(i)
Eligibility criteria:
a) A candidate should be above 21(twenty-one) years of age and under 32(thirty-two) years as on the 1st January, 2013.
Age Limits:
b) The upper age-limit prescribed above is relaxable by 5 (five) years for candidates belonging to the categories of Scheduled Castes(S.C.), Scheduled Tribes(S.T.), Socially & Educationally Backward Classes(S.E.B.C.), Women and Ex-Servicemen,
c) The upper age-limit prescribed above is relaxable by 10 (ten) years for Physically Challenged candidates, whose disability should not be less than 40% (forty).
Provided that in case a candidate who comes under more than one category mentioned above, he/she will be eligible for only one age relaxation benefit, which shall be considered most beneficial to him/her.
(ii)
a) A candidate should possess a Master’s Degree in the concerned subject from a recognized University with at least 55% marks in aggregate OR its equivalent grade.
Educational Qualification
b) Provided that candidates belonging to the Scheduled Castes and Scheduled Tribes shall possess a Master’s Degree in the concerned subject from a recognized University with at least 50% of marks in aggregate or its equivalent grade.
c) 5% of marks wherever minimum percentage of marks in aggregate in any examination is prescribed shall be allowed to the physically handicapped persons for their eligibility for appointment to posts and the services under Govt. reserve for them (vide G.A. Dept. Resolution no.-16443/Gen/24th
Selection: July, 1978).
The following system of career marking will be adopted in the selection process of adhoc Junior Lecturer and accordingly, merit list will be prepared as per the marks secured in their academic career only.

d) National Eligibility Test(NET)shall remain the compulsory requirement for appointment as Lecturer for those with post-graduate degree, but, the candidates having Ph.D. degree shall be exempted from NET requirement.
e) No additional weightage shall be given for higher qualifications such as D.Sc./D.Lit. for adhoc appointment for the Degree Colleges.
f) No additional weightage shall be given for any teaching experience.
4. Selection:
a) The following principles shall be adopted for categorizing the applicants for Degree Colleges for final selection.

b) Under each category, a provisional merit list would be prepared assigning 40% (Forty) weightage of the percentage of marks obtained in Bachelor Degree (Hons) and 60%(Sixty) weightage of the percentage of marks obtained in the P.G.
c) Vacancies shall be filled up by considering the provisional Select List of Category-I in the first instance, followed by the
provisional Select lists of Category-II,III,IV,V,VI and VII in that order.
5. General Procedure of submission of application (both for Junior and Degree Colleges):
a ) The application form will be available in the official website of the Higher Education Dept. i.e. www.dheorissa.in. The candidates are to download the application form from the website, and send the duly filled in application form to the Director, Directorate of Higher Education, Odisha, Heads of Department Building , Bhubaneswar, Dist-Khurda, Odisha” only by Speed Post/ Regd. Post so as to reach on or before 30.11.13 by 5 pm. Delivery in other means will not be accepted.
The application form must be accompanied with the self-attested photo copies of other required documents.
The envelope containing the application form for the post of Junior Lecturer in Junior Colleges must be super scribed “Application for the Post of Ad-hoc Junior Lecturer in the discipline of ______________in Govt. Junior College”.
The envelope containing the application form for the post of Lecturer in Degree Colleges must be super scribed “Application for the Post of Ad-hoc Lecturer (College Branch) in the discipline of ______________” in Degree College”
6.General principles (for both Junior and Degree college)
a) The reservation shall be made in accordance with provisions of the Odisha Reservation of Vacancies in posts and services (for scheduled Castes and Scheduled Tribes) Act, 1975 and the rules made there under or any other law or rule in force at the relevant time; and SEBC; Sportsperson, Ex- Serviceman, Physically Handicapped persons etc. shall be made in accordance with the provisions made under such rules, orders or instructions issued in this behalf by the Government from time to time.
b) Director, Higher Education, Odisha will scrutinize the applications and prepare a subject-wise/category-wise merit list of eligible candidates on the basis of rank secured.
c) Final selection list will be notified by the Director, Higher Education Odisha with prior approval of the Government. The subsequent posting of the selected candidates will be done by the Govt. of Odisha, Higher Education Department.
d) The provisionally selected candidates will be suitably posted in different vacant posts in Govt. Junior/Degree Colleges of the State. They will give 05 locational preferences (other than Khurda, Cuttack and Puri Districts) in the application form for their posting. Their locational preferences may be accommodated subject to their rank in the merit list.
7. Tenure:
The posting is purely temporary and the candidates cannot claim their right to continue in the post on the basis of such appointment. The tenure will be only for a period of one year w.e.f. the date of joining in the post or the recommendation of OPSC for the regular appointment is made in the said post whichever is earlier.
(a) The Junior Lecturers to be appointed on ad-hoc basis are entitled to receive salary in the scale of Rs 9300 - 34,000/- with G.P. Rs 4600/- with usual D.A. and other allowances as may be sanctioned by the Govt. of Odisha from time to time. Furthermore, they have to attend to such duties as being performed by their counter parts, already appointed on regular basis.
8. Salary & Duty:
(b) The Lecturers (CB) to be appointed on ad-hoc basis are entitled to receive salary in the scale of Rs 15,600-39,100/- with A.G.P. Rs6000/ with usual D.A. and other allowances as may be sanctioned by the Govt. of Odisha from time to time. Furthermore, they have to attend to such duties as being performed by their counter parts , already appointed on regular basis.
