Submission of Application for the “SCHOLARSHIP FOR HIGHER
EDUCATION (SHE)” - a component of `Innovation in Science Pursuit
for Inspired Research (INSPIRE)’.

Call for Applications under SHE - 2013


Applications are invited from eligible candidates for `Scholarship for Higher Education (SHE)’, a
component of INSPIRE. Total of 10,000 scholarships are available annually under SHE. The
scholarships are limited only to the candidates who have passed Class XII in the year 2013 from
various recognized Indian State and Central Boards and studying courses in natural/ basic sciences at
three years B.Sc., B.Sc. (Hons), four years B.S and five years integrated M.Sc./M.S programs in any
recognized College/ University/ Institutions in India. The Scheme in its current format does not
include courses in engineering, medicine, technology and other professional or technical or
applied science courses.

Value & Type of Support
Each eligible candidate will receive annually
scholarship @ total value Rs.80,000. The cash
value payable to the SHE scholarship holder is
Rs.60,000 per annum along with a summer time
attachment fee of Rs.20,000 which will be paid for
undertaking summer time research project.

Duration of the Support
Selected candidates will be supported for a
maximum period of five years starting from
1
st year course in B.Sc., B.Sc. (Hons), BS
and integrated course leading to M.S. or
M.Sc. or till completion of the course, which
ever is earlier. Continuation of the
scholarship for selected candidates is based
on performance in the examinations
conducted and certified by the institution
imparting education.

Eligibility & Selection Criteria
The eligibility of candidates will be based on a) performance in Board Examinations within the cut-off
threshold (top 1%) for each State or Central Board Examination for the year 2013 at Class XII level
as listed in Table 1 and/ or b) performance in any of the specified Competitive Examinations within
stipulated cut off ranks and recipient of various scholarships and medals (Table 2 & Table 3). The
eligible candidate must be already enrolled into a valid degree level course in natural / basic
sciences within the scope of INSPIRE Scholarship (Table 4) at any recognized College or University
or Institute in India. Receipt of Eligibility Note or Eligibility Certificate on INSPIRE Scholarship from
respective Board is not mandatory as an eligibility criteria to apply and also do not guarantee the
Scholarship. Moreover, top 1% Cut-off of previous year (2012) given in Table 1 would only be used
for guidelines purpose. For more details visit our website: www.inspire-dst.gov.in. The selection will
be subjected to evaluation of each application based on the above eligibility criteria including
finalization of actual top 1% cut-off of Class 12 examination 2013 for each Board. In the case of
receiving more than 10,000 eligible applications in the given year, the selection will be on the basis
of Board inclusive model within the available number of Scholarships in that year.

Student’s Need to do
Interested and eligible candidates who have passed Class XII Board Examination only in 2013 [as per
Table 1 for Board examination based eligibility or as per Table 2 or Table 3 for Competitive
Examination based eligibility or having Eligibility Certificate or Eligibility Note for 2013 Board
Examination issued by the respective Board (not mandatory)] must apply in the prescribed format.
Attach attested copy of i) Certificate of Class X Board Examination for verification of Date of Birth, ii)
Mark sheets of Class XII Board Examination, iii) Copy of the Eligibility Certificate or Eligibility Note for
students passed in 2013 (if received by the candidate, not mandatory), iv) Copy of the Rank Certificate
for JEE (Main) or JEE (Advanced) for engineering/ NEET for medical examination/ NTSE / International
Olympiad Medalists/ JBNSTS and v) Endorsement Certificate from Principal of the College/ Director or
Registrar of the Institute or University where the applicant is presently enrolled/ admitted.
Students may apply either Off-line or On-line. Application Format with all Tables is available at the
website: www.inspire-dst.gov.in for information and download, in case of Off-line submissions. However,
submission of On-line application would be preferred. To apply On-line, please visit the website:
http://www.online-inspire.gov.in and follow the process as prescribed therein. The On-line application
submissions shall commence on 6
th of August 2013 and will be closed on 30th November 2013.
After On-line submission of application, the Applicant must obtain a print of application submitted.

