addressed envelopes 23 x 10 cms sent to the Secretary, Selection
Committee, Commissionerate of Indian Medicine and Homoeopathy,
Aringnar Anna Government Hospital of Indian Medicine campus,
Arumbakkam, Chennai 600 106 before the last date with a Demand
Draft for Rs. 2,000/- ( Rupees Two thousand only) which is non refundable
towards the cost of application form drawn in favour of the Director of Indian
Medicine and Homoeopathy, Chennai 106. Applications without the
Demand Draft will not be accepted. The name of the candidate and contact
phone number should be written on the reverse of the Demand Draft.
SC/SCA and ST candidates who are natives of Tamil Nadu are
exempted from payment of the cost of the Application Form. SC /SCA
/ST candidates should enclose the attested Xerox copies the
Community Certificate and BHMS / equivalent certificate along with the
filled in application form. Candidates should send the application with
all enclosures in an A4 size cloth lined cover.

PAYMENT OF COURSE FEE DEPOSIT :
The candidates who are selected at the time of counseling shall remit non
refundable sum of Rs.5,000/- ( Rupees Five Thousand only) by way of
Demand Draft in favour of the Director of Indian Medicine and
Homoeopathy, Chennai 106 on or after 25-05-2013 payable at Chennai
at the time of receipt of the allotment orders. After the receipt of the
joining report from the Principal of the respective college this amount will
be transferred to the college to get adjusted with the Tuition Fees to be
paid by the candidates. If the candidate fails to join the course after
getting allotment order within the stipulated time he/she will forfeit this
amount as well as seat allotted.

course will have to remit a non-refundable amount of Rs.500/- (Rupees

PROSPECTUS
I GENERAL INSTRUCTIONS
1 Before filling up of the application form, carefully read all the instructions
given in the prospectus and application
2 Fill the application carefully and legibly without overwriting.
3 All enclosures prescribed should be true photocopies, duly attested by
Group A or B Officer. The originals should be produced at the time of
Counselling and admission.
4 Completed applications should reach :

5 Application with incomplete or insufficient particulars or without enclosures or
those received after the last date mentioned will be summarily rejected. The
selection committee admits no responsibility for return of application forms.
6 Applications received by speed post/ courier or any other means after the
last date and time will not be accepted irrespective of the date of booking.
7 Non-service candidate should send their applications directly to the
Secretary, Selection Committee at the above address.
8 Service candidates should get their application forwarded only through the
Proper channel with the remarks of the forwarding authorities in the format
prescribed in the application form. If not, applications will be summarily
rejected.
9 Advance copies from the service candidates will not be accepted.
10 All pages in the application should be signed in full by the candidate.

11 An attested passport size photograph should be affixed in the front page of
the application form in the space provided. Please affix a recent photograph
to enable identification in the Examination hall and to avoid the
embarrassment of being sent out of the hall. Similarly, two recent passport
size photographs for the identification slips should be affixed in the spaces
provided. All photos on the application form should be identified.
12 If a candidate desires an immediate acknowledgement, should advise the
postal or courier service and pay the required fees themselves. Intimation
card confirming receipt of application with required particulars and date of
examination will be sent subsequently to candidates who are found to be
prima facie eligible. No other letter or hall ticket will be sent to candidates
and candidates should use their Application Registration Number
( A.R. Number) in all correspondence.
13 All communications to the candidates will be sent only to the mailing address
given by the candidate in the application. The selection committee will not be
held responsible for postal delays and wrong messages conveyed by the
postal department or courier service. Belated receipt of filled–in application
will be rejected summarily. No correspondence in this regard shall be
entertained.
14 Request for extension of time for submission of documents beyond the
prescribed date and time shall not be entertained.
15 Candidates selected for admission should give a declaration in the form
prescribed at the time of Counseling.
16 The candidate must write his/her Name , contact phone number and
Address on the reverse side of the demand draft.

17 Both upper limbs, vision and hearing should be normal for all candidates
including for candidates applying under physically disabled category.
18(a) SERVICE CANDIDATES
Candidates who had already acquired a post graduate M.D (Homoeopathy)
Degree in any one of the Homoeopathy disciplines may also apply for
another Homoeopathy discipline subject to the following conditions:
i. They will not be considered for a special case under the category of
service candidates but only as open category candidates.
ii. They will have to undergo the course at their own cost.
iii. Their absence will not be treated as on duty during the period of study.
iv. They will not be granted any study leave during the period of study.
v. They will not be paid any stipend or salaries during the period of study
18(b) NON SERVICE CANDIDATES
i. They shall not be paid any stipend during the period of study.
ii. They shall undergo the course at their own cost.
iii. If they secure the same marks as any other candidate, they will be
ranked last among candidates with the same marks irrespective of the
provision of Section IV below.
19 In case of unauthorized absence of candidates for one month or more the
candidate will be treated as having discontinued without notice on automatic
basis and the vacancy will be filled up from the waiting list depending on the
availability of time before the prescribed cut-off date. Candidates will have to
give a declaration to this effect at the time of counselling.
20 Those service candidates selected by TNPSC who have put in less than
two years of continuous regular service as on 31-03-2013 either in

