Recruitment of Officer Grade A (Official Language Stream)
Securities and Exchange Board of India (SEBI), is a statutory regulatory body established by an Act of Parliament, to protect the interests of investors in securities, to promote the development of and to regulate the securities market. SEBI invites applications from Indian citizens for the post of Officer Grade A (Official Language Stream). SEBI reserves the right to fill up the post or not to fill up the post at all.
I. NO. OF POSTS: 03 (Three)
i. No post is reserved for SC/ ST/ OBC categories. However, they may also apply though they will not be eligible for any concession/ relaxation except application fee for SC/ ST.
ii. No post is reserved for Persons with Disability (PWD) candidates. However, candidates who are Orthopedically Challenged/ Visually Challenged/ Hearing Impaired having 40% or more disability are eligible to apply as a general candidate though they will not be eligible for any concession/relaxation except application fee.
II. THE OFFICERS SHALL BROADLY HAVE THE FOLLOWING ROLE:
i. Implementation of Official Language policy of the Government of India.
ii. Translation and vetting of translation from English into Hindi and vice-versa of various references, documents, manuals and other publications of the Board.
iii. Documentation.
iv. Various other duties and functions assigned by the Board
III. ELIGIBILITY CRITERIA:
a. Educational qualification as on 31/01/2013:
Masters Degree in Hindi with 55% in the aggregate with English as one of the subjects at Bachelors Degree level or Masters Degree in Sanskrit /English /Economics/Commerce with 55% in the aggregate with Hindi as a subject at Bachelors Degree level.
b. Other Skills –
i. Should have good communication & presentation skills.
ii. Good drafting skills.
iii. Should be computer literate and conversant with MS Office, Word and Excel applications. Further, experience in the use of Hindi software packages and the knowledge of Hindi terminology related to economics, finance and securities market is desirable
c. Work experience: Candidate having experience of at least two years in related field will be given preference. The Candidate will be required to submit the experience certificate from his/her previous employer(s)
d. Age limit (as on 31/01/2013): Not above 27 years as on 31/01/2013 i.e. applicants must have been born on or after 01/02/1986.
IV. MODE OF SELECTION:
a. Written Examination: Written examination for 200 marks will be held. Candidates will have to secure minimum marks as decided by the Board. The examination will consist of tests relating to the job requirements as specified above and a test on computer proficiency in Hindi language.
b. Interview: Candidates will be short-listed for interview based on the aggregate marks obtained in the written examination.
The Board reserves the right to modify the selection procedure, if deemed fit.
V. SERVICE CONDITIONS/ PAY AND ALLOWANCES:
a. Remuneration: The incumbent will be on a scale of pay of Officer Grade A in the scale of 17100-1000(11)-28100-EB-1000(4)-32100-1100(1)-33200. Presently, the gross emolument at Mumbai at the minimum of this scale is approx Rs. 64,000/- p.m. without accommodation and Rs. 44,000/- p.m. with accommodation.
b. Benefits: Other benefits viz LFC, Medical Expenses (both declaration and non-declaration), Financial Dailies, Book Grant, Briefcase, Vehicle Maintenance, House Cleaning Allowance, Entertainment Allowance, Health Check up, Eye Refraction Test, Subsidized Lunch Facility and all other benefits as admissible to an Officer in Grade A in SEBI.
c. Accommodation: All efforts would be made to provide residential accommodation, subject to availability.