Off-line applications and the print out of the submitted On-line application along with all necessary
documents must be sent to The Director, National Institute of Science, Technology & Development
Studies (NISTADS), Dr K S Krishnan Marg, New Delhi - 110012 by Ordinary Post only, on or
before 9th December 2013. The envelope should mention on top “Application for INSPIRE
Scholarship for 2013” program. DST-INSPIRE will not be responsible for postal delays in receiving the
completed application form.
Incomplete or wrongly filled up application or application with lack of essential documents will summarily
be rejected. Any legal proceedings in respect to any matter of claim or dispute arising out of this
advertisement and / or application can be lodged only in Delhi Courts/ Tribunals/ Forums and Delhi
Courts / Tribunal/ Forums only shall have the sole and exclusive jurisdiction to try any case / dispute.
Please apply only after 6th August 2013. No Applications will be accepted before 06th August 2013.
Please note that students who have passed Class 12 examination in the previous years need not apply
now.

"Innovation in Science Pursuit for Inspired Research (INSPIRE)" is an innovative programme sponsored and managed by the Department of Science & Technology for attraction of talent to Science. The basic objective of INSPIRE is to communicate to the youth of the country the excitements of creative pursuit of science, attract talent to the study of science at an early age and thus build the required critical human resource pool for strengthening and expanding the Science & Technology system and R&D base.

A striking feature of the programme is that it does not believe in conducting competitive exams for identification of talent at any level. It believes in and relies on the efficacy of the existing educational structure for identification of talent.

INSPIRE Programme

The strength of the innovation infrastructure of a nation has enormous significance in the competition among emerging knowledge economies. The realization of Vision 2020 calls for action and a well designed innovation infrastructure.

Generation and nurturing of a human talent pool capable of utilizing and developing first principles in science is both a pre-condition and integral part of such an innovation infrastructure. An India specific model for attracting talent with an aptitude for research and innovation, for a career in Basic & Natural sciences is required. INSPIRE is an innovative programme developed by the the Department of Science & Technology to attract talent to the excitement and study of science at an early age, and to help the country build the required critical resource pool for strengthening and expanding the S&T system and R&D base. It is a programme with long term foresight.
INSPIRE has three components:
   i.     Scheme for Early Attraction of Talent      (SEATS)
   ii.    Scholarship for Higher Education             (SHE)
   iii.   Assured Opportunity for Research Careers (AORC)

INSPIRE Scholarship


This scheme offers 10,000 scholarships every year @ Rs.80,000/- each for undertaking Bachelor and Masters level education in the Natural & Basic sciences, possessing any of the following criteria:

[A]
Students who happen to be among the top 1% in 12th standard at their respective Board Examinations and are pursuing courses in Natural and Basic sciences at the B.Sc. or Integrated M.Sc. levels. Courses are not included other than Natural and Basic sciences in the current scheme in view of the focus on research in Basic sciences.

[B]
Students who have secured in the Joint Entrance Examination of JEE-Advance top 10,000 ranks, JEE-Main (top 10,000 ranks) plus those clearing NEET (top 10,000 ranks), and who also opt to study Natural and Basic sciences in any academic institute or university leading to graduate and post-graduate degree, would be eligible for scholarship.

[C]
Students admitted to Indian Institute of Science Education and Research (IISER), National Institute of Science Education and Research (NISER), Department of Atomic Energy Centre for Basic Sciences (DAE-CBS) at the University of Mumbai or happen to be Kishore Vaigyanik Protsahan Yojana (KVPY), National Talent Search Examination (NTSE), Jagadish Bose National Science Talent Search (JBNSTS) scholars and Science Olympiad Medalists, opting to undertake courses in the Natural & Basic sciences leading to B.Sc. and M.Sc. degrees are eligible for "SHE" scholarship.
