the University Grants Commission Act, 1956 or he/she must have qualification from a foreign University recognized as equivalent by the Government of India.
The candidates having Master’s degree from a foreign University must attach a certificate of equivalence and recognition of that degree issued by the University Commission/ Govt. of India.
NOTE-I:- A candidate who has appeared at an examination, the passing of which would rendered him/her eligible to appear at this examination but has not been informed of the result may apply for the admission to the examination. Such candidates will be admitted if otherwise eligible, but the admission would be deemed to be provisional subject to cancellation if he/she does not produce Master’s degree of the provisional degree certificate on or before 16.03.2014. The candidate is required to submit the attested copies of the Master’s degree/provisional degree certificate along with mark-sheets/transcripts to the Board failing which he/she shall not be allowed to attend the viva-voce/interview.
NOTE-II:- In ARS the scientist will be placed in the same discipline in which he/she has qualified the ARS Preliminary examination and no request for change of discipline will be entertained.
NOTE-III:- The candidates selected for appointment to the posts in Veterinary Sciences disciplines will be entitled to Non Practicing Allowance as admissible under the rule of Indian Council of Agricultural Research and subject to fulfillment of the conditions of entitlement as prescribed by the Council.
4. FEE:-

NOTE I: Notwithstanding the aforesaid provision for fee exemption, a Person with Disability candidate will be considered to be eligible for appointment only if he (after such physical examination as the Government or the appointing authority, as the case may be, may prescribe) is found to satisfy the requirements of physical and medical standards for the concerned Services/Posts to be allocated to Person with Disability candidates by the Government.

5. (a) Number of Attempts:-
The number of attempts for appearing in the Agricultural Research Service Examination will be limited to FOUR for all candidates (whether M.Sc./Ph.D.) including the in-service candidates of I.C.A.R. However, this restriction will not apply to SC, ST and PwD candidates, who are otherwise eligible.
Note-I :-
The number of attempts made by the candidates prior to Agricultural Research Service examination 2011 will not be taken into account for counting the number of attempts made. Attempt means that the candidate must have appeared for the Examination.
Note-II :-
An attempt at a Preliminary Examination shall be deemed to be an attempt at the Examination. Notwithstanding the disqualification/cancellation of candidature, the fact of appearance of the candidate at the examination will count as an attempt.
(b) Restrictions on applying for the Examination:-
“A candidate who has already qualified ARS examination in the earlier year will not be eligible to compete in the subsequent examinations conducted by ASRB for the same discipline in which he/she has earlier qualified. However, there is no bar to reappear for an ARS selected CANDIDATE in the subsequent ARS examination in a discipline different than the one in which he/she has already qualified ".
6. Candidates already in the Service of Indian Council of Agricultural Research, Central/State Government/Scientific Institutions/Universities, whether in a permanent or a temporary capacity or as a work charged employee, other than a casual or daily rated employee, are
required to submit an undertaking that they have informed in writing their Head of Office/Department that they have applied for the examination. However, a candidate seeking age relaxation on account of being ICAR/SAU Employee must attach a certificate to this effect from the concerned Institute/SAU or get his application forwarded through proper channel.
7. The decision of the Board as to the eligibility or otherwise of a candidate for admission to the examination shall be final.
8. No candidate will be admitted to the examination unless he/ she holds an Admission
Certificate from the Board.
9. Any attempt on the part of a candidate to obtain support for his candidature by any means may disqualify him for admission to the examination.
10. A candidate must be in good mental and bodily health and free from any physical defects likely to interfere with the discharge of his duties as an officer of the service. A candidate, who after such physical examination as the Indian Council of Agricultural Research may prescribe, is found not to satisfy these requirements will not be appointed. Candidates selected by the Board may be required to undergo physical examination. Candidates will be required to pay the fee for the Medical Examination as prescribed by the Government of India for such category of the posts.
11. No person:-
(a) Who has entered into or contracted a marriage with a person having a spouse living or
(b) Who, having a spouse living has entered into or contracted a marriage with any person shall be eligible for appointment to the service.
Provided that the Indian Council of Agricultural Research, may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule.

