1. Online applications are invited from candidates through the Proforma Application to be made available on WEBSITE (http://opsconline.gov.in) from 08.3.2013 to 10.4.2013 (Note: 12.4.2013 is the last date for payment of application fees) for admission to the competitive examination consisting of three parts, viz - Preliminary Written Examination, Main Written Examination and Interview to be conducted by the Odisha Public Service Commission under the provisions of the Odisha Superior Judicial Service & Odisha Judicial Service Rules, 2007 ( as amended from time to time) for recruitment to 24 posts of Civil Judges in Odisha Judicial Service under Law Department by direct recruitment in the Pay Scale of ₹ 27,700-770-33,090-920-40,450-1080-44,770/-, with usual Dearness Allowances and other allowances as admissible by the Government of Odisha from time to time.
At present, only online applications are invited from Candidates for admission to the OJS preliminary written examination. After declaration of result of preliminary written examination the candidate who qualify, will be required to submit the printout/hard copy of online application form, along with the photocopies of the other documents as stated under Para - 8 of this advertisement, on or before the prescribed date (which will be declared later), for consideration of their eligibility for admission to the main written examination.
2. VACANCY POSITION: As per requisition filed by the Law Department of Government of Odisha the vacancy position alongwith reservation thereof is given below:

NOTE : (a) In case of non-availability or availability of in sufficient number of eligible and suitable women candidate(s) belonging to the respective category, the unfilled vacancies of that category shall be filled up by eligible and suitable male candidate(s) of the same category.

(b) In case of non-availability or availability of insufficient number of candidates of any reserved category of S.C., S.T. and S.E.B.C., the vacancies shall be filled up by the candidates of the un-reserved category as per Rule-17(3) of the O. S. J.S & O.J.S. Rules, 2007.
(c) Out of the total number of vacancies advertised as above, 18 number of vacancies shall be filled up only on accrual of such vacancies during the year 2013.
3. PLAN OF EXAMINATION:
Direct recruitment to the Cadre of Civil Judges shall be made by the Commission through a competitive examination which shall consist of three parts; viz- Preliminary Written Examination, Main Written Examination and Interview in the manner provided in the Rules and in accordance with the Syllabus as specified below :-
I. The preliminary written examination shall be of one paper carrying 100 marks with duration of one and half hours with objective type questions of multiple choice “(100 QUESTIONS OF ONE MARK EACH WITH NEGATIVE MARKS OF TWENTY-FIVE PERCENT FOR EVERY WRONG ANSWER ALLOTTED TO THAT PARTICULAR QUESTION)” on the following subjects and the answer sheets may be scrutinized by Computer.
Preliminary Written Examination :
(a) Constitution of India;
(b) Code of Civil Procedure;
(c) Code of Criminal Procedure;
(d) Evidence Act;
(e) Indian Penal Code;
(f) Limitation Act;
(g) Transfer of Property Act;
(h) Contract Act;
(i) Law of Succession (Indian Succession Act and Hindu Succession Act);
(j) Specific Relief Act.
N.B.: The Commission shall call the candidates for main written examination who have secured not less than 35 (thirty-five) per-centum of marks in case of Scheduled Caste & Scheduled Tribe candidates and 40 (forty) per-centum of marks in case of others in the preliminary written examination.
II. The main written examination shall be on the following two compulsory papers and three optional papers. Each of the compulsory papers shall carry 150 marks with a duration of 2 ½ (two and half) hours of examinations and each of the optional papers shall carry 150 marks with a duration of three hours.

N.B. - For “Translation and retranslation of ten lines each”, there will be two passages, i.e. one in English to be translated into Odia and another in Odia to be retranslated into English.

Procedural Laws-

(b) The Code of Civil Procedure, 1908 150 Marks

(2) Optional Papers.
A candidate may choose any of the three subjects among the following:

NOTE:
(i) A candidate shall answer the papers in English unless otherwise directed.
(ii) The standard of papers shall be that of LL.B. course and in respect of compulsory paper-1, it shall be of a degree course.
(iii) The Commission shall call the candidates for interview who have secured not less than 45 (forty five) per-centum of marks in aggregate and a minimum of 33 (thirty three) per- centum of marks in each paper in the Main Written Examination.

