The Bay of Bengal Initiative for Multi-Sectoral Technical and Economic
Cooperation (BIMSTEC) is an important regional group for technical and
economic Cooperation. The Member Countries of BIMSTEC are
Bangladesh, Bhutan, India, Myanmar, Nepal, Sri Lanka and Thailand.
BIMSTEC Centre for Weather and Climate is being established at the
National Centre for Medium Range Weather Forecasting (NCMRWF), a
Subordinate office under the Ministry of Earth Sciences, Government of
India. The main objectives of the BIMSTEC Centre are to develop
improved weather and climate products for societal application; capacity
building in the field of weather and climate; promote and encourage
cooperation between BIMSTEC member countries in identified areas of
weather prediction and climate modeling and enhancement of observing
capability in the BIMSTEC region; among others.

The BIMSTEC Centre for Weather and Climate at NCMRWF is looking for
following Project Scientist “C” (Three posts) for engagement on contract
basis till March 2017, subject to satisfactory progress of work to be
reviewed at the end of each financial year. All the positions are for the
Indian nationals only.

Candidates fulfilling the eligibility conditions are invited to
attend a walk-in-interview at the Ministry of Earth sciences, “Prithvi
Bhavan”, IMD Campus, Opposite India Habitat Centre, Lodi Road,
New Delhi – 110003, on Tuesday, the 28 November 2013 (from 09 AM
onwards).
The details are given below

2. Eligibility Criteria: Project Scientist “C”

Essential:

Master’s Degree or equivalent in Meteorology / Oceanography /
Atmospheric Science / Physics/ Geophysics (with specialization in
Meteorology) / Mathematics / Applied Mathematics/ Statistics from a
recognized university with at least first class (60%) at Post Graduation
level.
AND
Three years experience in the field of Atmospheric Science/ Meteorology
and familiarity with UNIX and Fortran.

OR

M.Tech degree in the relevant field as per (i) above and two years
research experience in the relevant field with familiarity in UNIX and
Fortran.

OR

Ph.D in the relevant field as per (i) above with familiarity in UNIX and
Fortran.

Desirable: Work experience in numerical modeling of the atmosphere,
Probabilistic Weather Prediction, Regional Climate Modeling, Statistical/
Dynamical downscaling.


3. Age Limit (as on closing date): Age on the date of Walk-in-Interview
should not exceed 35 years for Scientist ”C”. Age relaxation to
SC/ST/OBC candidates shall be as per GOI norms.

4. Reservation: As per GOI norms. However being a contract position, if
such candidates are not available, the same will be treated as unreserved.

6. Note:

i. The date of walk-in-interview is the cut-off date for all purposes..
ii. A completed Doctorate degree and M. Tech degree will be counted
as three years and one years experience respectively.
iii. The selected candidates shall have no claim either implicit or
explicit, for their absorption or regularization in BIMSTEC Centre for
Weather and Climate or NCMRWF.
iv. Duly filled in form in the prescribed format given below should be
submitted at the time of interview.
v. Copies of certificates in support of educational qualifications, date
of birth, and experience should be attached with the application vi. Applicants are required to bring original certificates/documents for
verification at the time of interview.
vii. No TA/DA will be paid to the candidates attending the interview.
viii. Candidates will have to register for the interview between 09.00 AM
and 10.00 AM. Interviews will start at 10.00 AM. Candidates who
have not registered before 10.00 AM will not be allowed to attend
the interview.

Description of Posts:-

Post No. (1) : - Scientist-E (Medical) (No. of post - one)

 Pay Band & allowances: PB-4 Rs. 37400- 67000 + Rs.8700 (Grade Pay) + Non
 Practicing Allowance and other allowances as admissible under the rules.

 Essential Qualification & Experience:
(i) MBBS Degree recognized by the MCI .
(ii) 10 years R & D research management experience in any area of Medical
 discipline/including experience of publication/editing of scientific
 journals/books/bulletins in recognized institute(s) after obtaining essential
 qualification (i) out of which at least 3 years in a managerial position to
handle publications/editing of scientific journals/books.
 Desirable:
(i) MD in the area of medical or Ph.D from a recognized institute in any area of
medical discipline.
(ii) Additional post doctoral research/teaching experience in any medical discipline
from a recognized institute(s).

