PARA-2: EDUCATIONAL QUALIFICATIONS:
Applicants must possess the qualifications from a recognized University as detailed
below or equivalent thereto, subject to various specifications in the relevant service rules and as
indented by the department as on the date of notification.

EXPLANATION:
After provision of the relaxation of Age in Col. No. 3 of table above; the age shall not
exceed the maximum age prescribed for the post for the candidates at Sl. No. 3 & 4.
The age relaxation for Ex-Servicemen is applicable for those who have been released
from defense otherwise than by way of dismissal, misconduct, and inefficiency.
PARA-4: (a) FEE: (Remittance of Fee) Each applicant must pay Rs. 100/- (Rupees One
Hundred Only) towards Application Processing Fee and Examination Fee RS. 80/- (RUPEES
EIGHTY ONLY) (if Candidates are not exempted from payment of Fee). Payment of Rs. 100/-
(Rupees One Hundred Only) towards application processing fee is compulsory for all
Applicants.
b) Mode of Payment of Fee:
I Step:-The Candidate has to logon to the WEBSITE (www.apspsc.gov.in) and enter his/her
Basic Personal Details like Name, Father’s Name, Date of Birth, and Community.
II Step:-Immediately on entering the above details the Applicant will get (downloadable)- Challan
Form to pay the Fee at AP Online centers /State Bank of India.


III Step:-The Applicant should pay the prescribed Fee in any one of the A.P. Online centers /
State Bank of India and obtain Fee paid challan with Journal Number in the first
instance.
IV Step:-On the next working day after payment of Fee the Applicant should again visit
WEBSITE and enter the Journal Number to get the format of Application. The applicant
has to invariably fill all the columns in the Application and should submit ON-Line. Even
after making payment of fee, candidate fails to submit the bio-data particulars, such
applications shall be rejected without giving any notice.
V Step:- If any candidate fails to enter “Community” for any reason, they will be treated as an
OC without giving any notice.
NOTE ON EXEMPTIONS: The following category of candidates are exempted from payment of
fee:
a) SC, ST, BC, PH Ex-Service Men.
b) Families having Household Supply White Card issued by Civil Supplies Department, A.P.
Government. (Residents of Andhra Pradesh)
c) Un employed youth in the age group of 18 to 34 years as per G.O.Ms.No. 439,
G.A.(Ser.A) Dept., dated: 18/10/1996 should submit declaration at an appropriate time to
the Commission.
d) Applicants belonging to the categories mentioned above (except Physically
Handicapped persons and Ex-Service Men) hailing from other States are not entitled for
exemption from payment of fee and not entitled for claiming any kind of reservation.
PARA-5: PROCEDURE OF SELECTION:
THE SELECTION OF CANDIDATES FOR APPOINTMENT TO THE POSTS WILL BE MADE
BY WRITTEN EXAMINATION (OBJECTIVE TYPE) FOR ELIGIBLE CANDIDATES.
THE FINAL SELECTION OF THESE POSTS WILL BE BASED ON THE WRITTEN
EXAMINATION ONLY.
1. The minimum qualifying marks for selection are OCs 40%, BCs 35% SCs, STs and PHs
30% or as per rules. The minimum qualifying marks are relaxable in the case of SC/ST/BC/PH
on the discretion of the Commission.
2. The candidates will be selected and allotted to Service/ Department as per their rank in
the merit list and as per zonal preference for allotment of candidates against vacancies and for
the vacancies available.
N.B.: Mere securing minimum qualifying marks does not vest any right in a candidate for being
considered for selection.
3. The appearance in all the papers at the Written Examination as per rules is compulsory.
Absence in any of the papers will automatically render his candidature as disqualified.
4. Candidates have to produce Original documents and other particulars on the day of
verification date itself for verification as and when required and called for. If candidate fails
to produce the certificates if any one, and the particulars furnished in the Application do not
tally with the Original documents produced by the candidate, the candidature will be
rejected/disqualified without any further correspondence. As candidature for the recruitment
is processed through Computer/Electronic devices based on the particulars furnished in the
Application Form, the candidate is advised to fill in all the relevant particulars carefully.
5. While the Commission calls for preference of candidates in respect of posts, zones etc.,
in the application form, it is hereby clarified that the said preferences are only indicative for
being considered to the extent possible but not binding or limiting the Commission’s powers
enjoyed under Article 315 and 320 of the Constitution of India. Therefore, the Commission has
the power to assigning a successful candidate to any of the notified posts for which he is
considered by them to be qualified and eligible, subject to fulfilling the selection criterion. Mere
claim of preference for any Zone for allotment against vacancy does not confer a right to
selection for that Zone in particular or any Zone in general.
6. The appointment of selected candidates will be subject to their being found medically fit
in the appropriate medical classification, and if he/she is of sound health, active habits free from
any bodily defect or infirmity.
Para-6: SCHEME OF EXAMINATION: The Scheme and Syllabus for the Written Examination
has been shown in Annexure-II.
PARA-7: HOW TO APPLY:
A) HOW TO UPLOAD THE APPLICATION FORM:
i) The Applicants have to read the User Guide for Online Submission of Applications and
then proceed further.

