Central University of Bihar (CUB) was established under the Central Universities Act-2009 of the Indian Parliament to disseminate and advance knowledge by providing instructional and research facilities, promote innovation in teaching-learning process and research, establish linkages with industries for promotion of science and technology and educate and train manpower for the development of the country. The University has territorial jurisdiction over the whole of the state of Bihar and admits students on All India basis. Its temporary campus is located at Patna.
The Central University of Bihar made a beginning with launching of the Master Programme in Development Studies in 2009 and has gradually expanded up to 15 Master and 01 M. Tech. Programmes by 2012-13 academic session. least 3 core and 2 specialized courses which you would teach comfortably at the Master level and propose couple of courses which you would like to develop and teach at MPhil-PhD level. 3.1.1 (a) Essential qualification for the post of PROFESSOR in Law, Sciences, Social Sciences, Humanities, Journalism and Mass Communication
A. (i) An eminent scholar with Ph.D. qualification(s) in the concerned / allied / relevant discipline and published work of high quality, actively engaged in research with evidence of published work with a minimum of 10 publications as books and / or research / policy papers.
(ii) A minimum of ten years of teaching experience in University / college, and / or experience in research at the University / National level institutions / industries, including experience of guiding candidates for research at doctoral level.
(iii) Contribution to educational innovation, design of new curricula and courses, and technology – mediated teaching learning process.
(iv) A minimum score as stipulated in the Academic Performance Indicator (API) based Performance Based Appraisal System (PBAS), set out in the UGC Regulation, 2010
or
B. An outstanding professional, with established reputation in the relevant field, who has made significant contributions to the knowledge in the concerned / allied / relevant discipline, to be substantiated by credentials.
3.1.1 (b) Essential qualification for the post of PROFESSOR in Education
a. A Master’s Degree in Arts / Humanities / Sciences / Commerce and M. Ed. each with a minimum of 55% marks (or an equivalent grade in a point scale wherever grading system is followed),
or
M.A. (Education) with 55% marks (or an equivalent grade in a point scale wherever grading system is followed) and B.Ed. each with a minimum of 55% marks (or an equivalent grade in point scale wherever grading system is followed);
b. Ph.D in Education; and
c. At least ten years of teaching experience in University department of education or College of Education, with a minimum of five years at the M.Ed. level with published work in the area of his specialization.
NOTE: A relaxation of 5% may be provided at the graduate and Master's level for the SC/ST/Persons with Disabilities (Physical and Visual Disabilities) categories for the purpose of eligibility and for assessing good academic record during direct recruitment to teaching positions.
3.2.1 (a) Essential qualifications for the post of ASSOCIATE PROFESSOR in Law, Sciences, Social Sciences, Humanities, Journalism and Mass Communication
(i) Good academic record with a Ph.D. Degree in the concerned / allied / relevant disciplines.
(ii) A Master’s Degree with at least 55% marks (or an equivalent grade in a point scale wherever grading system is followed).
(iii) A minimum of eight years of experience of teaching and / or research in an academic / research position equivalent to that of Assistant Professor in a University, College or Accredited Research Institution/industry excluding the period of Ph.D. research with evidence of published work and a minimum of 5 publications as books and / or research / policy papers.
(iv) Contribution to educational innovation, design of new curricula and courses, and technology – mediated teaching learning process with evidence of having guided doctoral candidates and research students.

