Pay Band, Pay Scale, Grade Pay, Basic Pay, Dearness Allowance, HRA, Transport Allowances For Central Government Employees

Before Central Government Implemented Sixth Pay Commission there used to term called Pay Scale. This Pay Scale used to determine the rank and other benefits of the post.

Generally a Pay Scale tells what is the starting Basic, what is the increment amount for every year and what is the last basic in the Pay Scale.

For example take a Pay Scale, for the post of Scientist or Officer

8000-275-13500

here 8000 is the starting basic bay for the post.

275  is the increment amount for the  post every year.

13500 is the last basic pay that post will attain after adding all the increments in the service

when a person joins in the post he will get 8000 as the basic pay

after one year he will given increment 275 so his basic pay will become 8275

like this every year he will get one increment and his basic pay will stop at 13500.

 PayScale was used to determine the rank of the post also. for example most of the 8000-275-13500 pay scale posts are gezetted.

all people who are having payscale 8000-275-13500 are eligible to travel by air for official duty.
all 10000-325-15200 pay scale posts used to get two additional increments like this so on.

GradePay, PayBand
After Implementing Sixth Pay commision Government removed this Pay Scale term. Instead of this Pay Scale Introduced two terms One is Pay band and second one is Grade Pay


Grade Pay will determine the rank of the post and other benefits

Pay band will determine the starting pay and end pay for the post

For example Scientist or Officer entry level will get grade pay 5400 and Pay band 15600-39100


So an officer will get starting pay 15600 (this is called pay in pay band) and Gradepay 5400

now his basic pay will be 15600+5400 (Pay in Payband + Gradepay) i.e 21000 is the basic Pay

Sixth pay commission recommended 3% of  basic pay as increment (unlike fixed amount 275)

after one year 3% of is basic pay will be the increment i.e 21000*3/100 = 630 is the increment amount so his pay in pay in Payband is  15600+630 i.e 16230 and his Basic Pay will be 16230 + 5400

like this pay in payband will go up to 39100 (last amount in pay band 15600-39100)



What is Basic Pay:

Basic Pay is the basic (minimum, without taking into account any additional benefits ) amount a person gets for his post.  Based on this basic pay all other allowances are calculated like Dearness Allowance (DA) , House Rent Allowance (HRA) ,  Transport Allowance (TPA) 

Dearness Allowance : Is the allowance given to accommodate price increases in the market. based on the current goods price DA allowance will be decided. Government will calculate the price increases on all the items (food, vegetables etc) and decides how much DA has to be paid for an employee. Generally this will be a percentage of BASIC PAY. From July 2012 on wards DA is 72% of Basic Pay.

House Rent Allowance :: This allowance is given for paying house rent.  depending on the city you are living it will be some percentage of basic pay. at present for central Govt. employees this is 30% of Basic Pay ( for A1 cities like Delhi, Hyderabad, Bangalore, Mumbai etc).  so if basic pay is 21000 he will get 6300 rupees as HRA.

Transport Allowance is given for accommodating the expenses for traveling between office and house. 
Transport Allowance for posts having Grade Pay 5400 or above is 3200
and for other posts (i.e gradepay less than 5400 ) transport allowance is 1600

Along with Transport allowance DA on Transport allowance also will be paid to the employee. this is to compensate price increase in Transport expenses. current DA is 72% percent so if Transport allowance is 3200 then 72% of 3200 will paid as DA on Transport Allowance.