Step: The Candidate has to logon to the WEBSITE (www.apspsc.gov.in) and enter his/her

II Step: Immediately on entering the above details the Applicant will get (downloadable)- Challan

WEBSITE and enter the Journal Number to get and fill the format of Application and
should submit ON-LINE.
V Step: Affix your recent Colour Passport Size Photograph on a White Paper and then sign
below the photograph with Black Pen. Scan the above Photo and Signature and Upload
in the appropriate space provided (JPG Format) in Application Form.
VI Step: The applicants have to invariably fill all the relevant columns in the Application and
should submit ON-LINE.
ii) Hand written/ Typed/ Photostat copies/ outside printed Application Form will not
be accepted and liable for rejection.
iii) Only applicants willing to serve anywhere in the Andhra Pradesh should apply.

CANDIDATURE WILL BE REJECTED EVEN THOUGH HE/SHE COMES THROUGH THE
FINAL STAGE OF RECRUITMENT PROCESS OR EVEN AT A LATER STAGE.
4. Before Uploading/Submission Application Form, the Candidates should carefully ensure
his/her eligibility for this examination. NO RELEVANT COLUMN OF THE APPLICATION

5. The candidates should carefully decide about the choice for CENTRE for the examination,
which is taken as final. If any candidate appears at a centre/ Examination venue other than
one allotted by the Commission, the answer sheets of such candidates shall not be valued
and liable for invalidation.
6. The Commission reserves the right to create centre(s) for examination and also to call the
Candidates for the test at any other centre


PARA-9: CENTRES FOR THE WRITTEN EXAMINATION:
1. The Written Examination will be held at the following Five Centres:
1- HYDERABAD 2- VISAKHAPATNAM 3- VIJAYAWADA
4- TIRUPATI 5- WARANGAL.
2. Applicants should choose only one of the above centres. Centre once chosen shall be final.
The Commission however reserves the right to allot candidates to any centre other than
centre chosen by the applicant or abolish a centre and/or to create a new centre for
administrative reasons.
3. The Written Examination will be held on 26/05/2013.

including the main features of the Indian agricultural and natural resources. Questions on Indian

ability, the candidates will be tested on reasoning and analytical abilities.

ii) Should have passed National Eligibility Test (NET) conducted by UGC,
CSIR or similar test accredited by the UGC or SLET conducted by the
Osmania University. (formerly by A.P. College Service Commission.)
N.B.:1. A relaxation of 5% marks may be provided, from (55% to 50% of
marks) at the Master’s Level for the SC/ST/PH category.
2. A relaxation of 5% marks may be provided, (from 55% to 50% of marks) to
the Ph.D., Degree holder who have passed their Master’s Degree prior to
19.09.1991.
3. “NET/SLET shall remain the minimum eligibility condition for recruitment
and appointment of Librarians in Government Degree Colleges”.
Provided, however, that candidates who are or have been awarded Ph.D
degree in compliance of the University Grants Commission (minimum
standards and procedure for award of Ph.D. Degree) Regulations, 2009 shall
be exempted from the requirements of the minimum eligibility condition of

PARA-5: PROCEDURE OF SELECTION:
THE SELECTION OF CANDIDATES FOR APPOINTMENT TO THE POSTS WILL BE MADE

THE FINAL SELECTION OF THESE POSTS WILL BE BASED ON THE WRITTEN
EXAMINATION.
1. The minimum qualifying marks for selection are OCs 40%, BCs 35% SCs, STs and PHs
30% or as per rules. The minimum qualifying marks are relaxable in the case of SC/ST/BC/PH

Applicants must possess the qualifications from a recognized University as detailed below
or equivalent thereto, subject to various specifications in the relevant service rules as on the

CSIR or similar test accredited by the UGC or SLET.
N.B.:1. A relaxation of 5% marks may be provided, from (55% to 50% of