(iv) (1) The optional subjects for the main written examination are mentioned below:-

(2) (a) The candidates are required to mention any three Optional Subjects in the appropriate box of Online Application Form submitted for the preliminary written examination, failing which his/her application will be REJECTED. No correspondence on that score will be entertained.
(b) The optional subjects for the main written examination, mentioned by the candidates in the online application form, will be treated as final, if they qualify at the preliminary written examination.
No request for change of Optional Subjects will be entertained.
(c) The candidates shall be allowed to appear at the main written examination with the Optional Subjects as mentioned in Online Application Form.
B. Interview:
Interview shall carry 100 (one hundred) marks. Questions to be asked in the interview may not ordinarily be outside the syllabus prescribed for the main written examination. In the interview, questions covering broad National and International issues and matters of common interest in the field of Arts and Science may also be asked.
Provided that the names of the candidates shall not be included in the merit list unless such candidates secure a minimum of 40% (forty per-centum) of marks in the interview.
4. AGE LIMITS:
(i) A candidate must not be below 23 (twenty-three) years of age and not above 35(thirty-five) years of age on the 1st August, 2013 and he/she must not have been born earlier than the 2nd August, 1978 and not later than the 1st August, 1990.
(ii) The upper age limit prescribed above will be relaxable up to a maximum of five years for candidates belonging to Scheduled Castes (S.C.), Scheduled Tribes (S.T.), Socially and Educationally Backward Classes (S.E.B.C.), Women and Orthopaedically Handicapped (O.H.);
(iii) The maximum age limit in respect of Departmental candidates is not more than 39 (thirty-nine) years of age as mentioned under Para-5 of the Advertisement.
(iv) A candidate who comes under more than one category mentioned above, shall be eligible for only one age relaxation benefit, which shall be considered most beneficial to him/her.

SAVE AS PROVIDED ABOVE, THE AGE LIMITS PRESCRIBED CAN IN NO CASE BE RELAXED.
The date of birth entered in the High School Certificate or equivalent Certificate issued by the concerned Board/Council will be accepted by the Commission.
NOTE - 1 : Candidates should also note that once a date of birth has been claimed by them and entered in the records of the Commission for the purpose of admission to an examination, no change will be allowed subsequently (or at any other examination of the Commission) on any ground whatsoever.
NOTE - 2: The candidates should exercise due care while entering their date of birth under the respective box of the online application form for the preliminary written examination. If, on verification at any subsequent stage, any variation is found in their date of birth from the one entered in their High School Certificate or equivalent certificate, disciplinary action will be taken against them by the Commission as per the rules.
5. EDUCATIONAL QUALIFICATION AND EXPERIENCE :
(i) A candidate must be a Graduate in Law of a University or Institution recognized by the Government.
(ii) A Superintendent or a Ministerial Officer in the High Court or any Civil or Criminal Court sub-ordinate to the High Court or an Assistant Law Officer or Translator of the Law Department of Government, shall also be eligible for appearing at the Competitive Examination for recruitment to the posts of Civil Judges in Odisha Judicial Service, if he/she is a Graduate in Law of a University recognized by the Government, has approved service in the High Court or in any Civil or Criminal Court sub-ordinate to the High Court or in the Law Department of not less than seven years by the last date fixed for submission of online applications for the said Competitive Examination, has been recommended by the respective appointing authority; and is not more than 39 (thirty nine years) of age on the 1st August, 2013. ‘Approved Service’ for this purpose means qualifying service as defined in the Odisha Civil Service (Pension) Rules, 1992.
(iii) While submitting certificates/documents along with the printout/hard copy of the online application form, as required at Para- 8, a candidate of the above category should furnish necessary evidence to the effect that his/her case has been recommended by the competent authority and that he /she satisfies the aforesaid conditions of eligibility.
6. OTHER ELIGIBILITY CONDITIONS :
(i) A candidate must be a citizen of India;
(ii) He/She must be of good character and of sound health and free from any organic defects and physical infirmity (not applicable in case of Orthopaedically Handicapped);
(iii) He/She must be able to speak, read and write Oriya fluently and must have passed an examination in Odia Language equivalent to that of Middle English School standard;
(iv) A candidate, who has more than one spouse living or in case of a woman candidate, if married to a person having one spouse living, shall not be eligible for appearing at the examination:

Provided that the State Government may, if satisfied that such marriage is permissible under the Personal Law applicable to such person or there are other grounds for so doing, exempt any person from the operation of this rule;
(v) Government Servants, whether permanent or temporary or on probation against a vacancy in permanent posts in any Department of Government, are eligible to appear at the examination, provided they possess the requisite qualification and are within the prescribed age limit as provided under Para-4 & 5 of this advertisement. However, they are required to submit undertaking to the effect that they have informed in writing to their Head of Office/Department that they have applied for the examination. Further, they will be required to enclose, attested copy of the “No Objection Certificate” issued by the appointing authority, along with the certificates/documents to be submitted with printout/hard copy of the online application form, for OJS Main Written Examination.
Candidates should note that in case a communication is received from their employer by the Commission withholding permission to the candidates applying for/appearing at the examination, their applications will be liable to be rejected/ candidature will be liable to be cancelled;
(vi) If a candidate has, at any time, been debarred for a certain period/chance(s) by the Odisha Public Service Commission or other State Public Service Commission or U.P.S.C. from appearing at any Examination/Interview, he/she will not be eligible for such recruitment for that specified period/chance(s);
(vii) Only those candidates, who possess the requisite qualifications and fulfil other eligibility conditions by the closing date of receipt of online applications, will be considered eligible;
(viii) The selected candidates must be physically fit and shall be required to appear before the State Medical Board before final appointment.
(ix) The period of probation is for two years. The period of probation may be extended by the appointing authority on the recommendation of the High Court by such period not exceeding a further period of two years.
7. OTHER CONDITIONS :
(i) The provisions of the Odisha Conduct of Examination Act 1988 (Odisha Act-2 of 1988) are applicable to the examination (preliminary & main) conducted by the Odisha Public Service Commission. Any violation of the provisions of the above Act. and violation of instruction to candidates (as provided in the advertisement, online application form, Admission Certificate & Answer Script etc.) will be seriously viewed and disciplinary action will be taken against the concerned candidates as deemed proper;
(ii) Any attempt on the part of a candidate to obtain support for his/her candidature by any means or any attempt to gain undue advantage in the selection shall disqualify him/her for recruitment;

Any candidate, who is or has been declared by the Commission guilty of impersonation or submitting fabricated document or documents which have been tampered with or making statements which are incorrect or false or suppressing material information or using or attempting to use unfair means in the Examination Hall or otherwise resorting to any other irregular or improper means for obtaining admission to the examination may, in addition to rendering himself/herself liable to a criminal prosecution, be debarred either permanently or for a specified period :-
(a) by the Commission from admission to any examination or appearance at any interview held by the Commission for selection of candidate; and
(b) by the State Government from employment under the Government;
(iv) This advertisement should not be construed as binding on the Government to make appointment;
(v) Mere inclusion of the name of a candidate in the list of successful candidates confers no right to appointment unless the Government are satisfied, after such enquiry as may be deemed necessary, that the candidate having regard to his/her character and antecedents, is suitable in all respects for appointment to the Post/Service;
(vi) Mere empanelment in the select list of successful candidates shall not confer any right for appointment;
(vii) Candidates must answer the papers in their own handwriting, in no circumstances; a candidate will be allowed the help of a scribe to write the answers for him/her;
(viii) Online applications submitted to OPSC if found to be incomplete in any respect are liable to rejection without entertaining any correspondence with the applicants on that score;
(x) The admission certificates to Preliminary Examination will be uploaded in the website and the eligible candidate will down load their admission certificate along with “Instructions to candidates” from the website of OPSC and produce the same before the Centre Supervisor for admission to the Examination Centre. No one will be admitted to the written examination (Preliminary or Main) unless he/she holds a certificate of admission;
(xi) All persons appointed under the Government of Odisha on or after 1st January, 2005 shall not be eligible for pension as defined under Sub-rule (1) of Rule-3 of the Odisha Civil Services (Pensions) Rules, 1992; but shall be covered by the defined Contribution Pension Scheme in accordance with the Odisha Civil Services (Pension) Amendment Rules,2005;
(xii) MOBILE PHONES OR ANY OTHER COMMUNICATION DEVICES ARE BANNED IN THE PREMISES WHERE THE EXAMINATION IS CONDUCTED BY THE COMMISSION AND IN THE OFFICE OF THE COMMISSION;
(xiii) Admission to preliminary or main written examination will be provisional. If on verification at any stage before or after the examination, it is found that a candidate does not fulfil all the eligibility conditions, his/her candidature will be liable to rejection. Decision of the Commission in regard to eligibility or otherwise of candidate shall be final.