(v) A minimum score as stipulated in the Academic Performance Indicator (API) based Performance Based Appraisal System (PBAS), set out in the UGC Regulation, 2010.
3.2.1 (b) Essential qualifications for the post of ASSOCIATE PROFESSOR in Education
a. A Master’s Degree in Arts / Humanities / Sciences / Commerce and M. Ed. each with a minimum of 55% marks (or an equivalent grade in a point scale wherever grading system is followed),
or
M.A. (Education) and B.Ed. each with a minimum of 55% marks (or an equivalent grade in a point scale wherever grading system is followed);
b. Ph.D in Education; and
c. At least eight years of teaching experience in University department of education or College of Education, with a minimum of three years at the M.Ed. level and has published work in the area of his specialization.
NOTE :
1) Under the term 'good academic record' the candidate must have obtained on an average of 50% marks in each of the two public examinations/degrees immediately preceding the Master's degree.
2) A relaxation of 5% may be provided at the graduate and Master's level for the SC/ST/ Persons with Disabilities (Physical and Visual Disabilities) categories for the purpose of eligibility and for assessing good academic record during direct recruitment to teaching positions.
3.3.1 Essential qualifications for the post of ASSISTANT PROFESSOR in Arts, Sciences, Social Sciences, Humanities, Languages, Journalism and Mass Communication, Education & Law
(i) Good academic record as defined by the concerned University with at least 55% marks (or an equivalent grade in a point scale wherever grading system is followed) at the Master’s Degree level in a relevant subject from an Indian University, or an equivalent degree from an accredited foreign University.
(ii) Besides fulfilling the above qualifications, the candidate must have cleared the National Eligibility Test (NET) conducted by the UGC, CSIR or similar test accredited by the UGC like SLET / SET.
(iii) Notwithstanding anything contained in sub-clauses (i) and (ii) to this Clause 3.3.1, candidates, who are, or have been awarded a Ph. D. Degree in accordance with the University Grants Commission (Minimum Standards and Procedure for Award of Ph.D. Degree) Regulations, 2009, shall be exempted from the requirement of the minimum eligibility condition of NET/SLET/SET for recruitment and appointment of Assistant Professor or equivalent positions in Universities / Colleges / Institutions.
(iv) NET / SLET / SET shall also not be required for such Masters Programmes in disciplines for which NET / SLET / SET is not conducted.
NOTE: (1) A relaxation of 5% may be provided at the graduate and Master's level for the SC/ST/ Persons with Disabilities (Physical and Visual Disabilities) categories for the purpose of eligibility and for assessing good academic record during direct recruitment to teaching positions.
(2) A relaxation of 5% may be provided, from 55% to 50% of the marks, to the Ph.D. degree holders who have passed their master's degree prior to 19th Sept.1991.
(3) B in the 7 point scale with letter grades O, A, B, C, D, E & F shall be regarded as equivalent of 55% wherever the grading system is followed.
(4) Under the term 'good academic record' the candidate must have obtained on an average of 50% marks in each of the two public examinations/degrees immediately preceding the Master's degree.
(For the posts in Education Only) :
a. A Master’s Degree in Arts / Humanities / Sciences / Commerce and M.Ed. each with a minimum of 55% marks (or equivalent grade in a point scale wherever grading system is followed), OR
M.A. (Education) and B.Ed. each with a minimum of 55% marks (or equivalent grade in a point scale wherever grading system is followed); and
b. Any other stipulation prescribed by the UGC / such other affiliating body / State Government, from time to time for the positions of Principal and lectures, shall be mandatory.
Provided that it is desirable that one faculty member possesses a Master’s Degree in Psychology and another member in Philosophy / Sociology besides M.Ed.