2. A relaxation of 5% marks may be provided, (from 55% to 50% of marks) to
the Ph.D., Degree holder who have passed their Master’s Degree prior to
19.09.1991.
3. “NET/SLET shall remain the minimum eligibility condition for recruitment
and appointment of Physical Directors in Government Degree Colleges”.
Provided, however that candidates who are or have been awarded Ph.D
degree in compliance of the University Grants Commission (minimum
standards and procedure for award of Ph.D. Degree) Regulation, 2009 shall
be exempted from the requirements of the minimum eligibility condition of

PARA-2: EDUCATIONAL QUALIFICATIONS:
Applicants must possess the qualifications from a recognized University/Board as
detailed below or equivalent thereto, subject to various specifications in the relevant Service
Rules and as indented by the department as on the date of Notification.

driving motor vehicles are not available, persons with two years
experience in driving motor vehicles may be appointed.
Provided further that in case of Women, they must hold a
Motor Vehicle driving license, if they are holder of Light Motor
Vehicle Driving License only, they shall acquire the Heavy
Transport Vehicle Endorsement within two years of their joining
the service as Assistant Motor Vehicles Inspector, failing which
their services will be terminated without assigning any reasons.
PHYSICAL REQUIREMENTS:-
i) For Men:- The Minimum height must not be less than 165 Cms. in height and must not
be less than 86.3 Cms. round the chest on full inspiration with a minimum expansion of 5.00
Cms.
a) For Men (SC/ST and Aboriginal Tribes):- The minimum height must not be less
than 160 Cms. and must not be less than 83.80 Cms. round the chest on full inspiration with a
minimum expansion of 5.00 Cms.
ii) For Women:- The height shall not be less than 152.5 Cms. and must not be less than
82.30 Cms. round the chest on full inspiration with a minimum of expansion 5.00 Cms.
a) For Women (SC/ST):- The Minimum height shall not be less than 152.5 Cms. and
must not be less than 79.80 Cms. round the chest on full inspiration with a minimum of
expansion of 5.00 Cms
iii) Must be certified to possess the visual standards specified below without glasses:
(a) Right Eye :Distance Vision 6/6 Near Vision :0.5
(on Shellen’s Chart)
(b) Left Eye :Distance Vision 6/6 Near Vision :0.5

(c) Each eye must have a full field of vision


(d) Colour Blindness, Squint or any morbid conditions of the eyes or lids of either
eye, knock kness, pigeon chest, flat foot, varicose veins, hammer toes, fractured
limbs and decayed teeth shall be deemed to be a disqualification.
Note:-The applicants should satisfy a competent medical board as to their fitness, Physique,
Vision etc., as provided for in the Rules at the appropriate stage of the recruitment
process.
PARA-3: AGE: Minimum 21 years & Maximum 34 years as on 01/07/2012
N.B: The Candidate shall complete 21 years and shall not be more than 34 years of age.
NOTE: The upper age limit prescribed above is relaxable in the following cases:

EXPLANATION:

from defense otherwise than by way of dismissal, misconduct, and inefficiency.
PARA-4: (a) FEE: (Remittance of Fee) Each applicant must pay Rs. 100/- (Rupees One
Hundred Only) towards Application Processing Fee and Examination Fee RS. 80/- (RUPEES
EIGHTY ONLY) (if Candidates are not exempted from payment of Fee). Payment of Rs. 100/-
(Rupees One Hundred Only) towards application processing fee is compulsory for all
Applicants.
b) Mode of Payment of Fee:
I Step:-The Candidate has to logon to the WEBSITE (www.apspsc.gov.in) and enter his/her
Basic Personal Details like Name, Father’s Name, Date of Birth, and Community.
II Step:-Immediately on entering the above details the Applicant will get (downloadable)- Challan
Form to pay the Fee at AP Online centers /State Bank of India.
III Step:-The Applicant should pay the prescribed Fee in any one of the A.P. Online centers /
State Bank of India and obtain Fee paid challan with Journal Number in the first
instance.
IV Step:-On the next working day after payment of Fee the Applicant should again visit
WEBSITE and enter the Journal Number to get the format of Application. The applicant
has to invariably fill all the columns in the Application and should submit ON-Line. Even
after making payment of fee, candidate fails to submit the bio-data particulars, such
applications shall be rejected without giving any notice.
V Step:- If any candidate fails to enter “Community” for any reason, they will be treated as an
OC without giving any notice.
NOTE ON EXEMPTIONS: The following category of candidates are exempted from payment of
fee:
a) SC, ST, BC, & Ex-Service Men.
b) Families having Household Supply White Card issued by Civil Supplies Department, A.P.
Government. (Residents of Andhra Pradesh)
c) Un employed youth in the age group of 21 to 34 years as per G.O.Ms.No. 439,
G.A.(Ser.A) Dept., dated: 18/10/1996 should submit declaration at an appropriate time to
the Commission.