8. CERTIFICATES/DOCUMENTS TO BE ATTACHED:-
Candidates who will qualify in the OJS Preliminary Written Examination are required to submit printout/hardcopy of the online application form along with the true copies of the following documents duly attested by Gazetted Officer or Notary Public or self attested. The candidates are also required to mention on each document “submitted by me” and put their full signature on the same. They must not attach original certificates to their applications. Only those, who are called for the V.V. Test, will be required to bring with them the original certificates of the attested copies sent earlier, for verification, failing which he/she will not be allowed to appear at the V.V. Test.
(a) H.S.C. or equivalent certificate showing date of birth issued by the concerned Board/Council;
(b) +2/Higher Secondary Examination Certificate issued by the concerned Board/ Council;
(c) Bachelor’s Degree Certificate issued by the concerned University;
(d) Certificate of Degree of Law issued by the concerned University or Institution;
(e) All Mark Lists in support of LL.B examination issued by the concerned University;
(f) Original Challan (OPSC Copy) showing payment of Examination fees;
(g) Odia Test Pass Certificate from the Board of Secondary Education, Odisha or any other Board or Council of Secondary Education approved by the Government of Odisha in support of passing of Odia Language Test equivalent to M.E. School standard, if not passed H.S.C. or equivalent Examination having Odia as one of the subjects;
Explanation :- If a candidate produces a certificate from the recognized school showing that he/she had taken Odia as a subject in Class-VII or Standard-VII and has passed the said examination, it shall be treated as compliance of the above provision.
(h) Certificate of service experience, if any, from competent authority (showing date of joining) in support of approved service as required under Para-5(ii) of the advertisement, who claim age relaxation as Departmental candidate;
i) Certificate of good character from the Principal/Proctor/Dean or Professor in charge of Department of Teaching of the College or University/Institution in which last studied;
(j) Medical Certificate or Disability Certificate from the competent Medical Board or Authority incating orthopaedic disability in case of candidates belonging to Orthopaedically Handicapped category;
(k) Two recent passport size photographs (unsigned & unattested)which has been uploaded with online application; (l) Caste Certificate by birth in support of claim as S.C./S.T./ S.E.B.C., wherever applicable (please see Note- 1). Concession meant for S.C./S.T./ S.E.B.C. are admissible to Scheduled Castes/Scheduled Tribes/ Socially & Educationally Backward Classes of Odisha only;
NOTE 1 : Candidates claiming to be belonging to S.C./S.T./S.E.B.C. category by birth are required to submit copy of the relevant Caste Certificate issued by the competent authority in the prescribed form. Candidates of SEBC category (other than Creamy Layer) must submit copy of Caste Certificate issued by the competent authority within the last three years from the date of advertisement by the competent authority in the prescribed form.

(i) Women candidates belonging to S.C./S.T./S.E.B.C. are required to submit Caste Certificates by birth showing “daughter of ………………….......” Caste Certificates by virtue of marriage (i.e. showing “wife of ………….……………”) are not acceptable and candidates submitting such certificate will be treated under U.R. category.
(ii) OBC CERTIFICATES WILL NOT BE ACCEPTED IN LIEU OF S.E.B.C. CERTIFICATES AND CANDIDATES SUBMITTING SUCH CERTIFICATE WILL BE TREATED AS U.R. CANDIDATES.
(iii) Candidate if submits S.E.B.C. certificate which is more than three years old as on the date of advt., will be treated under UR category.
(iv) Community (Caste status) once mentioned by the candidates shall not be changed under any circumstances.
The competent authorities are:- District Magistrate/Collector or Additional District Magistrate or Sub-divisional Magistrate/Sub-Collectors or Executive Magistrates or Revenue Officers, not below the rank of Tahasildar /Additional Tahasildar of Government of Odisha;
NOTE 2 : Degree Certificate, Caste Certificate, Odia Test Pass Certificate, and Disability Certificate issued by competent authority of Orthopaedically Handicapped Persons must have been issued by the competent authority within the last date fixed for submission of online application form .
9. PLACE(S) OF EXAMINATION :
(i) The preliminary written examination may be held at 5 zonal centres; viz Cuttack, Bhubaneswar, Balasore, Berhampur & Sambalpur. In case sufficient numbers of candidates are not available for any of the zones of Balasore, Bhubaneswar, Berhampur and Sambalpur, the candidates opting for those zones will be accommodated at Cuttack.
(ii) The Main Written Examination may be held either at the above 5 zonal centres or at Cuttack zone only taking into view the number of candidates admitted to the said examination.
(iii) Candidates are required to select the zone of their choice where they would like to appear at the Examination, at the time of filling the online application form. While every effort will be made to allot candidates to the zone of their choice, the Commission may, at their discretion, allot any other zone to the candidates when circumstances so warrant.
REQUEST FOR CHANGE OF ZONE WILL NOT BE ENTERTAINED.