Tamilnadu Medical Service or in Local bodies and organization are not
eligible to apply for post graduate M.D(Homoeopathy) course under the
category of service candidates.

23 II. ELIGIBILITY FOR ADMISSION - M.D. (HOMOEOPATHY)
(i) Candidates should be citizens of India and should have undergone
BHMS Course in the State of Tamil Nadu
(ii) Candidates of Tamil Nadu Nativity who have completed BHMS in other
States should furnish a Certificate of Nativity in Tamil Nadu issued by
the competent authority only in the specified format in Annexure and
supported by a copy of passport / Ration card / voter’s I.D/ Driving
License / Permanent Medical Registration Certificate. If the copy of the
Supporting document is not produced, then the application will not be
considered. Nativity Certificate submitted later will be summarily
rejected.
(iii)Candidate should possess the Degree of Bachelor of Homoeopathic
Medicine and Surgery or equivalent qualification in Homoeopathy
included in the Second Schedule to the Homoeopathy Central Council
Act, 1973 (59 of 1973)
(iv) Bachelor of Homoeopathic Medicine and Surgery (Graded Degree)
or equivalent qualification in Homoeopathy included in the Second

Schedule to the Homoeopathy Central Counci Act,1973(59 of 1973)
(v) Those candidates who are undergoing CRRI and will be completing
their CRRI Before the Entrance Examination should enclose a
certificate from Head of the Institutions in which they are undergoing
the CRRI that they will be completing the CRRI before the date of
Entrance examination, failing which their application will be rejected.
(vi) The candidates should have registered their names either in the Central
Council of Homoeopathy Medicine New Delhi (or) in the Tamil Nadu
Homoeopathy Medical Council, Chennai
24 Candidates should possess BHMS Degree of Tamil Nadu Dr.M.G.R. Medical
University or of any other University recognized as equivalent to Tamil Nadu
Dr.M.G.R. Medical University and recognized by the Central Council of
Homoeopathy. Candidates who have qualified from other universities should
produce ELIGIBILITY CERTIFICATE from Tamil Nadu Dr.M.G.R. Medical
University, Guindy, Chennai 600 032 at the time of counselling failing which
they will not be considered for selection.
25 III MODE OF SELECTION AND ADMISSION
ENTRANCE EXAMINATION
Admission to the course will be made on merit, based on the marks
obtained in the Entrance Examination to be conducted exclusively for
the course added to post- BHMS experience marks that will be
calculated as below:
For Written Entrance Examination : 90 marks

26 The Entrance Examination for admission to the Post Graduate M.D
(Homoeopathy) course will be conducted by the Directorate at Government

Siddha Medical College, Chennai 600 106. The admission to M.D
(Homoeopathy) course under Government quota will be made based on the
marks obtained in the entrance examination for the academic year 2013-
2014 as set out in the previous section.
27 The Entrance Examination will primarily assess the knowledge and maturity
of understanding of the candidate of all medical subjects- theory and clinical,
taught at the undergraduate level (BHMS) The questions will be of objective
multiple choice type for which four answer options A, B, C, D will be offered.
Only one of the options will be the nearest and correct answer and this alone
should be selected. The other three answers will be wrong. The correct
answer has been verified by a team of Doctors by referring to relevant texts.
Each correct answer will be awarded one mark if a question is not answered,
zero marks will be awarded. If more than one answer is indicated or any item
is marked very faintly or illegibly as seen during the machine scan of answer
sheets, the question will be deemed to have not been answered and zero
marks will be awarded. It is reiterated that all questions carry equal marks.
The total marks accorded will then be compounded to a maximum of 90
marks.
28 The question paper will have two hundred (200) objective-type questions
comprising ‘Section A’ containing a maximum of 100 ( one hundred)