2. (a) Preliminary ARS Examination Paper:-
Preliminary ARS Examination shall have one paper of 150 marks with all multiple type objective questions to be solved in 02 hours (Two hours), from the respective professional subject(s) for which candidate has opted.
1/3 marks will be deducted for each wrong answer in Preliminary ARS Examination (Objective Type). The examination will be held in 33 centres as given in Annexure-I. This is a qualifying examination and marks scored will not be counted for final selection.
The candidates who attain such minimum qualifying marks in the Preliminary Examination as may be fixed by the Board in its discretion will be allowed to appear in the Main Examination.
(b). ARS – Main Examination Paper:-
ARS – Main Examination Paper will have only one paper of 240 marks to be completed in
3 hours duration. The paper shall be divided in three parts A, B and C. Part ‘A’ will consists of 40 (forty) questions of 2 (two) marks each. In this part, answers required will be of very short, not exceeding 10 (Ten) words at the most. Part ‘B’ will have 20 (twenty) questions of 5 (five) marks each requiring one or two paragraphs and/or graphic explanation. Part ‘C’ will have 6 (six) essay type or descriptive type questions. Each question will carry 10 (ten) marks and may have two or more parts. Answers are required to be written in the space provided below the question. In no case extra sheets will be provided. All questions in parts ‘A’ ‘B’ and ‘C’ will be compulsory.
The candidates who obtain such minimum qualifying marks in the Main Examination as may be fixed by the Board in its discretion, shall be called for viva-voce in the ratio of 1:5 (category-wise) for each post. Reserved candidates who qualify after availing relaxed standard and/or age relaxation shall render themselves ineligible for UR posts. They will be eligible only for the posts which are reserved in respective category in a particular discipline. The final selection of candidates will be made on the basis of marks obtained in the ARS – Mains Examination and Viva- voce. The finally selected candidates will be recommended for appointment as Scientists in the
Indian Council of Agricultural Research in the Pay Band-III of ₹ 15,000-39,100 plus Research
Grade Pay (RGP) of ₹ 6,000/-.
The candidates will be interviewed by a Board of competent and unbiased experts in the respective disciplines, who will have before them a record of his/her career. The object of the viva-voce is to assess his/her suitability for the Service for which he/she has competed. The viva- voce is intended to supplement the written examination for testing the general and specialized knowledge and abilities of the candidate. The candidate will be expected to have taken an intelligent interest not only in his/her own state or country, as well as in modern current of thought and in new discoveries, which should rouse the curiosity of well-educated youth.
The technique of the viva-voce is not that of strict cross-examination, but of a natural, though directed and purposive conversation intended to reveal the candidate’s mental qualities and his/her grasp of problems. The Board will pay special attention to assessing the intellectual curiosity, critical powers of assimilation, balance of judgment and alertness of mind, the ability for social cohesion, integrity of character, initiative and capacity for leadership and scientific research.

