Preamble: Genesis of the Programme
Taking note of steep decline in research environment in Indian Universities and stagnation of faculty and infrastructure, the Government of India, through the University Grants Commission, has decided to launch a new Programme called "UGC-Faculty Recharge Programme" to redress this situation. This is a pressing requirement since majority of our Universities, especially State Universities, have not recruited faculty on a significant scale for a long time and are in danger of losing more than a generation of researchers.
Lack of availability of faculty positions, besides other endemic problems associated with hiring of faculty, are often cited as causative factors of this state of affairs. The recent creation of new eight Indian Institutes of Technology, five Indian Institutes of Science Education and Research and sixteen Central Universities is anticipated to further aggravate this problem.
The Faculty Recharge Initiative offers an effective mechanism to address this problem and should provide a unique opportunity to the Universities aspiring to upgrade and rejuvenate faculty resources in their science - and engineering related departments. Under the Programme, fresh talent, at all levels of academic hierarchy, is to be inducted in selected departments / centers through a nationally-conducted competitive process and the inductees are to be placed as Assistant Professors, Associate Professors and Professors.
To impart distinct identity to these specially selected faculties, a prefix 'UGC' has been added to each of these categories. And, the faculties will be designated as UGC-Assistant Professors, UGC-Associate Professors and UGC-Professors, respectively. It is intended to ensure that individuals with exceptional creativity, zeal and commitment to research and teaching will be selected through this Programme. The positions will be tenable at Universities eligible to receive developmental funds under UGC.
Process
- To select a faculty, the Faculty Recharge Initiative requires that the positions be advertised nationally (institutional websites, prominent national dailies) and internationally (Science, Nature, etc.) through a 'rolling advertisement' to reach out to draw the very best available talent on a regular basis. The scheme is open to first timers as well as to those already in service and wishing to relocate.
- Initially, 200 faculty positions are available (2:2:1 at the level of Assistant Professor, Associate Professor, Professor, respectively). The intent is to induct up to 1000 faculty during the next few years. The UGC-faculty will receive emoluments at par with those of the Central University faculty.
- Eligibility for various ranks will be as per the UGC qualifications. However, considering the special nature of the Programme and the Positions, the Desirable Qualifications, in respect of all ranks, will be the important determinant of selection. Depending on individual accomplishments and professional standing, the selection committees will decide at what level a particular candidate could be fitted in.
- For SC, ST and other special category candidates, the reservation policy of the Govt. of India shall be followed.
- The new faculty positions carry a start-up grant and provision for project-based funding. And, each candidate is required to submit a research project, briefly outlining its main thrust, novel features and expected research output.
- Initial tenure of appointment will be 5 years, and, following a peer review, this may be terminated, extended or elevated to the next higher level. Subsequent evaluations will also follow a five year cycle but the 'Faculty Recharge' positions can, in principle, be carried through to superannuation (at 65 years). There is provision for mid-term appraisal during each of the five year tenures.
- Concurrently, Vice Chancellors of Universities, who are interested in inducting fresh talent through the 'Faculty Recharge' Initiative, will be required by the UGC to execute a binding agreement (MoU prescribed by the UGC) to the effect that the host University will provide research facilities, opportunities for teaching (6 to 8 hrs per week) and research guidance (Ph.D.) as per UGC norms, and other facilities such as residential accommodation, etc. to the new inductees, at par with those available to the faculty of their own University.
Application Protocol
PLEASE READ CAREFULLY THE FOLLOWING BEFORE PROCEEDING TO FILL IN THE APPLICATION FORM:
- An online request from prospective candidates for Login ID and Password, for access to Application Form, shall be acknowledged through automatic response.
- The accessed Application Form will be available online for 10 days for inclusion of all desired information.
- In the event of disappearance of the Application Form due to 10 days’ requirement, a fresh request needs to be made for obtention of a new Login ID and Password.
- For better management and simplicity, the Application Form is made out into 8 segments (i) Personal Details, (ii) References, (iiii) Academic Record, (iv) Career Profile, Research Guidance and Major Research Projects (v) Publications (Five Best Research Papers), (vi) Publications contd. (Total no. of Publications), (vii) Academic Vists Abroad; Professional Recognition, (viii) Work Summary; Research Programme; Plan of Teaching. Here, a dynamic time indicator on the web page has been placed to specify 30 minutes period for expiry of a session on each of the 8 segments; each segment is provided with Cut and Paste facility.
- In order to save ‘information’ in a particular segment, please hit ‘Save & Continue’ button.
- The applicants are required to attach their photograph in JPG(JPEG) / GIF format to the Form, which should be restricted to 100 to 200kb.
- The Fifth and Sixth segments of the Application Form relating to Publications, Reprints etc., include Annexures (.pdf file) which are required to be in a particular Format ( Please click here to view the Publication Model Format)
- Candidates, not successful in the first attempt, are eligible to apply again after a period of one year as computed from the cut-off date for processing of the earlier application.
- All given instructions in regard to incorporation of required information in the Application Form must be meticulously observed.
- Updates on submitted application shall not be entertained. However, The updated material can be submitted at the time of interview.
DETAILED PROCEDURE FOR SUBMISSION OF APPLICATION FORM
All applications in prescribed format shall be required to be submitted online with annexures (files), where indicated, in PDF format (no fax or hard copy). Intending candidates shall receive a login ID and Password on entering some basic information (as answers to questions included in Registration Form for login ID and Password) to be able to have access to the Application Form:

STEP 2
Click on the link "HOW TO APPLY", to know about the procedure, then click on the link "REGISTER" to access the "Registration Form" (Please answer all questions without omitting anyone).
Then press button "Submit". At this, you will receive an email containing a unique login ID and Password.
STEP 3
Click on the link "HOME" where the login form is present. Fill in your login ID and Password and press the button "Login".
STEP 4
Upon successful login, you will be taken to the full advertisement page; scroll down to see the openings enlisted discipline-wise.
STEP 5
Press the “view positions” button of the discipline in which you want to apply. At this, you will see three positions for that particular discipline i.e Professor; Associate professor; Assistant professor. Press the “apply now button” relating to the position for which you want to apply.
STEP 6
On pressing the “apply now button”, you will be taken to the first page of the Application Form.
STEP 7
Fill in the Form directly on the site, attach necessary documents (Under Publications: Reprints of five Best Research Papers; Under Publications Contd.: Total no. of Publications) and press button "Save & Continue" to save information entered in each of the 8 segments. To submit the completed Application Form , press the button "Submit and Close" located in the Preview page.

Cut-off Dates for Processing of Applications and Cut-off Age Criterion
The applications, which will be received throughout the year, will have, for processing, four cut-off dates as on 31 March, 30 June, 30 September and 31 December of a year. The cut-off age of candidates for faculty positions under FRP shall be 55 years as on the respective cut-off date of applications.SELECTION PROCEDURE
Selection shall be made through a two stage process delineated below:
- Screening and short-listing of candidates will be done by a Screening Committee, based on advertised criteria including Desirable Qualifications for positions at all three levels. The Screening Committee for the purpose shall have at least three specialists from each discipline.Subsequently, assessment of the shortlisted candidates would be sought from five referees.
- The selection will be through personal appearance (video-conference for overseas candidates, necessary for all) before an apex level Committee.The candidates shortlisted for interview shall be required to submit a hard copy of the signed Application Form along with annexures including copies of attested certificates / degrees, on receipt of a communication from the Office of the National Coordinator, UGC-Faculty Recharge Programme, prior to interview.
CONSTITUTION OF SELECTION COMMITTEES
Following shall be the constitution of apex panels for selection of Faculty at three levels (Professor, Associate Professor, Assistant Professor):
- Four subject experts representing major specialisation/s within broad disciplines (to be drawn from the approved Panel); at least 3 subject experts would be required to be present at the meeting.
- An academic representing SC/ST categories if there is such an applicant and if none of the above subject experts belongs to that category.

Convenor- Chairman.*
RECOMMENDATIONS:
The recommendations of the Selection Committee shall be placed before the Empowered Committee, and the Commission.