d. Posting: The incumbent would be posted at the Head Office of SEBI at Mumbai. However, the service may be transferred to any location in India where SEBI has its Offices. VI. WRITTEN TEST CENTRES: The written test will be held at the following centers viz: Mumbai, New Delhi, Kolkata, Chennai and the addresses of the venue will be advised in the call letter. Candidates are required to indicate the preferred written test center in the application form. However, the Board reserves the right to allocate any of the above test centers. VII. APPLICATION FEE (NON-REFUNDABLE): Rs.500/- (Rupees five hundred only). (Rs.50/- for SC/ST/PWD). Fee is payable by Demand Draft favouring "Securities and Exchange Board of India" and payable at "Mumbai" only. However, candidates from un-banked areas may pay fee by crossed Indian Postal Orders in favour of "Securities and Exchange Board of India" payable at "GPO, Mumbai". Candidates should write their Name and Address on the reverse of the Demand Draft or in the space provided for the purpose on the Postal Orders and enclose them to the application with a pin (should not be stapled). Fees sent separately not accompanied with proper application or payment in any other manner will not be accepted. Fees once paid will not be refunded under any circumstances. VIII. GENERAL INSTRUCTIONS:
1. Applications which are incomplete, or received after the prescribed date will not be considered.
2. Mode of selection will be written examination and interview. Only the short-listed candidates will be called for interview. Application fee shall not be refunded to the candidates not short-listed for the interview.
3. Candidates should satisfy themselves about their eligibility for the post applied for.
4. The Board reserves the right to relax any of the requirements for the candidates in deserving cases.
5. Candidates applying for the post of Officer Grade A (Official Language Stream) who are already in service of Govt./ Quasi-Govt. Organizations and Public Sector Banks /Undertakings will have to produce a "No Objection Certificate' from their employer, at the time of Interview. Before appointment in SEBI, a proper discharge certificate from the employer will have to be produced. If the application is required to be routed through the
employer and in the process it reaches the address as given at point IX after the due date, it will not be considered even though submitted to the employer before the due date. In such cases, application marked 'Advance Copy' should be sent to the address as given at point IX and the regular copy should be routed through the employer.
6. The Board reserves the right to cancel the advertisement fully or partly on any grounds.
7. Canvassing in any form will disqualify the candidate.
8. If the candidates are not eligible or have knowingly or willfully furnished incorrect or false particulars or suppressed material information, their candidature will be liable to be cancelled at any stage of the selection. If the candidate qualifies in the selection process and subsequently it is found that he/she does not fulfill the eligibility criteria, his/her candidature will be cancelled and if appointed, the appointment would be terminated without any notice or compensation.
9. Applications received after due date will not be entertained. The Board takes no responsibility for any delay in receipt of application or loss thereof in postal transit.
10. The decision of Board in all matters would be final and binding, and no correspondence in this regard would be entertained.
IX. HOW TO APPLY: 1. Candidates who satisfy the eligibility norms may apply giving their bio data strictly in the attached format. Candidates should also fill in the attached admit card and send both parts (candidate’s and office copy) along with the application form. 2. Indian space programme continues to pursue successful goals on all fronts in meeting the objective of achieving self-reliance in space technology and its applications for national development.

Eligibility:
  • BE/B.Tech or equivalent in First Class with an aggregate minimum of 65% marks (average of marks of all semesters for which results are available). Candidates who are slated to complete the BE/B.Tech course in the academic year 2012-13 are also eligible to apply provided the final Degree is awarded latest by 31.8.2013.
Age Limit:
  • 35 years as on 04-03-2013. Ex-serviceman and Persons with Disabilities[PWD] are eligible for age relaxation as per Govt. of India orders). For PWD persons, orders on reservation to the extent applicable will be extended for the above posts.
How to apply :
  • The application for on-line registration will be hosted in the ISRO web-site between 12-02-2013 and 04-03-2013. Candidates may visit our web-site at www.isro.gov.in to register their applications on-line between 12-02-2013 and 04-03-2013. Applications will be received on-line only. Upon registration, applicants will be provided with an on-line Registration Number, which should be carefully preserved for future reference. E-mail ID of the applicant will have to be given in the application compulsorily.
  • Payment of Application Fee : There will be an Application Fee of Rs.100/- (Rupees One Hundred Only) for each application. After registration of application on-line, the candidates have to down-load and print the personalized payment challan form, in triplicate, from the ISRO system which will contain the Name of the candidate, Registration Number, Receipt Account Number, Advertisement No., and Post Code. The candidates may visit the nearest branch of State Bank of India for remittance of application fee to Receipt Account (account number will be published in the website), by using the personalized payment challan of State Bank of India on any day between 12-02-2013 and 05-03-2013. The candidates may down-load and print the personalized payment challan from the ISRO system on any day between 12-02-2013 and 04-03-2013 and remit the application fee before the prescribed last date i.e., 05-03-2013. Upon remittance of the application fee, one copy of the challan form will be retained by State Bank [Bank copy] and remaining two parts will be given to the candidate. Out of the two challan parts, the candidate has to send one part of the challan form [ISRO copy] to Sr. Administrative Officer (ICRB), ISRO Headquarters, Antariksh Bhavan, New BEL Road, Bangalore -560 094 by post superscribing on the envelope"ICRB - RECRUITMENT OF SCIENTIST/ENGINEER 'SC'" within 7 days of filing of application and in any case not later than 11-03-2013 The remaining one copy of challan form [Applicant copy] shall be retained by the candidate for future reference.   • Those candidates who are already employed under Central/State Government, Public Sector Undertakings or Autonomous Bodies have to send a `No Objection Certificate' from the employer concerned, duly indicating their Registration Number and Post Code to Sr. Administrative Officer (ICRB), ISRO Headquarters, Antariksh Bhavan, New BEL Road, Bangalore -560 094 within 7 days of filing of application and in any case not later than 11-03-2013.
Selection Process:
    The candidate should have First Class with minimum 65% marks in the Qualifying Degree ie, BE/B.Tech or equivalent for submission of application on line. Please note that the qualification prescribed is the MINIMUM requirement and the same does not automatically make candidates eligible for written test. Based on the academic performance and bio-data, initial screening will be conducted to short-list candidates for taking-up written test. The written test will be conducted on 05-05-2013(Sunday) at ten venues viz Ahmedabad, Bangalore, Bhopal, Chennai, Guwahati, Hyderabad, Kolkata, Mumbai, New Delhi and Thiruvananthapuram. However, the Organisation reserves the right to cancel/change the written test venue and re-allot the candidates to any other test centre. The call letters for the written test to the short-listed candidates will be sent only by e-mail during second/third week of April 2013. Based on the performance of the candidates in the Written Test, candidates will be short-listed for interview. The schedule and venue of the interview will be notified separately to the shortlisted candidates only. Candidates attending the interview will be reimbursed to and fro second-class train fare by the shortest route from the city indicated in the online application form to the place of interview (change of address and city for the purpose will not be entertained).
Pay and Allowances:
    Selected candidates will be appointed as Scientist/Engineer 'SC' in the pay band of Rs. 15600-39100 with grade pay of Rs. 5400/-. The gross emoluments in the minimum of pay band will at present be approximately Rs. 36,120/-p.m. In addition, House Rent Allowance [HRA] and Transport Allowance at the prescribed rates in force at the place of posting will be paid for those who are not availing Departmental Housing and Transport facility, respectively. The employees will be governed by the New Pension Scheme. On employment in ISRO, other facilities are available such as medical facilities for self and dependants, subsidized canteen, transport allowance when official transport is not availed, limited housing facility for fresh entrants in lieu of HRA, Leave Travel Concession, Group Insurance, advances for purchase of conveyance, construction of house, etc as per Central Government orders.
Other Conditions/Instructions:
  • The posts are temporary, but likely to continue.
  • The number of posts indicated above are provisional and may vary depending on the actual requirements.