year period. If, however, it is based on residence, a certificate should be obtained from an
officer of the Revenue Department not below the rank of a Mandal Revenue Officer in
independent charge of a Mandal.
iv). If, however, a candidate has resided in more than one Mandal during the relevant
four/seven years period but within the same District or Zone as the case may be separate
certificates from the Mandal Revenue Officers exercising jurisdiction have to be obtained in
respect of different areas.
NOTE:
(A) Single certificate, whether of study or residence would suffice for enabling the candidate to
apply as a "LOCAL CANDIDATE".
(B) RESIDENCE CERTIFICATE WILL NOT BE ACCEPTED, IF A CANDIDATE HAS STUDIED
IN ANY EDUCATIONAL INSTITUTION UPTO S.S.C. OR EQUIVALENT EXAMINATION,
SUCH CANDIDATES HAVE TO PRODUCE STUDY CERTIFICATES INVARIABLY. THE
CANDIDATES, WHO ACQUIRED DEGREE FROM OPEN UNIVERSITIES WITHOUT
STUDYING SSC/ MATRICULATION OR EQUIVALENT IN EDUCATIONAL INSTITUTION,
HAVE TO SUBMIT RESIDENCE CERTIFICATE ONLY. EDUCATIONAL INSTITUTION
MEANS A RECOGNIZED INSTITUTION BY THE
GOVERNMENT/UNIVERSITY/COMPETENT AUTHORITY.
(C) Candidates are advised to refer provisions of the PRESIDENTIAL ORDER 1975 in this
regard

City Cadre: City of Hyderabad consists of Hyderabad Division, Secunderabad Division of
Municipal Corporation of Hyderabad, Secunderabad Contonment area,
O.U.Campus, Fatehnagar, Bowenpally, Macha Bolarum, Malkajgiri, Uppal Khalsa,
Alwal, Balanagar, Moosapet, Kukatpally Panchayat Areas and Zamistanpur and
Lallaguda villages. (HYD)
NB: Where City Cadre is not organized separately Candidates belonging to City Cadre – City of
Hyderabad will be considered under Zone-VI
PARA-7: SCHEME OF EXAMINATION:- The Scheme & Syllabus for the examination has been
shown in Annexure-II.
PARA-8: HOW TO APPLY:
A) HOW TO UPLOAD THE APPLICATION FORM:
i) The Applicants have to read the User Guide for Online Submission of Applications and
then proceed further.
I Step: The Candidate has to logon to the WEBSITE (www.apspsc.gov.in) and enter his/her
Basic Personal Details like Name, Father’s Name, Date of Birth, and Community.
II Step: Immediately on entering the above details the Applicant will get (downloadable)- Challan
Form to pay the Fee at AP Online centers /State Bank of India.
III Step: The Applicant should pay the prescribed Fee in any one of the A.P. Online centers /
State Bank of India and obtain Fee paid challan with Journal Number in the first
instance.
IV Step: On the next working day after payment of Fee the Applicant should again visit
WEBSITE and enter the Journal Number to get and fill the format of Application and
should submit ON-LINE.
V Step: Affix your recent Colour Passport Size Photograph on a White Paper and then sign
below the photograph with Black Pen. Scan the above Photo and Signature and Upload
in the appropriate space provided (JPG Format) in Application Form.
VI Step: The applicants have to invariably fill all the relevant columns in the Application and
should submit ON-LINE.
ii) Hand written/ Typed/ Photostat copies/ outside printed Application Form will not
be accepted and liable for rejection.
iii) Only applicants willing to serve anywhere in the Andhra Pradesh should apply.

