Applications are invited for the following two (2) posts:
This new permanent institute of ICMR has been commenced with the main
objective of developing a national research data-base on cancer, diabetes, CVD
and stroke through recent advances in electronic information technology with a
national collaborative network, so as to undertake aetiological, epidemiological,
clinical and control research in these areas. The creation of this new centre is
against the background of the work done under the National Cancer Registry
Programme (NCRP) and the specific research activities that have gone into it since
the commencement of the programme in 1982. The entire activity of the NCRP
and the projects under it has been directed, monitored and executed by the
Coordinating Unit of the NCRP located at Bangalore. This coordinating unit itself
which is now located in a new ICMR premises will become the fulcrum of the
NCDIR.
Over the years, the cancer registries have provided valuable internationally
accepted scientific data on the incidence and patterns of cancer in these registry
areas. This has helped to estimate the magnitude of the problem, identify priorities
in cancer control, highlighted country and area specific topics for research and
pointed out critical questions in clinical patient care in Indian settings. The cancer
atlas project that was carried out under this programme while bringing into sharp
focus the entirely different magnitude and pattern of cancer in the North East gave
insights into the power and potential of the tool of Electronic Information
Technology. The same principles that have gone into establishing the cancer
research database will be helpful for setting research databases in Diabetes,
Cardiovascular Diseases and Stroke. However, all processes require in-depth
analysis in the context of needs versus available tools with scope for easy change.
Information Technology that includes electronic capture of data, verification
analysis and on line reporting involves extensive development of software
application programmes and networking. This activity would constitute a major
portion of the work to be undertaken by the new centre. Further information of the

(1) Scientist-D (Programmer) (1 Post – UR) - in the Pay Band-3 of Rs. 15600-39100 +
Grade Pay of Rs. 7600:
Essential qualifications: (i)B.E./B.Tech or equivalent Degree in Electronics/ Computer
Science/ Information Technology/ Information Science from a recognized University OR 1st
Class Master’s Degree in Electronics/ Computer Science/ Information Technology/ Information
Science/ MCA & M.Phil or equivalent degree from a recognized University OR possessing
DOEACC ‘B’ level certificate. OR 2nd Class Master’s Degree in the above mentioned subjects +
Ph.D. degree in relevant subject from a recognized University. (ii)Eight years R &D/teaching
experience (specially in disease informatics) including exposure to programming or project
management in Electronics/ Computer Science/ Information Technology/ Information Science
after obtaining essential qualification (i) out of which at least 2 years is in a managerial/
supervising/ directing capacity to handle R&D projects in a team effectively in a directing
capacity after obtaining essential qualification (i).
Desirable qualifications: (i) M.Tech Degree in related science or engineering subject or Ph.D.
in the Electronics/ Computer Science/ Information Technology/ Information Science from a
recognized University for candidates with first class relevant degree. (ii) Additional Post
doctoral research /teaching experience in system administration and hardware & networking
subjects in recognized institute(s); (iii) Skills in disease database management such as Data
Capture, Data Mining, Data warehousing and standardizing of archival data. Experience in
handling huge and multiple database. (iv)Knowledge of Computer Applications (SQL Server,
ASP.NET Programming, VB.NET) with knowledge of Crystal Reports, data processing,
compilation etc. Specific use of software packages relating to Cancer Registries will be an added
advantage.
Job requirements: To set Project goals, planning, scheduling and designing as part of software
development life cycle. The incumbent will lead the software development team in developing
software application programmes for data capture, checking, processing, analysis and reporting.
Understanding and analyzing requirements and translating them into Software Requirement
Specification would be a major task. Trouble shooting, monitoring and overall responsibility for
software development activity and data base management will rest with this person. Training
and guiding the junior software programmers and coordinating with the centres from where data
is being received would be an additional activity. He/she will have to assist the Director and
other senior scientists to strategically plan the major software outputs on different aspects of
Cancer, CVD, Diabetes and Stroke towards conducting research in these areas. 3
(2) Scientist-C (Programmer) (1 Post – UR) - in the Pay Band-3 of Rs. 15600-39100 +
Grade Pay of Rs. 6600:
Essential qualifications: (i) B.E./B.Tech or equivalent degree from a recognized University in
Electronics/ Computer Science/ Information Technology/ Information Science OR possessing
DOEACC ‘B’ level certificate with 2 years experience. OR First Class Master’s or equivalent
Degree in Electronics/ Computer Science/ Information Technology/ Information Science/ MCA
& M.Phil from a recognized University. OR 2nd Class Master’s or equivalent Degree in above
mentioned subjects + Ph.D. Degree in relevant subject from a recognized University. (ii) Four
years R &D/ teaching experience in Electronics/ Computer Science/ Information Technology/
Information Science/ Computer Application after obtaining essential qualification (i).