self-contained objective-type questions based on the fifteen theory subjects
taught in the BHMS programme and ‘Section B’ containing about 100 (one
hundred ) questions based on a short passage (paragraph) which will be
given and 3 - 5 objective type questions set based on the paragraph. The
candidates should answer questions based on the material available
including photographs or diagrams if any, and directly analyzable or based on
its direct implications. The candidate should not assume any data that is not
contained in the passage or which is not directly derivable from the
information contained in the passage. The decision of the Selection
Committee on the content, implications and answer for each type of question
is final since much care has been exercised in the formulation of questions
and answers. All the 200 questions carry equal marks.
29 The Entrance Examination for MD(Homoeopathy) will be conducted on
25--05-2013 in one session of 3 hours duration at Government Siddha
Medical College, in the campus of Arignar Anna Govt. Hospital of Indian
Medicine, Chennai 600 106 . Candidates should be present and be seated
in their allotted places thirty minutes prior to the commencement of
examination in order to fill up all examination and identification procedures.
Therefore, the total duration of the examination including identification is
three and half hours (3 ½ hours).
30 Acknowledgement or Intimation card will be sent only to eligible candidates.
Admission to the entrance examination does not confer on the candidate the
right of admission to the course if found ineligible later.
31 Any one candidate who has not received the Intimation Card in time may
contact the Secretary, Selection Committee, Directorate of Indian Medicine

and Homoeopathy, Chennai 600 106 two days prior to the entrance
examination and verify the fact of their eligibility and Application Number for
the examination and attend the examination on this basis.
32 Candidates admitted for entrance examination will have to come to the
examination center on their own expense and make their own arrangement
for stay.
33 Candidates coming 30 minutes after the scheduled time for commencement
of the examination will not be permitted to appear for the examination. This
cut-off time coincides with the time at which all candidates are allowed to
open their question papers and commence answering questions.
34 No candidate shall be allowed to carry any textual materials printed or written
bits of paper, electronic and telecommunication devices with or without
remote sensing like pagers, cellular phones, Pen scanners or electronic diary
inside the Hall except the Intimation Card and Identification documents.
35 No candidate shall be allowed to leave the hall before the end of half an
hour after opening of question papers or one hour after commencement.
Candidates shall not leave their seats even for using the toilet without
permission. Repeated visits to the toilet cannot be permitted and unduly
long absences as judged by the Hall Superintendent or Inspection team are
not acceptable. Once a candidate leaves the Hall for any other reasons,
he/she will not be permitted to re-enter the hall.
36 Candidate shall maintain strict silence. Any misconduct found out by the
Hall Superintendent will result in the forfeiture of the right to continue the
examination. He/ she will not be considered for valuation. Further he/she

will not be allowed to apply for the PG course for two years to come. The
decision of the Hall Superintendent in this connection shall be final.
37 Answers should be shaded with blue or black pen (NOT GEL), in the OMR
sheets as per the instructions given in the OMR Sheet.
38 The question paper, Blank sheets (if any), OMR answer sheets, etc. are the
property of the Committee and no part or whole shall be retained by a
candidate under any circumstances. Any attempt to retain or take away
these materials by a candidate shall be construed as serious misconduct
and the candidate will be immediately disqualified and his paper will be
seized and / or not valued.
39 Candidate should bring proof of identity bearing his/her photograph to the
examination hall. Such proof could be one of Passport, Driving License,
Ration Card with candidate’s photo, Service Identity Card or Voter’s Identity
card only.
40 The Hall Superintendent will verify the identity of the examinee with
reference to his/her photograph affixed on the Identification Slip
portion of application forms and with reference to an acceptable
identification documents produced by the examinee. Failure to
support proof of identities by non-production of identity proof or if the
photo does not resemble examinee will result in the expulsion of the
examinee from the examination hall. The candidate will also be
required to sign in full various forms as part of the identification
process. Failure to follow instructions will result in expulsion of the
candidate.
41 Hall Tickets will not be sent. A letter of acknowledgement (Intimation
Card) will be sent to candidates who have been admitted to the
Entrance Examination after basic scrutiny. In case of non-receipt of

this letter, a candidate may enquire from the office on the result of
scrutiny of his/her application, application number, etc
42 Admission to the Entrance Examination does not confer upon the candidate
any right for admission to the course.
43 There will be no rechecking, revaluation or recount of answer sheets. The
Selection Committee's decision on this matter is final.
44 IV. COUNSELLING:-
(i) Personal appearance in counselling along with all original certificates
Is compulsory for all eligible candidates applying for admission to the
Post Graduate courses to verify identity with reference to Application. The
Counseling date will be announced through media (Leading newspapers),
and also in website. Candidates who are absent at the time of Counselling
will not be considered for selection and no protest will be admitted.
(ii) Candidates securing less than 40% of total marks in case of OC, BC,
And MBC/DC communities and below 35% of total marks, in the case
of SC/SCA/ST communities shall not be considered for Counselling.
For Service candidates, the minimum eligibility marks for admission
to counselling will be 35% for all communities.
(iii) In case more than one candidate has secured the same number of marks
the tie shall be resolved on the basis of the following factors in the order of
priority.
i) Marks obtained in the Entrance Examination
ii) Percentage of marks obtained in the Final year examination
(Theory, Oral and Clinical marks).
iii) Least number of attempts in passing the final BHMS year
examination.
iv) Senior in Age will be preferred.