data entry processed, based on these particulars only by Computer. Candidates should,
therefore, be very careful in Uploading / Submitting the Application Form Online.
3. INCOMPLETE/INCORRECT APPLICATION FORM WILL BE SUMMARILY REJECTED.
THE INFORMATION IF ANY FURNISHED BY THE CANDIDATE SUBSEQUENTLY WILL
NOT BE ENTERTAINED BY THE COMMISSION UNDER ANY CIRCUMSTANCES.
APPLICANTS SHOULD BE CAREFUL IN FILLING-UP OF THE APPLICATION FORM AND
SUBMISSION. IF ANY LAPSE IS DETECTED DURING THE SCRUTINY, THE
CANDIDATURE WILL BE REJECTED EVEN THOUGH HE/SHE COMES THROUGH THE
FINAL STAGE OF RECRUITMENT PROCESS OR EVEN AT A LATER STAGE.
4. Before Uploading/Submission Application Form, the Candidates should carefully ensure
his/her eligibility for this examination. NO RELEVANT COLUMN OF THE APPLICATION
FORM SHOULD BE LEFT BLANK, OTHERWISE APPLICATION FORM WILL NOT BE
ACCEPTED.
5. The candidates should carefully decide about the choice for CENTRE for the examination,
which is taken as final. If any candidate appears at a centre/ Examination venue other than
one allotted by the Commission, the answer sheets of such candidates shall not be valued
and liable for invalidation.
6. The Commission reserves the right to create centre(s) for examination and also to call the
Candidates for the test at any other centre..
PARA-9: CENTRES FOR THE WRITTEN EXAMINATION:
1. The Written Examination will be held at the following Five centres:
1- HYDERABAD 2- VISAKHAPATNAM 3- VIJAYAWADA
4- TIRUPATI 5- WARANGAL.
2. Applicants should choose only one of the above centres. Centre once chosen shall be
final. The Commission however reserves the right to allot candidates to any centre other
than centre chosen by the applicant or abolish a centre and/or to create a new centre for
administrative reasons.
3) The Written Examination will be held on 26/05/2013
PARA-10: INSTRUCTIONS TO CANDIDATES:
1) The candidates must note that his/her admission to the examination is strictly provisional.
The mere fact that an Admission has been issued to him/her does not imply that his/her
candidature has been finally cleared by the Commission or that the entries made by the
candidate in his/her application have been accepted by the Commission as true and correct.
The candidates have to be found suitable after verification of original certificates; and other
eligibility criteria. The Applicants have to upload the his/her scanned recent colour passport
photo and signature to the Application Form. Failure to produce the same photograph, if
required, at the time of interview/ verification, may lead to disqualification. Hence the
candidates are advised not to change their appearance till the recruitment process is
complete.
2) The candidates should go through the instructions given on the cover page of test booklet
and carefully write his/her Register Number, Subject / Subject Code, Booklet Series, Name
of the Examination Centre etc., in the Answer Sheet, which will be provided to him/her in the
examination hall.
3) Since the answer sheets are to be scanned (valued) with Optical Mark Scanner system, the
candidates have to USE BALL POINT PEN (BLUE/BLACK) ONLY FOR MARKING THE
ANSWERS. The candidates will be supplied OMR Sheet consists of two copies i.e., the
Original Copy (Top Sheet) and Duplicate Copy (Bottom Sheet). The candidate is required to
use Ball Point Pen (Blue or Black) for filling the relevant blocks in the OMR Sheet including
bubbling the answers. After writing the examination the candidate has to handover the
original OMR sheet (Top Sheet) to the invigilator in the examination hall, if any candidate
takes away the original OMR Sheet (Top Sheet) his/her candidature will be rejected.
However the candidate is permitted to take away the duplicate OMR Sheet (Bottom Sheet)
for his/her record. The candidates should bring Ball Point Pen (Blue/Black and smooth
writing pad) to fill up relevant columns on the Answer Sheet. The candidate must ensure

encoding the Register Number, Subject/Subject Code, Booklet Series, Name of the
Examination Centre, Signature of the Candidate and Invigilator, etc., on the O.M.R. Answer
sheet correctly, failing which the Answer sheet will be rejected and will not be valued. Use of
whitener on OMR Sheet will lead to disqualification.
4) The OMR Sheets have to bubble only by Ball Point Pen (Blue/Black). Bubbling by Pencil /
Ink Pen / Gel Pen is not permitted in this examination.
5) The candidates should satisfy the Invigilator of his identity with reference to the signature
and photographs available on the Nominal Rolls and Hall Ticket.
6) The candidates should take their seats 20 minutes before the commencement of the
examination and are not to be allowed after 10 minutes of the scheduled time. They should
not leave the examination hall till expiry of fulltime. The candidates are allowed to use the
calculators in the examination hall (not programmable calculators). Loaning and
interchanging of articles among the candidates is not permitted in the examination hall. Cell
phones and Pagers are not allowed in the examination hall.
7) The candidates are expected to behave in orderly and disciplined manner while writing the
examination. If any candidate takes away Answer Sheet, the candidature will be rejected
and in case of impersonation/ disorder/ rowdy behaviour during Written Examination,
necessary F.I.R. for this incident will be lodged with concerned Police Station, apart from
disqualifying appointment in future.
Merit is the only criteria that decides the selections. Candidates trying to use unfair
means shall be disqualified from the selection. No correspondence whatsoever will be
entertained from the candidates.
8) The Commission would be analyzing the responses of a candidate with other appeared
candidates to detect patterns of similarity. If it is suspected that the responses have been
shared and the scores obtained are not genuine/ valid, the Commission reserves the right to
cancel his/ her candidature and to invalidate the Answer Sheet.
9) If the candidate noticed any discrepancy printed on Hall ticket as to community, date of birth
etc., they may immediately bring to the notice of Commission’s officials/Chief Superintendent
in the examination centre and necessary corrections be made in the Nominal Roll, in the
Examination Hall against his/her Hall Ticket Number for being verified by the Commission’s
Office.