3. Examination Procedure:-
(i) The Preliminary ARS Examination is a qualifying examination. Only candidates qualifying in the Preliminary ARS Examination will be allowed to appear in the Main ARS examination. The candidates who attain such minimum qualifying marks in the Preliminary Examination as may be fixed by the Board in its discretion will be allowed to appear in the Main Examination.
(ii) Candidates who obtain such minimum qualifying marks in the written ARS - Main examination as may be fixed by the Board in their discretion shall be summoned for VIVA- VOCE for the Agricultural Research Service. After the Viva-Voce the candidates will be arranged by the Board in the order of merit in each category (professional subject-wise) as disclosed by the aggregate marks finally awarded to each candidate. Candidates who obtain such minimum aggregate marks in the written papers and Viva-Voce without fixing any minimum marks in Viva-Voce as may be fixed by the Board in their discretion shall be recommended for appointment to ARS in accordance with the number of vacancies intimated by the Council under each discipline. Based on the merit, the candidates belonging to reserved categories i.e. SC/ST/OBC/PwD (OC/HC) are also eligible to be considered against the unreserved vacancies, if no relaxation in age and no relaxation in qualifying marks either in Prelim ARS or in Main ARS or in both has been availed by such reserve category candidates. If any concession in age and relaxation in qualifying marks is availed, such candidates will be eligible for consideration only against vacancies reserved for them.
(iii) Rules for Tie-Breaker:- Wherever the two or more candidates have secured equal aggregate marks (marks in written ARS Main Examination + Viva-voce) the merit of the candidates shall be determined by applying the following Tie-Breaker Rules.
(a) Candidate securing more marks in the written ARS Main Examination will be ranked higher.
(b) In case where the marks mentioned at (a) above are equal, the candidate senior in age will be ranked higher.
(iv) Candidates belonging to the Scheduled Castes or the Scheduled Tribes may be recommended by the Board by a relaxed standard to make up the deficiency in the reserved quota subject to the relevant instructions on the subject and also subject to the fitness of these candidates for appointment to the Agricultural Research Service irrespective of their ranks in the order of merit at the examination.
(v) There is no provision for maintaining the select panel and therefore, the vacancies against which the recommended candidates do not join will not be filled up. The backlog vacancies will be filled up from the next examination.
(vi) There is no provision of re-evaluation of the answer script and therefore, no request for re- evaluation of the answer script will be entertained. The Board will not enter into any correspondence in this regard.
(vii)The form and manner of communication of the result of the examination to individual candidates shall be decided by the Board in their discretion and the Board will not enter into correspondence with them regarding the result.
(viii) Recommendation by the Board for appointment in the ARS will not be binding unless the Indian Council of Agricultural Research are satisfied after such enquiry as may be considered necessary that the candidate is suitable in all respects for appointment to the Service.
4. GENERAL INSTUCTIONS:-
(a) Question paper for ARS Mains can be answered either in English or in Hindi.
Option for this needs to be indicated in the Application Form now.
(b) Candidates must write the papers in their own hand. In no circumstances they will be allowed the help of a scribe to write the answer for them. Only the Orthopedically Challenged (OC) candidates with both arms affected may be allowed the help of a Scribe only with the prior permission of the Board. An additional time of 20(twenty) minutes per hour will be allowed to such candidates.
(c) If a candidate's handwriting is not easily legible, a deduction will be made on this account from the total marks otherwise accruing to him.
(d) Marks will not be allotted for mere superficial knowledge.
(f) Credit will be given for orderly, effective and exact expression combined with due economy of words in all subjects of the examination.
(g) Standard of both the papers - Preliminary ARS and ARS Mains, will be that of
Master’s Degree of an Indian University.

ANNEXURE-VI
Brief particulars relating to the Agricultural Research Service:-
1. Candidates selected for appointment to the Service will be appointed as Scientists in the
Service on probation for a period of two years which may be extended, if necessary.
2. Candidates selected on the basis of the competitive examination shall be required to undergo an intensive course of study and training for a specified period.
3. On successful completion of the prescribed training, a candidate will be posted anywhere in India according to the Research priorities of the Council. He will be liable to serve at the initial place of posting at least for a period of five years before seeking transfer on what so ever ground from that place / station.
4. Every trainee shall be required to execute a bond to serve the Council (ICAR) for a minimum period of 4 years from the date of appointment including the period of training. Failure to serve the ICAR for the stipulated period will render the candidate liable to refund to the Council a sum of N
1,25,000/- (Rupees one lakh twenty five thousand only)
5. Any trainee found to be guilty of unbecoming conduct will be liable to be discharged even before completion of the period of training. Such a trainee will be liable to refund full amount of the emoluments paid to him / her during training period.
6. If in the opinion of the ICAR the work or conduct of the officer on probation is unsatisfactory or shows that he is unlikely to become efficient, the ICAR may discharge him forthwith. On completion of the period of probation or any extension, if it is found that a candidate is not fit for permanent appointment, he / she may be discharged.
7. Conditions of service, leave, pension, provident fund etc. for the members of service shall be as determined by the Council.
8. A Scientist is liable to serve anywhere in India or abroad.
9. Those candidates who have already been awarded Ph.D. / M. Phil Degree or have been granted certificate of admissibility to the award of the said research degree before joining ARS shall be granted 5/2 advance increments on production of the necessary documents on appointment.

PHYSICAL REQUIREMENTS FOR THE PwD CANDIDATES
For being considered against the vacancies for the category of Person with Disability, the candidate should have disability of 40% or more.