45 The number of seats may be changed without notice. However, the
exact distribution of seats will be displayed on the notice board at the
Commissionerate of Indian Medicine and Homoeopathy before the
commencement of Counselling.
46 One (1) mark for each completed year after the completion of CRRI shall be
awarded as marks for experience for both Service/ Non-Service candidates
to a maximum of TEN marks as on 31-3-2013. TWO marks will be awarded
to each completed year of Government Service in hilly areas and it will be
awarded to a maximum of TEN marks. Altogether the total marks awarded for
experience/service will be restricted to TEN marks to all candidates
including from hilly areas. Fractional values of a year will not be counted for
awarding marks for experience and experience in hilly regions.
47 Allotment of Branches will be made at the time of Counselling to be
Conducted by the Selection Committee at the campus of the
Commissionerate of Indian Medicine and Homoeopathy in Chennai
according based on marks obtained by the candidate in the
Entrance Examination and Service marks taken together.
Branch and college once opted and allotted to the candidates at the time
of counseling cannot be changed subsequently under any circumstances.
48 Candidates who are selected at the time of counselling shall make a fee
Deposit of a sum of Rs.5,000/- (Rupees Five thousand only) by way of
Demand Draft drawn in favour of the Director of Indian Medicine and
Homoeopathy, Chennai 600 106 payable at Chennai, immediately to the
Committee and will thereupon be issued a formal allotment order. No
allotment order will be issued if payment is not made immediately and the
seat will be allotted to the next meritorious candidate. After receipt of the
joining report from the Principal of the respective colleges, this amount will be
transmitted to the college concerned to be adjusted the tuition fees to be paid
by the candidate. If the candidate fails to join the course within the stipulated

time/day after getting allotment order he/she shall forfeit this amount and any
other payments done by him/her and also lose right to join the current
session of the M.D(Homoeopathy) Programme. The candidates selected for
M.D(Homoeopathy) course will have to remit a non refundable amount of
Rs.500/- (Rupees Five hundred only) by means of Demand Draft drawn in
favor of the “Director of Indian Medicine and Homoeopathy,Chennai 106” as
processing fee for allotment of seats for counselling.
49 The Post Graduate Degree M.D(Homoeopathy)course admissions for
2013-2014 session will close on the cut off date of admission prescribed by
the Tamil Nadu Dr.M.G.R. Medical University for the academic year 2013
- 2014.
50 Candidates who have joined Post-Graduate Degree M.D (Homoeopathy)
Course in any discipline and have discontinued the course on any grounds
within six months shall be eligible to apply only after a period of two years
from the date of discontinuance of the course if their discontinuance has
resulted in a seat being wasted, if such candidate’s discontinuance does not
result in a seat being wasted, he/she can apply for the next selection for
which he/she is eligible. The Selection Committee's decision in this regard
shall be final.
51 Roaster method of rule of reservation will be followed if the seats are more
than one and less than eight in each branch as per G.O.Ms.No. 241 dt: 29-
10-2007 of P&AR(K) Dept. This is subject to the final verdict of the Supreme
Court of India in SLP 14014-15/09 filed by the Government against the
orders passed by the Bench of the High Court of Madras dt: 12-05-2009 in
W.A.No. 763 and 764 of 2007 and W.P. No. 7067 of 2009.

52 VII. DEFINITION OF SERVICE CANDIDATES & NON-SERVICE
CANDIDATES
SERVICE CANDIDATES
The following categories of Homoeopathy Medical Graduates only will be
treated as Service candidates and considered for selection against 50% of
seats allotted exclusively for service candidates.
Regularly appointed Service candidates who have put in minimum of
TWO years satisfactory and continuous service as on 31.3.2012 either in
Tamil Nadu Medical Service or local bodies and organizations. Candidates
above 50 years as on 31-3-2013 are not eligible to apply.
The candidate should be a citizen of India and should have under
gone BHMS Course in the State of Tamilnadu.
a) Homoeopathy Medical Graduates who have been selected by the Tamil
Nadu Public Service Commission and appointed in the Tamilnadu Medical
Service on regular basis, who have put in minimum of 2 years continuous
service as on 31.3.2013.
b) Homoeopathy Medical Graduates who are approved Probationers
and who are working.
i) Medical Officers working (continuously for two years) Local Bodies in
Tamil Nadu. A doctor absorbed from the Panchayat Union into
Government Service as per G.O.Ms.No. 435 / H&/FW / IMI-2 Dept.
dated: 23-11-2000 will be considered as Service Candidates provided
that they should have completed 2 years of service.
ii) In Government of India Institutions in the State
iii) In Public Sector Undertaking and organizations under the Control of
Government of India in Tamil Nadu.
iv) An undertaking and organization of Government of Tamil Nadu.
The candidates mentioned in (a) and (b) above should give an undertaking