Questions on General Science will cover General appreciation and understanding of science

current events, knowledge of significant national and international events will be tested. In
History of India, emphasis will be on broad general understanding of the subject in its social,
economic and political aspects. Questions on Indian National Movement will relate to the nature
and character of the nineteenth century resurgence, growth of Nationalism and attainment of
independence. In geography emphasis will be on geography of India. Questions on geography
of India will relate to physical, social and economic geography of the country, including the main
features of the Indian agricultural and natural resources. On general mental ability, the
candidates will be tested on reasoning and analytical abilities.

No 315 Home (Pol.C) Department dated 13-10-1999 and the amendments thereon
b) Recruitment to the posts mentioned in the SPF department (post code no. 25) is being
made as per the provisions of G.O. Ms. No. 208 Home (Pol.F) Department dated 20-08-1997
and further amendments thereon
c) Recruitment to the posts mentioned in the Fire & Emergency Services department
(post code no. 26) is being made as per the provisions of A.P. Fire Subordinate Service Rules,
1992 issued by the Government of Andhra Pradesh in G.O. Ms. No. 568 Home (Prisons-A)
Department dated 24-11-1992 read with G.O. Ms. No. 98 Home (Prisons-A) Department
dated 12-05-2008 and G.O. Ms. No. 110 G.A. (Ser.A) Dept., dated 28-02-2008 read with
G.O. Ms. No. 216 G.A. (Ser.A) Dept., dated 17-04-2008.
Pertaining to Backward Classes (paras 4 & 5)
4. Relaxation in upper age limit (as given in para 7 (A) (b) (i)) and / or reservation
to ‘BC-E group’ or ‘any category in BC-E group’ will be subject to the adjudication of
the litigation pending before the Honourable Courts. However relaxation in upper age
limit (as given in para 7 (A) (b) (i)) and / or reservation to ‘BC-E group’ is applicable to the
first 14 categories of BC-E group as per interim order on 25-03-2010 in Civil Appeal No(s).
2628-2637 of 2010 of Hon’ble Supreme Court of India. The castes mentioned in Sl. No. 15
are treated as ‘OC’ category (List is available in page 2 of the application form).
5. Government have issued in G.O.Ms.No. 3, Backward Classes Welfare (C2)
Department dated 04-04-2006, laying down the criteria to determine Creamy Layer
among Backward Classes in order to exclude from the provisions of reservations.
Government of Andhra Pradesh has adopted all the criteria to determine the Creamy
Layer among Backward Classes as fixed by the Government of India. The Government
of Andhra Pradesh have fixed the annual income limit at Rs. 4,00,000/-.


a) The candidates belonging to Backward Classes should submit the Community
certificate in the format given in Annexure - IV to avail relaxation in age. The
certificate must have been issued by the competent revenue authority in terms of G.O.
Ms. No. 58 SW (J) Dept., dated 12-05-1997.
b) Only those candidates belonging to Backward Classes who do not belong to ‘Creamy
layer’ as defined in G.O.Ms.No. 3, Backward Classes Welfare (C2) Department dated
04-04-2006 will be eligible to avail reservation. They should submit the certificate in
the format given in Annexure - V regarding their exclusion from the Creamy Layer
from the competent authority (Tahasildar) along with the Community certificate in the
format given in Annexure - IV.
c) Candidates belonging to Backward Classes who belong to ‘Creamy layer’ are eligible
to avail relaxation in age but not the quota for reservation. They should submit the
Community certificate in the format given in Annexure - IV.
6. The requisite educational qualification, age, physical standards, procedure to be
followed for selection etc are given below. The candidates must read the instructions given
in this notification as well as “instructions for filling the application form” carefully in their
own interest.

7. Eligibility Conditions:
A. For the posts mentioned against Post Code nos. 21 to 26 only men are eligible and
only women are eligible for Post Code nos. 27 and 28.
B. Age Limit:
a)
1) For the post code nos. 21 to 25, 27 to 28 :
(i) A person who, as on the date of notification, has been on duty as
Home Guard for a minimum duration of 360 days within a period
of two years and who is still continuing his service as Home
Guard, must have attained the age of 18 years and must not have
attained the age of 30 years as on 1st July, 2012 i.e., must have
been born not earlier than 2nd July, 1982 and not later than 1st
July, 1994.