ANNOUNCING EXCEPTIONAL OPPORTUNITIES FOR FACULTY POSITIONS IN INDIAN UNIVERSITIES
University Grants Commission of India invites applications from outstanding highly motivated individuals, with demonstrated flair for research and teaching, for positions of Assistant Professor, Associate Professor and Professor in areas of basic sciences, i.e. Physics, Mathematics, Chemistry, Biology, and Engineering- and Earth Sciences. These positions have been created as part of a new Initiative designed to augment faculty resources in Indian Universities. The intent is to induct exceptional candidates with notable record of research in interdisciplinary / frontier areas of science, who will spearhead internationally competitive research programmes along with their teaching responsibilities.
Initial appointments at each level shall be for a period of 5 years, extendible through peer evaluation by successive 5-year terms. There is provision for elevation to next higher rank following end-of-term or mid-term appraisal of those occupying the position of Assistant / Associate Professor. The positions are tenable till the age of superannuation (presently at 65 years ).
The University Grants Commission will synergize and coordinate with Institutions under its umbrella for appropriate placement of successful candidates. The UGC-faculty will receive emoluments at par with those of the Central University appointees. In addition, facilities (such as residential accommodation, etc.), commensurate with those available to faculty of the host Institution, may be extended to them. Also, they will be entitled to competitive start-up grant for research.
QUALIFICATIONS FOR ADVERTISED POSITIONS (EXCEPT IN ENGINEERING SCIENCES)
1. PROFESSOR
Essential qualifications:
(i) An eminent scholar with Ph.D. degree in concerned discipline with a minimum of 10 years experience of teaching in a University / College and / or research experience at University / National level Institution / Industrial Establishment, including guidance of research at doctoral level.
(ii) Should be actively engaged in research and have published work of high quality with a minimum of 10 publications as books and / or research papers.
(iii) Contribution to educational innovation such as design of new curricula and courses, and technology-mediated teaching process.
OR
An outstanding scholar with established reputation in the relevant field, who has made significant contribution to knowledge.
Desirable qualifications:
(i) Evidence of national / international visibility and of independent guidance of research at doctoral / post-doctoral level.
(ii) Sustained record of high quality research publications.
2. ASSOCIATE PROFESSOR
Essential qualifications:
(i) Good academic record with Ph.D. degree in concerned discipline; 55% marks or equivalent grade on a point scale, wherever grading system is followed, at the Master’s level.
(ii) A minimum of eight years experience of teaching and/or research in a position equivalent to that of Assistant Professor in a University / College, or Accredited Research Institution / Industry, excluding the period of research for Ph.D. degree; should have guided research at doctoral level and have a minimum of 5 publications as books and / or research papers.
(iii) Contribution to educational innovation such as design of new curricula and courses, and technology-mediated teaching process.
Desirable qualifications:
Evidence of independent guidance of research at doctoral level and / or independent research publications.
3. ASSISTANT PROFESSOR
Essential qualifications:
(i) Good academic record with at least 55% marks or equivalent grade, on a point scale, in Master’s degree from an Indian University, or an equivalent degree from an accredited foreign university.
(ii) Should have cleared National Eligibility Test (NET) conducted by the UGC / CSIR or similar test accredited by the UGC like SLET / SET. Candidates with Ph.D. degree (awarded in accordance with the UGC norms 2009) are exempted from the requirement of NET/SLET/SET.
Desirable qualifications:
Ph.D. degree in concerned discipline with at least one-to-two years post-doctoral research experience, and good record of research publications.
QUALIFICATIONS FOR ADVERTISED POSITIONS IN ENGINEERING SCIENCES
1. PROFESSOR
Essential qualifications:
(i) Ph.D. degree with First Class at Master’s or Bachelor’s degree level in appropriate branch of Engineering Science, with 10 years experience of teaching and research and / or of industry in a reputed organization, of which at least 5 years should be at the level of Reader or equivalent position.
OR
For candidates from Industry / Profession only
(i) First class Master’s degree with significant professional work equivalent to a Ph.D. degree in appropriate branch of Engineering Science (equivalence to be determined by a 3-member Committee of experts) and industrial / professional experience of 10 years, of which at least 5 years should be at the level of Reader.
Desirable qualifications:
(i) Experience of guidance of research (project work; PG dissertations) and supervision of R & D projects; should have publications as research papers / books / technical reports or have filed / obtained patents.
(ii) Evidence of leadership in planning / organization of professional / industrial activities, and of potential to undertake / lead sponsored R & D, consultancy and related activities.

2. ASSOCIATE PROFESSOR
Essential qualifications:

(i) First class Master’s degree with significant professional work equivalent to Ph.D. degree in appropriate branch of Engineering science (equivalence to be determined by a 3-member Committee of experts) and industrial / professional experience of 8 years in a position equivalent to that of Lecturer.