In case of the Candidates from Engineering & Technology Stream with M.E./M.Tech./MS degree
(For the posts in Computer Science and Bioinformatics Only) :
1. Essential:
First Class Master’s Degree in the appropriate branch (CS/IT in case of Computer Science).
2. Without prejudice to the above, the following conditions may be considered desirable:
(i) Teaching, research, industrial and / or professional experience in a reputed organization;
(ii) Papers presented at Conferences and / or in refereed journals.
Note: The candidates shall not be eligible under the Engineering & Technology Stream on the basis of Master of Computer Application degree.
However, to fulfill our present requirement preference will be given to Ph.D. Degree awarded or submitted candidates.
3.4.1 Essential qualification for the post of PROFESSOR in Engineering and Technology Discipline
i. Essential:
1. A Ph.D. Degree with First Class at Bachelor’s or Master’s Degree in the appropriate branch of Engg. & Tech., and experience of ten years in teaching, research and / or industry, out of which at least five years at the level of Assistant Professor Reader or equivalent grade.
OR
ii. In the event the candidate is from industry and the profession, the following shall constitute as essential:
1. First Class Master’s Degree in the appropriate branch of Engg., & Tech.;
2. Significant professional work which can be recognized* as equivalent to a Ph.D. Degree in appropriate branch of Engg., & Tech., and industrial /professional experience of ten years, out of which at least five years at a senior level of Assistant Professor / Reader,
Provided that the recognition for significant professional shall be valid only if the same is recommended unanimously by a 3-Member Committee of Experts appointed by the Vice-Chancellor of the University.
iii. Without prejudice to the above, the following conditions may be considered desirable:
1. Teaching, research, industrial and / or professional experience in a reputed organization;
2. Published work, such as research papers, patents filed / obtained, books, and / or technical reports;
3. Experience of guiding the project work / dissertation of PG / Research Students or supervising R&D projects in industry;
4. Demonstrated leadership in planning and organizing academic, research, industrial and / or professional activities; and
5. Capacity to undertake / lead sponsored R&D, consultancy and related activities.
3.5.1 Essential qualifications for the post of ASSOCIATE PROFESSOR in Engineering and Technology Discipline
i. Essential:
A Ph.D. Degree with First Class at Bachelor’s or Master’s Degree in the appropriate branch of Engg., & Tech., and experience of eight years in teaching, research and / or industry at the level of Lecturer or equivalent grade, excluding period spent on obtaining the research degree.
OR
ii. In the event the candidate is from industry and the profession, the following shall constitute as essential:
1. First Class Master’s Degree in the appropriate branch of Engg., & Tech.;
2. Significant professional work which can be recognized as equivalent to a Ph.D. Degree in appropriate branch of Engg., & Tech., and industrial /professional experience of eight years in a position equivalent to the level of Lecturer,
Provided that the recognition for significant professional shall be valid only if the same is recommended unanimously by a 3-Member Committee of Experts appointed by the Vice-Chancellor of the University.

3.6.1 Essential qualifications for the post of ASSISTANT PROFESSOR in Engineering and Technology Discipline
i. Essential

1.
Applicants are advised to submit the applications to the University well in advance, without waiting till last date, to avoid postal delay or any other unforeseen problems. The University will not be responsible for any postal delay at any stage.
2.
The University may offer lower post to a candidate, who may have applied for a higher post, in case suitable candidates are not available for the advertised post.
3.
Besides the appointment of faculty on regular basis, the advt. also includes invitation of proposal for appointment on long term (up to 10 years as per attached letter of MHRD) on deputation basis and re-employment of superannuated teacher on contract basis. Those especially eminent scholars serving or retired who fulfill the requirements of specialization of a subject may also apply. The University also reserves the right to identify such distinguished people for appointment on deputation/contract basis on terms and conditions to be decided by the University as per norms. However, such appointment on long term deputation/re-employment shall be only at the level of Professor and Associate Professor. The provisions of long term is as per MHRD letter no. F.No.8-9/2008-T.S.I., December 28, 2011.

It will be open to the University to consider, on its own, names of suitable candidates who might have not applied. Candidate shall not claim it as a right.

The prescribed qualifications and experience are minimum and the mere fact that a candidate possesses the same will not entitle him/her for being called for interview. The University reserves the right to restrict the candidates to be called for interview to a reasonable number on the basis of qualifications and experience higher than the minimum prescribed as decided by duly constituted Screening Committee/s and approved by the Competent Authority. Candidates having Postdoctoral experience, publications in refereed/reputed journals as first author, JRF/SRF experience may be given preference. Call letters for attending interview will be sent only to the short-listed candidates by Speed Post or Registered Post or Courier service. No correspondence will be made with applicants who were not short-listed/not called for interview.