(ii) in the case of all other candidates, must have attained the age of
18 years and must not have attained the age of 22 years as on 1st
July, 2012 i.e., must have been born not earlier than 2nd July,
1990 and not later than 1st July, 1994
2) For the post code no. 26 : Must have attained the age of 18 years and must
not have attained the age of 30 years as on 1st July, 2012 i.e., must have been
born not earlier than 2nd July, 1982 and not later than 1st July, 1994
b) The upper age limit prescribed in para (a) above will be relaxable as under;
i) upto a maximum of five years if a candidate belongs to a Backward Class
ii) upto a maximum of ten years if a candidate belongs to a Scheduled Caste
or a Scheduled Tribe
iii) length of regular service limited upto a maximum of five years if a
candidate is an employee of A.P. State Government (Employees of
APTRANSCO, Discoms, APGENCO, APSRTC, Corporations,
Municipalities, Local bodies etc. are not entitled for age relaxation)
iv) three years in addition to the length of service rendered in the Army, Naval
or Air Force of the Union for the candidates who served in the Army,
Naval or Air Force of the Union
v) three years in addition to the length of service rendered as a whole time
Cadet Corps Instructor in NCC provided the candidate rendered a
minimum service of 6 months as a whole time Cadet Corps Instructor in
NCC.
vi) upto a maximum of three years if a candidate is a retrenched temporary
employee in the State Census Department with a minimum service of 6
months during 1991
Save as provided above, the age limits prescribed can in no case be relaxed.
NOTE: - The date of birth accepted by the SLPRB is that entered in the Secondary School
Certificate or Matriculation or an equivalent examination certificate. No other document
relating to age like horoscopes, affidavits, birth extracts from Municipal Corporation, service
records and the like will be accepted.


C. Minimum Educational Qualification: The candidate must hold, as on 1st July, 2012,
Intermediate or its equivalent examination recognised by the State Government. In the case of
a candidate belonging to Scheduled Castes or Scheduled Tribes, as on 1st July, 2012, he/she
must have passed SSC or its equivalent examination recognised by the State Government and
should have studied Intermediate and appeared for the Intermediate Examinations in both the
1st year and 2nd year.

Note: The candidates who possess higher qualification than the prescribed one will also be
considered for selection on par with the candidates who possess the prescribed qualification.
D. Physical standards: The candidates should meet the following requirements
i) For the post code nos. 21 to 26:
a) Height: Must not be less than 167.6 cms.
b) Chest: Must not be less than 86.3 cms round the chest on full
inspiration with a minimum expansion of 5 cms.
ii) For the post code nos. 27 to 28:
a) Height: Must not be less than 152.5 cms
b) Weight: Must not be less than 40 kgs
Provided that in the case of candidates belonging to aboriginal tribes in the
agency areas of Srikakulam, Vizianagaram, Visakhapatnam, East Godavari, West
Godavari, Mahaboobnagar, Adilabad, Warangal and Khammam districts where the
reserved quota could not be fully utilised for want of sufficient candidates possessing
the requisite physical standards, the physical standards shall be relaxed as specified
below :
i) For the post code nos. 21 to 26:
a) Height: Must not be less than 160 cms.
b) Chest: Must not be less than 80 cms round the chest on full
inspiration with a minimum expansion of 3 cms.


ii) For the post code nos. 27 to 28:
a) Height: Must not be less than 150 cms
b) Weight: Must not be less than 38 kgs
E. Medical Standards :
a) Eye Sight : Visual Standards required for the above selection shall be as follows:

c) Candidates who have the following ailments or defects will not be considered for
recruitment to any post specified in this rule
i) Physically handicapped
ii) Knocking-knees, pigeon chest, flat foot, Vericose veins, Hammer toes,
fractured limbs, decayed teeth, stammering, hard of hearing and abnormal
psychological behaviour
NOTE : In order to prevent disappointment, candidates are advised to have themselves
examined by a Civil Surgeon before applying for the examination to ensure that they meet the
prescribed Physical and Medical Standard.


8. Application forms: Candidates must apply in the Application Form devised by the
Board for the examination, which can be downloaded from website www.apstatepolice.org
in the recruitment folder. They are requested to go through the notification thoroughly and it
is available on the website. The application form and notification are not issued from any
police office.