SELECTION OF TRAINEE NAVIGATING OFFICER CADETS (TNOCs) FEB2013
[ADMISSION TO DNS COURSE LEADING TO BSc NAUTICAL SCIENCE DEGREE]
The Indian Maritime University (IMU), Chennai is scheduled to conduct the entrance examination for
admission to the B.Sc (Nautical Science) programme on 10.02.2013 at selected centers all over India. The
Shipping Corporation of India Ltd (SCI), proposes to select candidates for filling up 80 TNOC seats for pre sea
training course at Maritime Training Institute,(MTI) Mumbai for the Feb 2013batch from amongst the
candidates qualified in the IMU entrance examination and eligible as per the IMU admission rules. The
IMU CET shall be conducted at the six IMU centers (Chennai, Kochi, Kolkata, Kandla, Mumbai,
Vishakapattnam) and the two affiliates i.e. IMI, New Delhi and CMET, Lucknow on 10th February 2013.
Last date of submission of Application to INDIAN MARITIME UNIVERSITY is 31st Jan 2013.
The B.Sc (Nautical Science) course application form shall be available from The Shipping Corporation of India
Ltd website http://www.shipindia.com. Original IMU “A” application form completely filled in must be sent
directly to IMU by the applicants at following address : INDIAN MARITIME UNIVERSITY, East coast
Road, Uthandi , Chennai-600119.
All candidates desirous of joining course at SCI owned Institute MTI, Powai must fill their forms with Name of
sponsoring shipping Company as “SCI/MTI Powai” as mentioned in the Form A of IMU.
The application fees particulars as follows to be paid to IMU along with application form:
Rs. 1000/- for General candidates
Rs.700/- for SC/ST candidates
The fees should be paid by way of SBI Core Banking Challan A/C No. 31771957029.
Receipt of above payment of fees (Challan) must be sent along the application form.
Envelope containing the form must be super scribed as “APPLICATION FORM FOR DNS COMMON
ENTRANCE TEST”. Please do not send original application form to SCI as the same will not be entertained.
ELIGIBILITY FOR ADMISSION:
1. Educational Qualifications:
a) The eligibility for the CET will be a pass in 10 + 2 examinations from a recognized Board /
University with Physics, Chemistry and Mathematics (PCM) with not less than 55% in PCM
aggregate.
OR
b) With Physics as an individual subject in any one of the years of BSc with not less than 50%
marks in the final year of BSc from a recognized University provided that the candidate must
have passed 10+2 examination with Physics, Chemistry and Mathematics (PCM) from a
recognized Board / University.
OR
c) BE/BTech or its equivalent degree from IIT or from a college recognized by
AICTE/UGC/DEC
AND
Should have passed with not less than 50% marks in English as a separate subject at 10th or 12th
standard or in the Degree programme conducted by a recognized Board / University.


2. Age limit will be 25 years as on 25.02.2013.
3. The candidates should be medically fit as per MS (Medical Exam Rules 2000) including eye sight 6/6
normal vision .The Medical Certificates to be obtained from DG approved list of Hospital/Medical
Practitioners given on DG Shipping Website.
4. If a candidate is found not meeting the eligibility criteria above or having submitted any fake
document the candidate will not be considered for selection or removed from the course at any stage.
Relaxation:
1. For SC/ST candidates the relaxation in age limit will be five years.
2. For girl candidates the relaxation in age limit will be two years.

DATE OF ENTRACE EXAMINATION : 10.02.2013
COURSE COMMENCEMENT DATE : 25.02.2013
FEE STRUCTURE for training at MTI, Mumbai will be as follows:-
1. Advance fee upon selection after medical examination & certificate
verification, Rs. 60,000/- to SCI prior being offered letter of admission.
2. Payment in favour of SCI on first day of joining MTI Rs. 1,50,000/- by male candidates and Rs.
1,20,000/- by female candidates.
3. Payment in favour of SCI on first day of joining the second semester at MTI Rs. 1,50,000/- by male
candidates and Rs. 1,20,000/- by female candidates.
IMU Fees will be paid by the Candidate. (including Rs 10,000/- and Rs 27500/-) in addition to the
training fees at MTI prior joining the course.
All payments to SCI shall be made by DD drawn in favour of The Shipping Corporation of India Ltd,
payable at Mumbai from any nationalized Bank.
The entire training expenses at MTI, Mumbai for candidates belonging to SC/ST/BPL (Below poverty line)
categories shall be borne by SCI. Admission letter to the candidates belonging to SC/ST /OBC/BPL (Below
poverty line) categories will be issued only on production of the relevant certificates to that effect issued by the
competent government authorities. The SC/ST/OBC certificates should be in the Central Government
prescribed format. Sample of same may be downloaded from our website www.shipindia.com.
NOTE:-SCI reserves the right to accept or reject any candidate without assigning any reasons and no
communication in this regard will be entertained. SCI reserves the right to postpone/cancel its selection process
for the recruitment of TNOCS at any stage without assigning any reasons and no communication in this regard
will be entertained.

All candidates applying for Maritime Training Institute, Powai (owned by The Shipping Corporation of India
Ltd) shall have to qualify CET conducted by IMU Chennai and Merit list of all the candidates opting for MTI,
Powai will be prepared by IMU. MTI will select required number of candidates from the list in order of merit
in compliance with the reservation criteria of the Government of India regarding SC/ST/OBC and DGS/IMU
rules. (Eligibility criteria and medical Rules).