to the concerned authorities that they will serve for 5 years in the respective
institutions after the completion of course. They should produce a
certificate from the concerned authority to show that they have given such
an undertaking.
53 NON-SERVICE CANDIDATES
The following categories of Homoeopathy Medical Graduates will be treated
as Non-Service candidates.
i) All Homoeopathy Medical Graduates who have not been selected
by the Tamilnadu Public Service Commission and appointed purely
under Temporary basis under 10 (a) (i) in the Tamilnadu Medical
Service.
ii) All others who have put in less than two years of service or who
are probationers in Central Government, Public Sector
undertaking, C.G.H.S., Local bodies and municipalities in
Tamilnadu and Tamil Nadu Government undertakings and
organizations.
iii. Private Practitioners.
54. VIII. ANNUAL FEE PAYABLE - M.D(HOMOEOPATHY)
Rs.50,000/- (Rupees Fifty thousand only) as fixed in Proceedings
No. CFF/ para-Medical Courses / 5148/2012 dt: 8-8-2012 by the
Committee on Fixation of fees appointed by the Government of
Tamil Nadu .
Students of SC/SCA/ST community whose
parents/guardians annual income is less than Rs.2,00,000/-
(Rupees Two lakhs only) are exempted from payment of all
compulsory, Non refundable fees (Enrollment/Registgration,
Tuition , Games, Union, Library, Magazine, Medical
Examination and such other fee compulsorily payable byw
the scholar to the lnstituion or University/ Board) and also
exempted from all compulsory Non refundable fees fixed by
the : Fee Committee: . The fees so exempted shall be claimed
by the respective institutions under the scholarship
programme of the Government of India (As per G.O.Ms.No.

55. a Service candidates taking allotment in Self-financing colleges will
not be paid salary and they have to avail leave to which they are
eligible for the Period of study on their own after obtaining prior
permission from their Head of Directorate concerned.
b. Stipend/ Fee structure / Bond amount / any other conditions will be
as per the Institution admitted into.
c. The seat matrix for self- financing Institution will be displayed
during counselling
56. IX. PROCEDURE FOR FILLING THE APPLICATION
Candidate should send the application in the prescribed form sent along with
prospectus which should be filled up in his/her own hand writing.

64. Eligibility Certificate from Tamilnadu Dr.M.G R. Medical University for

65. The candidates who join post Graduate Degree course should not indulge
in any kind of agitation/ strike/ ragging activity inside/outside the college
campus during the course of study. Candidates found to take part in any

66. The Selection of candidates for admission to M.D.(Homoeopathy ) course
Shall be done on the basis of the marks obtained in the Entrance
Examination of 200 Marks scaled down to a total of 100 marks added to
experience marks obtained by the candidates as detailed below:
For Entrance Examination : 90 Marks
For post – BHMS Experience : 10 Marks
Total 100 marks
67. One mark for each completed year after the completion of CRRI shall be
Awarded as Experience mark for both service and non-service candidates
to maximum of ten as on 31-3-2011 (e.g. If a candidate scores 50 marks in
Entrance Examination and has Completed two years experience on
31-3-2013 after CRRI, the total aggregate Marks will be 50 + 2 = 52)
68. The Entrance Examination will be conducted on 25-05-2013 in one session

of 3½ hours duration from 9.30 AM to 1.00 P.M including half an hour
Registration time at the Government Siddha Medical College, Chennai

69 The Entrance Examination will be at the Undergraduate level and will test
Clinical knowledge covering all subjects taught and will contain 200
Objective Type questions with four responses (ABCD)
70 Each correct answer will be awarded one mark. If a question is not
answered, zero marks will be awarded. If more than one answer is
indicated, and if any item is marked very faint or illegibly as seen during
the machine scan of answer sheets, the question will be deemed to
have not been answered and zero marks will be awarded. It is reiterated
that all questions carry equal marks. The total marks accorded will then
be compounded to a maximum of 90 marks.