Candidates who had ordinarily been domiciled in the
State of Jammu & Kashmir during the period from 1st
Jan 1980 to 31st Dec 1989.

3.(b)APPLICATION FEE : Rs 50/-(Rs Fifty only) payable by the applicants through Demand
Draft only drawn in favour of "The Sr. General Manager, Ordnance Factory
Khamaria, Jabalpur-482 005" (Payable at Jabalpur). No other mode of
payment viz. IPO,Cheque/Cash etc. would be accepted. SC/ST/PH/Ex-Servicemen
are exempted from payment of Application fee. DD should not be drawn before the
date of publication of the Advertisement. The Demand Draft should be drawn
from a Scheduled Bank only.
4. Photographs: The candidates should affix his/her recent (not more than 3 months old)
passport size photograph on the application form at the prescribed place duly
signed by him/her. The candidate's signature on the photograph should be in such
a way that signature is partly on the photograph and partly on the application
form. He/She should also enclose two more copies of the same photograph (self
signed on front of photographs and name and post/trade applied should be written
on the back of the photographs.)
5. Closing Date :
Last date/closing date of filling of online application will be 21 days from the last
date of advertisement in the Employment News/Rozgar Samachar.
For example, if advertisement published in employment news on 09th Feb 2013 -
15th Feb 2013 then the closing date of filling of online application will be 21 days
from 16/02/2013 i.e. on 08/03/2013.
6. Syllabus :
The syllabus for the written test for a trade will be broadly as that of the NCTVT
examination syllabus for that trade. The syllabus for Trade Test (Practical) will be
as per Trade Test specification of the semi-skilled grade of the relevant trade.


