Consultants: (i) Inspection & Monitoring - 3 posts. (ii)Trg.& Deve.-1
post, Consolidated fee Rs.20,000 to Rs. 40,000 p.m.depending upon

Terms of Reference (ToR) for engaging Consultants/Support staff
Central Adoption Resource Authority (CARA) is an autonomous body under
Ministry of Women & Child Development, Government of India. It function as a
nodal body for adoption of Indian children and is mandated to monitor and
regulate in-country and inter-country adoptions. CARA is designated as Central
Authority to deal with inter-country adoptions in accordance with the provisions of
the Hague conventions of inter-country Adoption, 1993.
CARA primarily deals with adoption of orphan, abandoned and surrendered
children through its associated/recognized adoption agencies. The role and
functions of CARA have increased manifold with the implementation of Hague
Convention of Inter-country adoption, Juvenile Justice Act, Integrated Child
Protection Scheme(ICPS) and launching of Child Adoption Resource Information &
Guidance System(CARINGS).
In order to undertake manifold activities of CARA for effective implementation of
the Adoption Programme in the country, CARA proposes to engage 4 consultants
as under:
1. Consultants (Inspection & Monitoring)—3 Post
Nature of Work
(i) To monitor the activities of adoption Agencies recognised for undertaking incountry
and inter-country adoption & for their capacity building;
(ii)To prepare inspection reports and action required;
(iii)To prepare action plan for conducting inspection state-wise;
(iv) To assist in preparing a detailed inspection format in the light of the new
Guidelines and stipulation of Hague Convention on inter-country adoption;
(v) To coordinate & liaison with State Government and SARA for conducting joint
inspections.
(vi) Any other task that may be assigned in the exigencies of work.
Qualification and Experience:
(i) Master degree in Social Work/Sociology/Psychology/ Management/
Economics/Commerce/ or equivalent in related field.
(ii) Minimum 03 year experience in conducting of inspections, monitoring
activities, management information system, financial and accounts management in
Govt./Autonomous bodies/PSUs/Private organization/ International NGOs.
(iii) Experience in policy related matters of Govt. of India/State Govt. and
experience in NGO sector.
(iv) Working experience in the field of child rights/child protection/child
welfare/child development is desirable.
(v) Proficiency in working on computers, excellent communication skill (Oral &
Written)inEnglish & Hindi.
(vi) Should be able to travel intensively.
(vii) Knowledge of some regional languages would be desirable.
(viii) Knowledge of monitoring & evaluation techniques.
Period of engagement & Remuneration:
(i) The engagement would be initially upto 30-06-2014, which may be further
extendable on the basis requirement and performance.
(ii) The remuneration will be commensurate with qualification and experience and
the same will be ranged between Rs.20,000-40,000.
(iii) The above position is to be filled purely on contract basis. Selected candidate
on engagement shall enter into contract with Member Secretary-CARA.

2. Consultant(Training & Development)- 01 post
Nature of Work:
(i) Assist in expansion of training base of CARA through coordination of all training
and development activities;
(ii)Carry out promotional activities related to adoption and non – institutional care;
(iii)Assist in preparing action plan on training, coordination and liaison with the
State Governments and other specialized bodies to conduct training programmes;
(iv) Assist in settlement of training accounts and preparation of reports;
(v) Prepare draft training modules/training curriculum/training manuals for
functionaries of associated adoption agencies and stakeholders;
(v) Coordinate logistic supportfor such programmers for capacity building of
stakeholders.
(vi) Any other task that may be assigned in the exigencies of work.
Qualification and Experience:
(i) Master degree in Social work/Sociology/Psychology or equivalent in related field.
(ii) Minimum working experience of 3 years in the field of child related issues in
Govt./Autonomous bodies/PSYs/Private organizations
/International NGOs.
(iii) Experience in policy related matters of Government of India/State Govt. and in
preparing training proposals and carrying out training activities.
Working experience in the field of child rights/child protection/child
welfare/child development is desirable.
(iv) Proficiency in working on computers, excellent communication skill (Oral &
Written)in English & Hindi.
(v) Should be able to travel intensively.
(vi) Knowledge of some regional languages is desirable.

Qualification & Experience:
(i) Bachelor’s degree
(ii) Minimum experience of 3 years in the field of programmedevelopment,
management of services and record in Government/Autonomous
bodies/PSUs/Private organization/International NGOs.
(iii) Should be able to travel intensively.
(iv) Proficiency in working on computers, excellent communication skill (Oral &
Written)in English & Hindi.
Period of engagement & Remuneration:
(i) The engagement would be initially upto 30-06-2014, which may be extendable
on requirement basis.
(ii) The remuneration will be commensurate with qualification and experience and
the same will be ranged between Rs.11,000-22,000.
(iii) The above position is to be filled purely on contract basis. Selected candidate

4. Support Service Staff- 01 Post

bodies/PSUs/Private organisations/International NGOs.
Any other task that may be assigned in the exigencies of work.
Period of engagement & Remuneration:
(i) The engagement would be initially upto 30-06-2014, which may be extendable
on requirement basis.
(ii) The remuneration will be commensurate with qualification and experience and
the same will be ranged between Rs5,000-12,000.
(iii) The above position is to be filled purely on contract basis. Selected candidate
on engagement shall enter into contract with Member Secretary-CARA.
(iv) Should be able to travel intensively.