 Essential Qualification & Experience:
(i) MBBS Degree recognized by MCI.
(ii) Eight years R & D research/teaching experience in the area of PSM/Community
 Medicine/Microbiology/Pediatrics/medicine in recognized institute(s) after
 obtaining essential qualification (i) out of which at least 2 years in managerial
 position to handle R & D projects in a team effectively in a directing capacity.

 Desirable:
(i) MD in PSM/Community Medicine/Microbiology/Pediatrics from a recognized
 university.
(ii) Additional Post doctoral research/teaching experience in the above mentioned
 subjects in recognized institute(s).
(iii) Knowledge of Computer Applications or Business Intelligence tools/Data
 Management.
 Job Requirement
 It is a middle level position and the Scientist is required to perform duties related
 to technical co-ordination/management of projects in the area of
 Microbiology/Epidemiology and Communicable Diseases. He /She will be a
 programme manager and require to work in a team and will be responsible to organize
 Meetings/Workshops and deal with various ICMR Institutes working in
 Communicable Diseases. He /She will also be responsible to deal with Parliaments
 Questions, preparations of EFC/SFC papers, report writing etc.
Note:
 MD degree in subjects relevant to ICMR shall be treated equivalent to three years experience.
Post No: 3:- Scientist-D (No. of post - one)

 Pay Band & Allowances:- PB-3 Rs. 15600-39100 + Rs.7600 (Grade Pay) + Non
 Practicing Allowance and other allowances as admissible under the rules.
 Essential Qualification & Experience:
(i) MBBS Degree recognized by MCI.
 OR
 Ist class Master’s degree in Life Science subjects such as Microbiology,
 Molecular Biology, Biotechnology, Biochemistry etc.
 OR
 2nd Class M.Sc + Ph.D degree in Life Science subjects mentioned above from
 recognized University.
(i) Eight years R & D research/teaching/research management experience in
 managing project in the area of health research including interaction with other
 agencies in recognized institute(s) after obtaining essential qualification (i) out of
 which at least 2 years in managerial position to handle R & D projects/ research
 management in a team effectively in a directing capacity.
 Desirable Qualification:
 (i) Doctorate Degree in the biomedical subjects mentioned above from a recognized
 university for candidates with first class relevant degree OR MD/Postgraduate degree in any
 medical subject recognized by MCI.
(ii) Additional Post doctoral research/teaching experience in biomedical subjects
mentioned above in recognized institute(s)

(iii) Knowledge of Computer Applications or Business Intelligence tools/Data
Management.

 Job Requirement:-
 The incumbent is required to work in the area of Reproductive and Child Health
 or any job assigned by D.G., ICMR. He/She should lead a team of researchers and
should have capability to formulate and execute Research projects in the above area. He/She
should also assist the Head Division of RCH related to planning and implementation of
research programmes undertaken at the Institute and other day-to-day activities.
Note:
(i) MD/Ph.D degree in subjects mentioned above shall be treated equivalent to three years
experience respectively for candidates with MBBS degree or Ist Class M. Sc degree in
the above mentioned subject.
(ii) Candidates with MD or Ph. D degree will be preferred.

Post No: 4:- Scientist-C (No. of post - one)

 Pay Band & allowances: PB-3 Rs. 15600-39100 + Rs.6600 (Grade Pay) + Non
 Practicing and other allowances as admissible under the rules.

 Essential Qualification & Experience:
(i) MBBS degree recognized by MCI.
OR

st Class Master’s Degree in any Life Science/ Biological Sciences/ related
subject from a recognized University.
OR

nd Class M.Sc. + Ph.D degree in Biological Sciences/ Bio- chemistry/ Genetics/
Bio-technology or equivalent degree etc. from a recognized University.
(ii) Four years R & D experience in the area of Non Communicable Diseases
as evidenced by publications and or research management to be supported by
certificate after obtaining essential qualifications (i) above.
 Desirable:
(i) MS/MD in PSM, Medicine, Pediatrics, Pathology, Radiology, any other medical
subjects or Ph.D in any relevant life science subjects.
(ii) Additional post doctoral research/teaching experience in above areas in
recognized institute(s).
(iii) Knowledge of computer applications.