9. LAST DATE FOR RECEIPT OF APPLICATIONS: Eligible candidates should submit the
duly filled in application form along with the copies of the necessary certificates at any of
the places mentioned below on any working day from 21-01-2013 to 20-02-2013 in
between 10.00 hours and 14.00 hours. The candidates should appear and submit the
application in person and should not send their applications either by post or through
their nominee.

10. A prescribed fee of Rs. 25/- (Rupees twenty five only) in cash should be remitted at
the time of submission of each application form. Demand Drafts, Cheques, Indian Postal
Order etc. will not be accepted. SC/ST candidates are exempted from paying this fee.
11. Those who intend to apply for more than one category of posts need to submit only
one application form.
12. Applications submitted after 1400 hrs on 20-02-2013 will not be accepted.
Incomplete applications or applications without prescribed enclosures also will not be
entertained. The candidate who submits his/her application between 21-01-2013 and 20-02-
2013 will receive his / her Hall Ticket i.e., Identity Card (Candidate copy) on the same day
afternoon or on the next day. The two thumb impressions and photo of the applicant will be
captured at the time of submission of application form.
13. CANDIDATES TO ENSURE THEIR ELIGIBILITY FOR THE EXAMINATION: The
candidates applying for the examination should ensure that they fulfill all eligibility
conditions for admission to the examination. Their admission at all the stages of the
examination will be purely provisional and subject to satisfying the prescribed eligibility
conditions.
Mere issue of identity card to the candidate will not imply that his/her
candidature has been finally cleared by the Board.
The board will take up verification of eligibility conditions with reference to
original documents only after the candidate has finally qualified.
14. Selection Procedure/Scheme: - The Selection Procedure/Scheme of the Exam will be
as follows:
A) Preliminary Selection Test:
i) For Post Code Nos. 21 to 26: Candidates will have to run five (5) kms within
25 minutes.
ii) For Post Code No. 27 and 28: Candidates will have to run 2.5 kms within 16
minutes.


B) Physical Efficiency Test (PET) : The candidates qualified in the above
preliminary selection test and who possess the minimum physical standards will be required
to undergo the following tests and qualify as specified below:
i) For Post Code Nos. 21 to 26: Candidates must qualify in all the items of PET
mentioned below: -

In the case of posts (Code Nos. 22 to 25), the performance of the candidates in each
event will be awarded maximum 15 marks as shown in Annexure I. All the five (5) items put
together will carry 75 marks.
ii) For Post Code No. 27 and 28: Candidates must qualify in all the items of
PET mentioned below: -

C) Written Examination: Candidates who qualify in the above Physical
Efficiency Test will be required to appear for a written examination (three hours duration) as
given below. The syllabus is given in Annexure II.

Note: i) The minimum marks to be secured by a candidates in order to qualify in the
written examination is 40% for OCs; 35% for BCs; and 30% for SCs/STs and
Ex.Servicemen.


ii) Questions will be objective in nature and will be set in English, Telugu and
Urdu languages. However the questions relating to ‘English in the syllabus’ will be set in
English only in the ‘Telugu’ / ‘Urdu’ version of the question paper also.
iii) Candidates have to answer the questions on an OMR answer sheet using
Blue / Black Ball Point Pen only. For this purpose candidates should bring Blue / Black
Ball Point pens along with them.
E) Selection:
i) For Post Code Nos. 21, 26, 27 and 28: The final selection will be strictly on
relative merit of the candidates in each category, as obtained by them based on their score in
the written examination out of a maximum of 200 marks.
ii) For Post Code No. 22: The final selection will be strictly on relative merit of
the candidates in each category, as obtained by them based on their score out of a maximum
of 175 marks in physical efficiency test (75 marks) and written examination (100 marks).
iii) For Post Code Nos. 24 and 25: The final selection will be strictly on relative
merit of the candidates in each category, as obtained by them based on their score out of a
maximum of 175 marks in physical efficiency test (75 marks) and written examination (100
marks). As per the provisions of “The Andhra Pradesh Public Employment (Organisation of
Local cadres and regulation of direct recruitment) Order, 1975”, the rule of reservation to
local candidates is not applicable.
F) Preference: When two or more candidates in a particular category obtain equal
marks, preference will be given to the candidate who was born earlier.
15. Reservation to local candidates: Reservation to local candidates is applicable as
provided in the Rules and as amended from time to time as in force on the date of notification.
The candidates claiming reservation as local candidates should enclose the required Study
certificates (from VII class to X class (or) from IV class to X class, in case he/she is not
studied from VII class to X class in one particular district). Residence Certificate in the
proforma only should be enclosed for those candidates who have not studied in any
Educational Institutions.