7. Mode of Selection :
(i) The selection process shall comprise of Written Test of 100 marks and Trade
Test practical.
(ii) Written Test shall be fully objective type and OMR based.
(iii) Short-listed candidates on the basis of written examination will be called for
Practical/Trade Test and verification of certificates/documents in the ratio of 1.25
times of the number of vacancies. Practical/Trade Test will be purely of qualifying
nature. The selection will be made strictly as per merit, on the basis of written
examination subject to getting qualified in the practical examination.
GENERAL INSTRUCTION
1. Candidates shall apply for the above posts online within 21 days from the date of publication
of advertisement in Employment News. Instruction for applying for the above posts online are
given separately at Annexure.
2. Those who are found eligible on the basis of online application and scrutiny thereof; they
will be issued online admit card 15 days prior to the date of examination.
3. Crucial Date: The crucial date for determining the age shall be the last date of online
submission of application.
4. Application Fee: Candidates must send examination fees in the form of Bank Draft (not to be
purchased before the date of publication of advertisement) in favour of "General Manager,
Ordnance Factory Khamaria" payable at Jabalpur for Rs, 50(Rs, Fifty Only). The examination
fee is not refundable. SC/ST, PWD and Ex SM candidates are exempted from the submission of
fee.
5. Candidates appearing in written test will come at their own expense. However, outstation
SC/ST Candidates will be paid II Class railway fare or Bus fare chargeable by the shortest
route from Railway Station/ Bus Stand nearest to their normal place of residence or from
which they actually performed journey, whichever is nearer to the place of examination
and back to the station, provided that the fare of the first 30 km in both cases ( i.e. rail
or road), is borne by the candidates and the reimbursement restricted to the fair in
respect of the balance of distance exceeding 30 km both ways. No extra charges, if any
incurred for reserving seat/sleeping berth in the train will, however, be reimbursed to the
candidates. TA form is available in website, which will be downloaded, filled and
submitted along with bus/train ticket by the candidates on the day of the exam.
6. Caste certificate should be submitted strictly in accordance with latest government orders.
7. Candidates should put their "Left Hand Thumb" impression at the appropriate box in the
application form.


8. Place of Work:
Ordnance Factory Khamaria, Po- Khamaria, Distt - Jabalpur (M.P.) 482005 but services are liable to be
transferred to any Ordnance and Ordnance Equipment Factory in India.
9. No GPF and DCRG Scheme are admissible to the Post under Central Govt w.e.f.01.01.2004, The New
Pension Scheme i.e. Defined Contribution Pension Scheme is compulsory for all Central Govt. Employees.
10. The above post is temporary, but likely to be permanent.
11. The persons with disabilities should submit a copy of the disability certificate ( clearly indicating the
percentage of disability) in the prescribed format issued by the Competent Medical Authorities, duly attested
by the Gazetted Officer along with the application form.
12. The candidate who are Government Servant should enclose NOC in original, along with the certificate from
there establishment that "NO DISCIPLINARY ACTION IS CONTEMPLATED/ PENDING" against them and
that they have no objection in releasing them in case of selection with his application. If a candidates enters into
Government Service after sending the application form, he must produce NOC from his employer at the time of
undergoing any of the further process for the recruitment /selection.
13. Rejection of application.- The application shall be summarily rejected on following grounds:-
(i) If date and signature is not appended in the Application form at all the prescribed places.
(ii) If the candidate does not put " left hand" thumb impression in the application form at the prescribed
column of the proforma.
(iii) If copies of supporting document duly attested are not enclosed.
(iv) If essential qualification is not met.
(v) If the age of the candidate exceeds the prescribed age limit on the last date.
(vi) If the applications received after the last date of receipt of application.
(vii) If application is not completed in all respect.
(viii) If the name of the post is not clearly superscripted/written on the top of the envelope in capital
letters.
14. Only selected candidates will be informed of their selection in due course after the selection process is over
and no correspondence on the subject would be entertained.
15. Applicants should enclose the following documents duly attested by the Gazetted Officer:-
(i) Copies of requisite certificates/documents in support of age (date of birth)
(ii) Marks sheet/ certificate of educational and technical qualifications.
(iii) Caste certificate (Non- creamy layer Certificate in respect of OBC, issue date should not be
more than 1 year from the date of submission).
(iv) Any other document.
Note: All the requisite documents should be sent along with application form. No document
will be entertained if sent separately.
Canvassing in any form will disqualify the candidate.
CAUTION TO CANDIDATES.
Some unscrupulous elements may approach the candidates with the assurance of procuring
appointment for you in the factory through illegal gratification. Candidates must not fall prey to
such false assurance or exploitation and must not entertain or encourage such element in any way.
It is emphasized and reassured that the written test and the selection process will be done on merit
only in a transparent manner.

* Then enter your personal details like name, father's name, gender, religion, date of birth

Enter the nearest railway station as well.
* Then feed you valid mobile no, email id and other phone number.

chronologically. Ensure to feed numeric data where applicable.
* Enter the bank draft (payable at BOI Khamaria Branch Code - 9412) details which will
be payable in favour of "The General Manager, Ordnance Factory Khamaria".
* Then click on the declaration check box and click on the accept button.
* If your application is accepted, a filled in application form will appear which will contain
you unique registration number and other details as entered by you.
* Take a print out of the same, affix your photograph, sign on the form, put " left hand
thumb" impression and send it along with other hard copies of documents and payment
slip (Demand Draft) as per advertisement conditions to the following post box by
ordinary post only (speed post/registered post/courier not allowed) within 7days after
closing date of online application.