 Job Requirements:
 To process and review project applications & reports; to prepare plan
 documents, to assist in developing project proposals, to monitor and evaluate project

activities, undertake data analysis & interpretation & prepare project reports. To assist
 the Head of Division in all activities including Parliamentary matters etc.
Note:
 MD/ Ph.D degree in subjects relevant to ICMR shall be treated equivalent to three years
experience. Candidate with MD/ Ph.D will be preferred.

3. Age Limit as on 16.12.2013
 (i) Post No.(01) (Scientist-E)- not exceeding 50 years
 Post No.(02 & 03) (Scientist-D)- not exceeding 45 years
 Post No. 04) (Scientist-C) – not exceeding 40 years
 (ii) Upper age limit is relaxable to SC/ST & OBC candidates & Government servants
 as per provision made in Health Research Scientist Cadre (HRSC) of
 ICMR rules 2007 .
 (iii) One time age relaxation is also allowed to Scientists & Technical staff
 working/worked in long term projects of ICMR Institutes/Centres as per HRSC
 Rules, provided they meet essential qualifications and experience for the post
 with a view to provide them opportunity to compete with other candidates as per
 Council’s letter No. 6/1/2007-Admn.II dated 28.03.2011.

4. General relaxation:
Age & experience are relaxable in deserving cases as per HRSC rules (under Note I & 2
append to scheduled-III) for the posts.
5. Pension will be admissible as per new restructured defined contribution Pension system
contained in the Ministry of Finance, Department of Economic Affairs ( ECD & PR
Division),Notification No. 5/7/2003 & PR dated 22.12.2003 effective from 1.1.2004.
6. NPA as per rules of the Council is admissible to Medical Graduates.

Rs.100/- by crossed IPO only, drawn in favour of D.G., ICMR New Delhi should be sent to
Admn. Officer (Admn.I), Indian Council of Medical Research, V. Ramalingaswami Bhawan,
Ansari Nagar, Post Box No.4911, New Delhi-110029, so as to reach on or before
16.12.2013 SC/ST/PH and women candidates are exempted from this payment of application
fee. Like other candidates the departmental candidates are also required to pay application fee
alongwith application form.

(iii) Applications from employees working in Central/State Govt. Departments/Public Sector
Undertakings and Govt. funded research agencies must be forwarded through proper channel.
Advance copies of application will be considered subject to the conditions that a “No Objection
Certificate” from the employer is produced at the time of personal discussion.

 (iii) Applications received late/incomplete and or without fee will not be entertained. Council
will not be responsible for late receipt of application due to postal delay.

Note:-
(i) SC/ST candidates should submit attested copies of certificates for claiming fee concession /
age relaxation.
(ii) OBC certificate for the purpose of age relaxation will mean “PERSONS OF OBC
CATEGORY NOT BELONGING TO CREAMY LAYER” as defined in DOPT’S O.M.
NO. 36012/22/93-Estt (SCT) dated 8.9.1993 & modified vide O.M. NO. 36033/3/2004-Estt
(Res) dated 9.3.2004 and 14.10.2008 and subsequently revised vide O.M. No.

will be treated as the date of reckoning for OBC status of the candidate and also for

Scientist Cadre of ICMR Rules, 2007. If no suitable candidate is found at Scientist ‘D’
level, the post can be filled at one level below i.e. Scientist-C in the Pay Band PB-3 Rs.
15600-39100 +6600 (Grade Pay).
(viii) Post No. 3 (Scientist-D):- The post is under Health Research Scientist Cadre of
ICMR Rules, 2007. If no eligible candidate is found, the post can be filled at Scientist-C
level in the Pay Band – 3 Rs. 15600-39100 + Grade Pay Rs. 6600/-.
(ix) Post No. 4 ( Scientist-C) :- The post is for the Division of Non Communicable