Desirable qualifications: (i) Doctorate or M.Tech Degree in Electronics/ Computer Science/
Information Technology/ Information Science/ Computer Application from a recognized
university for candidates with first class relevant degree. (ii) Additional Post doctoral research
/teaching experience in the relevant subjects in recognized institute(s); (iii) Knowledge of
Computer Applications.
Job requirements: To assist the senior software programmer, in all aspects of software
development. This includes setting project goals, planning, scheduling and designing as part of
software development life cycle etc. To assist leading the software development team in
developing software application programmes for data capture, checking, processing, analysis
and reporting. Managing all centres data for different years, maintaining the same with periodic
backups, data base capacity planning, tuning and performance monitoring will be some of the
major responsibilities. The incumbent will train and guide the junior software programmers in
accomplishing the assigned tasks. He/she will have to assist the Director and other senior
scientists to strategically plan the major software outputs on different aspects of Cancer, CVD,
Diabetes and Stroke towards conducting research in these areas.
Age limit: Not exceeding 45 years for Scientist – D and 40 years for Scientist – C. Relaxable up
to 5 years for Government servants and SC/ST/OBC candidates in accordance with the
instructions issued by the Department of Personnel and Training from time to time in this
regard. However, the prescribed age may be relaxed in exceptional cases for experienced and
qualified candidates. One time age relaxation is also allowed to Scientific and Technical staff
working in long term projects in ICMR Institutes/Centres for posts advertised under HRSC,
2007 provided they meet essential qualifications and experience for the post with a view to
provide them opportunity to compete with other candidates as per Council’s letter No. 6/1/2007-
Admn.II dated 28.3.2011. 4
General Relaxation Clause: Age, Qualification and experience will be relaxable in deserving
cases as mentioned in the Recruitment Rules of Health Research Scientists cadre of ICMR,
2007. Allowance as per Central Government Rules are admissible on the above pay scale.
Benefits of new restructured defined contributory Pension system are admissible as per
provision contained in the Ministry of Finance, Department of Economic Affairs (ECB & PR
Division), Notification No. 5/7/2003-ECB & PR dated 22-12-2003 effective from 1-1-2004.
Candidates called for interview for the post of Scientist – D will be paid Ist class rail fare and
candidates called for interview for the post of Scientist – C will be paid IInd class rail fare by the
shortest route on production of documents.
Applications from employees working in Central / State Govt. Departments / Public Sector
Undertakings and Govt. funded research agencies must be forwarded through proper channel.
Advance copies of application will be considered subject to the conditions that a “No Objection
Certificate” from the employer is produced at the time of personal discussion. Application
received after the closing date will not be considered. Candidates called for personal
discussion/interview have the option to answer in Hindi also.

submitted ONLINE through www.ncdirindia.org. The printed copy of the filled online
application duly signed by the applicant should be submitted along with attested copies of the
certificates (duly signed by Gazetted Officer) in support of date of birth, educational
qualification, experience, recent pass photo size etc. and a crossed Indian Postal Order (IPO) for
Rs. 100/- (Rupees one hundred only) payable to the Director-in-Charge, NCDIR, Bangalore on
the above mentioned address and should reach the centre on or before the closing date. The
envelope containing applications should be superscribed Application for the post of “….”.The
SC/ST and physically handicapped (PH) and women candidates are exempted from the
application fee payable in form of IPO. IPOs are payable by all other candidates including
ICMR employees. Incomplete /late applications or application without postal orders will not be
entertained. Application received after the closing date for whatever reason is liable to be
rejected. Application with evidence for proof of age (HSC certificate), educational qualifications
and supporting documents of experiences to be furnished for consideration. Unsigned /
incomplete application or application without supportive evidence asked for / without postal
order application received late shall be summarily rejected.
NOTE: 1) Ph.D. degree in subjects relevant to Indian Council of Medical Research shall be
treated equivalent to three years experience 2) Candidates with Ph.D. or M.Tech degree will be
preferred for direct recruitment. 3) If no suitable candidate is found at Scientist-D level or
Scientist-C level, the post can be filled up at one level below i.e. Scientist-C or Scientist-B level
respectively. 4) Since it is not possible to call all the eligible candidates for the interview
/personal discussion, the applicants will be shortlisted for this purpose. The decision of the
Director General, ICMR will be final in this regard. Any canvassing by or on behalf of the
candidates or to bring political or other outside influence with regard to selection / recruitment
shall be disqualification. These posts are with all India transfer liability under the Council.