10. DATE(S) OF EXAMINATION :
(i) The preliminary written examination is likely to be held in the month of May 2013. The venue of examination with detailed Examination Programme will be notified well in advance.
(ii) The main written examination is likely to be held in the month of July 2013 in respect of the candidates, who qualify in the preliminary written examination. The place of examination with detailed programme will be notified well in advance.
11. APPLICATION FEE :
A candidate is required to pay a non-refundable and non-adjustable fee of 300/-(Rupees three hundred) only. The candidates are required to take a printout of the finally submitted Online Application Form for future use and take a printout of Online Challan (Pay-in-Slip) for payment of requisite fee at any branch of State Bank of India (SBI). The fee paid shall not be refunded under any circumstances nor can the fee be adjusted or held in reserve for any other examination or recruitment. Candidates belonging to Scheduled Caste, Scheduled Tribe of Odisha & persons with disability (O.H.) are exempted from payment of this fee.
The qualified candidates with disability while submitting their printout/hardcopy of the online application form, for admission to main examination, should fill up the prescribed form and furnish the same along with the valid disability certificate, otherwise his/her application will be rejected.
12. HOW TO APPLY:
(a) Candidate must go through this Advertisement available in the Website of OPSC before filling up online application.
(b) Candidates must apply online through the website http://opsconline.gov.in. Applications received through any other mode would not be accepted and summarily be rejected.
(c) Before filling up the online application form, the candidates must go through the following documents available at OPSC portal.
i) Instruction to fill up online application.
ii) Guideline for scanning and uploading of Photograph, Full Signature & Left Hand Thumb Impression.
(d) Candidates are requested to upload the scanned image of latest passport size photograph along with scanned image of his/her full signature and scanned image of Left hand Thumb Impression(LTI) in the online application form. Uploaded photograph, specimen (full) signature and LTI must be clearly identifiable/ visible, otherwise the application of the candidate is liable to be rejected by the Commission and no representation from the candidate will be entertained.
(e) Candidates should keep at least 2 copies of latest passport size photograph which is uploaded in the online application form for future use.
(f) The candidates are required to take a printout of the finally submitted Online Application Form for future use and take a printout of Online Challan (Pay-in-Slip) for payment of requisite fee at any branch of State Bank of India (SBI).

(g) On successful submission of application form, an UNIQUE REGISTRATION ID will be displayed on the screen as well as top of the application form. Candidates are requested to note down the Unique Registration ID and use it in future correspondence.
(h) At present, only the online applications are invited from Candidates for admission to the Odisha Judicial Service Preliminary Written Examination. Candidates who will qualify in the Preliminary Written Examination are required to send the Printout/Hard copy of the Online Application Form along with Challan (OPSC copy) showing payment of examination fee and specified documents/ certificates etc. as provided under Para-08 of this advertisement, by Registered Post/Speed Post to the Special Secretary, Odisha Public Service Commission, 19, Dr. P.K. Parija Road, Cuttack-753001 so as to reach the same in OPSC on or before the prescribed date (which will be declared after publication of the result of O.J.S. Preliminary Written Examination).
The envelope containing the Printout/Hard copy of the Online Application Form for main examination must be superscribed “APPLICATION FOR THE POST OF CIVIL JUDGES IN ODISHA JUDICIAL SERVICE, 2013”. The Printout/Hard copy of the Online Application Form received after the prescribed date shall not be entertained. The Commission will not take any responsibility if the Printout/Hard copy of the Online Application Form is not received in time. The candidate may also submit the copy of the Printout/Hard copy of the Online Application Form along with all required documents in the office of the OPSC directly /personally on or before the prescribed date.
(i) The candidates are advised to submit the Online Application Form well in advance without waiting for the closing date to avoid last hour rush.
(j) Admission Certificate to the eligible candidates of OJS Preliminary Written Examination/Main Written Examination and intimation letter for V.V. Test to the eligible candidates will be uploaded in the Website of OPSC prior to the date of Preliminary Written Examination or Main Written Examination or V.V. Test which will be published in the Website and News paper. The candidates are required to download their Admission Certificate/Intimation letter from Website. No separate correspondence will be made for this purpose.
13. FACILITATION COUNTER AND WEBSITE FOR GUIDANCE OF CANDIDATES :-
During filling up the online application form, the candidate may contact facilitation counter of OCAC over Telephone No1800 345 6770 or 155335 for any technical guidance only on working days.
Regarding difficulty in payment of fee, if any, the candidates may contact to SBI over Telephone No. 0671- 2368177 & 9437062391.
In case of any guidance/information on advertisement & recruitment, candidates may contact the O.P.S.C. Facilitation Counter over Telephone No.0671-2304141/ 2305611 & Extn.-227 in any working day between 10.30 A.M. to 1.30 P.M. & 2.00 P.M. to 5.00 P.M.