2. The upper age limit in respect of the Scheduled Castes, the Scheduled Tribes, the Ex-servicemen, Other Backward Classes, Persons with Disabilities shall be relaxed in accordance with the orders issued by the Government of India from time to time in this regard.
3.Director, INST reserves the right to relax the upper age limit for all categories of posts in case of highly experienced candidates in specialized scientific areas.
4. The crucial date for determining the age limit shall be the closing date for receipt of applications.
5. All appointments shall be made initially on temporary basis and the confirmation of the appointee to the post shall be considered only after his/her satisfactory clearance of prescribed probation period.
6. Officers appointed after due process of selection shall be liable to serve anywhere in India and outside.
7. Whoever does not have the knowledge of Hindi, he/she shall be required to acquire the same during his/her period of probation.
8. Application Form must be accompanied by self-attested copies of all certificates regarding Educational & Professional Qualifications, Experience, Caste/Tribe/OBC/PWD/Ex-serviceman (in case claiming reservation or any relaxation) and requisite application fee.
9. Incomplete applications, Applications not in the prescribed format, Applications received without self-attested testimonials and the application fee, if applicable, and  those received after the due date shall not be considered and will be rejected without assigning any reason  and no claim for the refund of fee shall be entertained, in any case.
10. Fulfillment of qualifications shall not entitle any candidate to be called for further process of recruitment/interview. In case of large number of applications received for a post, INST reserves the right to short-list applicants in any manner as may be considered appropriate and may hold a written examination. No reason for rejection shall be communicated.
11. Persons already in employment in Government Departments, Autonomous Bodies/Universities should apply through proper channel or produce ‘No Objection Certificate’ from their employer at the time of Interview. Those in private employment may submit applications directly.
12. Separate application may be submitted for each post, if applying for more than one position, with requisite fee for each application.
13. No TA/DA shall be payable to the applicants for any journey performed in connection with test/interview.
14. Interim enquires regarding recruitment shall not be entertained.
15. Two sets of application forms (one meant for S&T posts and another for Administrative Posts) are annexed to these instructions. Candidates may fill up the prescribed application form along with relevant details by downloading it from INST’s website www.inst.ac.in  

16. The application forms, duly filled in, accompanied by a demand draft of Rs. 500/- drawn in favour of Institute of Nano Science & Technology, Mohali (payable either at Mohali or at Chandigarh) and self-attested photocopies of testimonials should be submitted at the above address by Registered/Speed Post so as to reach by 16th December, 2013. Applications received after this date shall not be entertained in any case.
17. At any stage of scrutiny of applications or at any late stage, if a candidate is found to have submitted false information, his/her candidature/service would be rejected terminated forthwith.

Project “UZONMAP”: CIRCULAR

Centre for Geographic Information Technologies (CGIT) in Bharathidasan University is
contributing to society mainly by executing translational research projects sponsored by
union / state governments. Project “UZONMAP” (Use Zone Mapping through Geographic
Information Technologies) is one such project sponsored by Directorate of Town and
Country Planning, Govt. of Tamil Nadu. This project mainly aims at bringing complete land
feature boundary using high resolution Remote Sensing Imagery and GPS Field Validation
Study covering about 8,500 Sq. Km. area in seven pockets of Tamil Nadu covering parts of
Coimbatore, Madurai, Tiruchirappalli, Thoothukkudi, Tiruppur, Erode and Krishnagiri
districts. Geographic Information System (GIS) will be used at various levels such as spatial
data management through topological editing, data integration, map overlay, preparation of
land-use register, etc.

In this regard, applications are invited from suitable candidates to work in the above Project
“UZONMAP” (Use Zone Mapping through Geographic Information Technologies) with
different capacities. The details of designation, consolidated salary, qualification and

Expertise in structural biology/ biochemistry/ crystallography/ bioinformatics and interface of areas related to food science and technology is desired. Candidate should have significant contributions to research evidenced by publications, collaborations, and extra mural funds generation with experience in teaching and training PhD students.
Leading and conducting a highly productive and high impact structural biology program of proteins in health and disease covering a suite of techniques in macromolecular crystallography and bioinformatics.