a) Reservations for SC, ST, OBC and Persons with Disabilities candidates exist as per the Rosters being maintained by the University for various posts in accordance with the guidelines of the UGC. Candidates applying for the Reserved Posts should clearly state to which category they belong. They must also enclose a Certificate issued by Tahsildar/Mandal Revenue Officer/ Equivalent authority as proof to this effect, without which the applications will not be considered.
b) In case a candidate wants to claim benefits under the Persons with Disabilities category, the candidate’s relevant disability should be not less than 40 per cent. Proof, to this effect, must be enclosed with the application, without which the application will be treated as 'general (unreserved)'.
c) Candidate applying for the post(s) reserved for O.B.C., must submit an attested copy of caste certificate specifically mentioning Creamy Layer-exclusion in the format prescribed by Govt. of India, issued by competent authority, vide Column 3 of G.O.I. Deptt. of Personnel and Training O.M. No. 36012/22/93-Estt.(SCT) dated 8.9.1993 and modified vide DOPT's O.M. No. 36033/3/2004-Estt.(Res) dated 9.3.2004, subsequently revised vide O.M. No.36033/3/2004-Estt.(Res) dated 14.10.2008, without which applications will not be considered. The form of Caste Certificate must be in the format as prescribed by the Govt. of India; otherwise the application will be summarily rejected without further consideration.

The University reserves the right to relax any of the qualifications, experience, etc., in deserving cases in respect of any post. Candidates shall not claim it as a right.
8.
The number of vacancies of the posts indicated in this Employment Notification is tentative. The University reserves the right to fill any consequential vacancies, and /or to increase/decrease the number of posts and make appointments accordingly.
9.
Selection will be made on the basis of candidates’ previous record and their performance in the interview. The University may utilize seminar /colloquium/Lecture and/or any other mode as a supplementary method in selection process.

Candidates already in service submitting Advance Copy of their application may kindly note that if the original application through proper channel has not been received by the University by the last date

mentioned in the employment notification, the candidate/applicant will have to submit a 'NO OBJECTION CERTIFICATE' obtained from his/her employer to the University at the time of interview, if he/she is called for interview.

Experience and qualifications will be reckoned as on the preceding-day to the last date of submission of (not the date of publication of the employment notification). Good photocopies of all certificates must be attached to the application:

Those who have joined / are joining the University service on or after 1st January, 2004 are covered under new pension scheme introduced by the Government of India (Central Government).
For those appointed on deputation, payment of both leave salary and pension contribution at prescribed rate with reference to such higher pay drawn by these employees from time to time shall be made by the University.

The University also reserves the right to select candidates with higher qualifications than what is specified or to select candidates who have not applied for the posts or those with different specialization.

Probation period shall be of two years and during such period any kind of leave to join other institution or lien is not permissible and, therefore, no application of probationer/contract faculty for employment in other institution shall be forwarded.
15. FOR TEACHING POSITIONS :
(a) A relaxation of 5% may be provided at the graduate and Master's level for the SC/ST/Persons with Disabilities (Physical and Visual Disabilities) categories for the purpose of eligibility and for assessing good academic record during direct recruitment to teaching positions
(b) A relaxation of 5% may be provided, from 55% to 50% of the marks, to the PhD degree holders who have passed their master's degree prior to 19th Sept. 1991.
(c) B in the 7 point scale with letter grades O, A, B, C, D, E & F shall be regarded as equivalent of 55% wherever the grading system is followed.
(d) Under the term 'good academic record’ the candidate must have obtained on an average of 50% marks in each of the two public examinations/degrees immediately preceding the Master's degree.
All other relaxation and concessions as admissible by UGC, Govt. of India and amendments made from time to time shall be applicable.
16.
Canvassing or influencing in any form on behalf of any candidate will disqualify such candidate. University reserves the right to take appropriate action against uncalled for influence and threat.
17.
Read carefully teaching/research requirements of the relevant discipline and apply only if you have requisite qualifications and experience. However, those who do not meet the academic standards and requirements of CUB should not apply for the sake of applying.
18.
Candidates must write their e-mail neatly and correctly for mailing interview/appointment letter as attachment. The date e-mail is sent will be considered as the official date of dispatch and receipt of communication. Candidates not having an e-mail-ID must create an ID and check it regularly for further communication.
19.
The candidates selected for appointment are expected to join within 30 days.