General information and conditions:-

1. BENEFITS UNDER COUNCIL SERVICE :
  1. These posts carry usual allowances i.e. Dearness Allowance (DA), House Rent Allowance (HRA), Transport Allowance (TA) etc. as admissible to the central government employees and as made applicable to CSIR. Council employees are also eligible for accommodation of their entitled type as per CSIR allotment rules depending on availability in which case HRA will not be admissible.
  2. Scientists in Pay Band-3 and Pay Band-4 are eligible for 2 additional increments (without DA) and Professional update allowance of Rs. 10000/- and Rs. 20,000/- per annum respectively.
  3. In addition to the emoluments indicated against each category of posts, benefits such as applicability of New Pension Scheme 2004, reimbursements of Medical Expenses, Leave Travel Concession, Conveyance advance and House Building Advance are available as per CSIR rules.
  4. Scientists in CSIR are also permitted to undertake consultancy and sponsored R&D project activity. These activities give them scope to earn consultancy fee and honorarium as per CSIR guidelines governing these activities. Opportunities also arise for foreign deputations for training/presentation of papers/specific assignments etc.

2. OTHER CONDITIONS :
  1. The applicant must be a citizen of India.
  2. All applicants must fulfill the essential requirements of the post and other conditions stipulated in the advertisement as on the last date of receipt of the applications. They are advised to satisfy themselves before applying that they possess at least the essential qualifications laid down for various posts as on the last date of receipt of the applications. No enquiry asking for advice as to eligibility will be entertained.
    The prescribed essential qualifications are the minimum and the mere possession of the same does not entitle candidates to be called for interview. The duly constituted Screening Committee will adopt its own criteria for short-listing the candidates. The candidate should therefore, mention in the application all the qualifications and experiences in the relevant area over and above the minimum prescribed qualification, supported with documents. Completion of Ph.D. degree will be reckoned from the date of issue of provisional certificate/notification.
  3. The application should be accompanied by self attested copies of the relevant educational qualification, experience. The prescribed qualifications should have been obtained through recognized Universities / Institutions. etc. Incomplete applications/applications received or not accompanied with the required certificates / documents are liable to be rejected.
  4. In respect of equivalent clause in Essential Qualifications, if a candidate is claiming a particular qualification as equivalent qualification as per the requirement of advertisement, then the candidate is required to produce order/letter in this regard, indicating the Authority (with number and date) under which it has been so treated otherwise the Application is liable to be rejected.
  5. The period of experience rendered by a candidate on part time basis, daily wages, visiting/ guest faculty will not be counted while calculating the valid experience for short listing the candidates for interview.
  6. If any document/ certificate furnished is in a language other than Hindi or English, a transcript of the same duly attested by a Gazetted officer or notary is to be submitted.
  7. The date for determining the upper age limit, qualifications and /or experience shall be the closing date prescribed for receipt of applications.
  8. The period of experience in a discipline / area of work, wherever prescribed, shall be counted after the date of acquiring the minimum prescribed educational qualifications prescribed for that Grade.
  9. Persons with disabilities (PWD) fulfilling the eligibility conditions prescribed under GOI instructions are encouraged to apply.
  10. In case a candidate is staying abroad, his/her candidature may be considered in absentia by the Selection Committee on his/her written request.
  11. The Selection Committee may choose to place the candidate in any of the Grade Pay within the Pay Band depending upon the performance of the candidate and subject to meeting the minimum eligibility criterion specified.
  12. Only outstation candidates called and found eligible for interview will be paid to and fro single second class rail fare from the actual place of undertaking the journey or from the normal place of their residence whichever is nearer to Mysore Railway Station on production of Rail Tickets/Rail Ticket Numbers or any other proof of journey.
  13. Any discrepancy found between the information given in application and as evident in original documents will make the candidate ineligible for appearing in interview. Such candidate will not be paid any fare.
  14. The decision of the CSIR-CFTRI in all matters relating to eligibility, acceptance or rejection of applications, mode of selection, conduct of examination/interview will be final and binding on the candidates.
  15. Canvassing in any form and / or bringing any influence political or otherwise will be treated as a disqualification for the post.
  16. NO INTERIM ENQUIRY OR CORRESPONDANCE WILL BE ENTERTAINED.

3. RELAXATIONS :
  1. Upper age limit is relaxable up to five years for the regular employees working in CSIR laboratories / institutes, Government Departments, autonomous bodies and public sector undertakings.
  2. Age relaxation to Physically Handicapped (PH) persons: Age relaxation of 5 years is allowed to blind, deaf-mute and orthopedically handicapped persons for appointment to Group 'A' posts/services. The persons claiming age relaxation under this sub-para would be required to produce a certificate in prescribed pro-forma in support of their claims clearly indicating that the degree of physical disability is 40% or more. In any case, the appointment of these candidates will be subject to their being found medically fit in accordance with the standards of medical fitness as prescribed by the Government for each individual Group 'A' posts to be filled by Direct Recruitment by Selection.
  3. Relaxation in age, over and above the stipulated limit, educational qualification and / or experience may be considered in case of exceptionally meritorious candidates or if sufficient number of candidates possessing the requisite qualification and/ or experience are not available to fill up the posts.
  4. Relaxation of five years will also be permissible to those who had ordinarily been domiciled in the Kashmir division of the state of Jammu and Kashmir during the period from 1-1-1980 to 31-12-1989 subject to production of relevant certificate from concerned authority.

4. HOW TO APPLY :

  4. Candidates are required to arrange for a crossed Demand Draft for Rs. 100/- towards application fee drawn on any nationalized bank and valid for at least 3 months in favour of "Director, CSIR-CFTRI" payable at Mysore. Thelast date for submitting online application and making of Demand Draft is 09.12.2013. This date will be the same for the candidates belonging to far-flung areas. The following details must be filled up on back side of Demand Draft (i) Candidate's Name, (ii) Candidate's Category, (iii) Post Code Applied For. The candidates belonging to SC/ST/PH/Women/CSIR Employees/Abroad Candidates category are exempted from submission of application fee.
  5. In case of universities/institute awarding CGPA/SGPA/OGPA grades etc., candidates are requested to convert the same into percentage based on the formula as per their university/institute.
  6. Successful online application is indicated by the page displayed after clicking Submit Button indicating the generated"APPLICATION NUMBER". Please note down the same carefully and preserve it. If you do not preserve it, you will not be able to Re-print the Application.
  7. In case candidate want to modify/withdraw the application there is a 'CANCEL' option to cancel the online application. Please note that application once cancelled will not be retrieved at any stage. If you have cancelled the application, please reapply before the closure of Application Date as per advertisement. Please remember to take fresh print out after modifying any details.
  8. h. The computer generated application (Print-out) duly accompanied by attested copies of the certificates, mark sheets, testimonials in support of age, education qualifications, experience, re-prints of publications and caste certificate, if applicable along with one recent passport size self-signed photograph affixed together with Demand Draft (if applicable) should be sent in an envelope superscribed "APPLICATION FOR THE POST OF PRINCIPAL SCIENTIST/SR. PRINCIPAL SCIENTIST (Post Code ________)" by post to the address:- Controller of Administration, Central Food Technological Research Institute, Mysore-570020 so as to reach on or before 16-12-2013. Candidates applying for more than one post must submit separate application form for each post indicating the Code No. of the post. The hard copy(s) of each application must be accompanied by separate Demand Draft(s).
  9. Application fees once paid will not be refunded on any count nor can it be held in reserve for any other recruitment or selection process.
  10. Applications from employees of Government Departments will be considered only if forwarded through proper channel, certified by the employer that the applicant, if selected will be relieved within one month of the receipt of the appointment orders. Also, vigilance clearance should also be recorded. However, advance copy of the application may be submitted before the closing date.
