4. Eligibility:-
a) Nationality: As per PPR 12.14 (1).
 b) Domicile: As per PPR 12.14 (1)
c) Educational Qualification: The minimum educational qualification for a candidate
to be eligible for selection as constable shall be 10+2 for all categories.
d) Character Certificate: Candidates are required to produce a certificate of
character from the Principal Academic Officer of the University, College, School or
Institution last attended.
e) Age limits :- a) Lower-18 years
 b) Upper-25 years
c) For the candidate belonging to the Schedule caste and
Backward Class categories relaxation of upper age limit of 5
years shall be given as per Punjab Police Rules 12.15 (1).
(Exact date on which the date is to be determined is 01.10.2013)
f) Physical Standard:
 For Male Constables:-
 (i) Height-Minimum 5’-7”
 (ii) Chest-Un-expanded – Minimum 33”
 Expanded - Minimum 34 ½
 (Minimum expansion of one and half inch) (Note - Relaxation in Physical Standard to the extent of one inch in height and one
inch in chest will be available to candidates belonging to Scheduled caste and
backward Class categories as per PPR 12.15 (2)).

 For Female Constables:-
 Height- Minimum 5’-2”
(Note - Relaxation in Physical Standard to the extent of one inch in height will be
available to candidates belonging to Scheduled caste and backward Class categories
as per PPR 12.15 (2)).

5. Reservation: -

The reservation for dependents of Ex.-Servicemen are applicable as per Haryana
Govt. instructions issued from time to time. The dependants daughters of ESM who fulfill
all conditions of qualification, age etc. prescribed for posts, will be considered in the merit
for the posts reserved for ESM to extent of non availability of suitable ESM candidates.
They are required to compete like General, SC, BC categories.
DESM candidates of Haryana claiming benefit of reservation will have to produce
the fresh eligibility certificate from the concerned Zila Sainik Board at the time of interview.
Mere dependent certificate will not be entertained.
The benefit of reservation will be given only to those SC/BC/SBC/EBP (GC)/DESM
who are domicile of Haryana State. The SC/BC/SBC/EBP (GC)/DESM candidates are
required to submit original certificate duly issued by the competent authority at the time of
interview.


6. How to apply:-
Application can be submitted online only along with application fees of Rs 100/- for
a particular category of post as applicable. Due to technical reasons the online applications
will be accepted after 13 Nov 2013.

Government employees are eligible provided that they fulfill all the requisite
conditions and apply through proper channel.

7. Last Date:-
The online application can be filled up to 13 Dec-2013 after which the link will be
disabled. The candidates are strictly advised to apply online well in time without waiting for
last date of submission of online application. No offline application form will be accepted by
the office.

8. Application fee:-
The General Category candidates and dependant daughters of ESM are required to
pay application fee of Rs. 100/- to be deposited in Haryana Government Treasury under
head “0051-Public Service Comission-NA-104-UPSC/SSC Examination Fees -99-Fees from
application to the Haryana Police Recruitment Board. The candidates shall mention the
treasury challan number and date of the fees in the online application at the relevant
Column ESM candidates are exempted from payment of application fees .
No concession of fee is admissible to SC/BC of other States


9. Selection Procedure:- .
Selection shall be made in accordance with the provisions in Punjab Police Rules
12.14 to 12.19.After due scrutiny of application forms, candidates found eligible shall be
informed online regarding the place, date and time of their Physical Measurement:-



(a) PHYSICAL MEASUREMENT:
Candidates who are found eligible on screening of applications will be screened for
height and chest measurements. Only those candidates will be allowed to participate
in Physical Efficiency Test who possesses required measurements.
 (b) PHYSICAL EFFICIENCY TEST:
Candidates found eligible on the basis of physical measurements shall undergo
Physical Efficiency Test (PET) of total 20 marks. Candidates shall be tested for
following capacities as per PPR 12.16 (14):

(c) INTERVIEW: The candidates for the post of Male Constable securing qualifying
marks (15) and for the post of Female Constable securing qualifying marks (12)
respectively in Physical Efficiency Test (PET) will be called for interview.


10. General:-

(a) A candidate against whom a criminal case stands registered and is under
investigation or pending trial or who has been convicted by a Court of Law need
not apply.
(b) Person less in height & chest measurement and with any physical deficiency need
not apply.
(c) Merit list will be drawn on the basis of aggregate marks obtained by the candidate
in PET and Interview.
(d) Final Selection of candidates shall be made in order of merit of each category. (e) Candidates will have to appear for selection at their own expense. No TA/DA will
be admissible. They should also make their own arrangement for stay during the
selection.
(f) Candidate shall be appearing for the PET at their own risk. The Govt. shall not be
responsible for any loss or injury caused during the test.
(g) The Haryana Police Recruitment Board has full right to make changes and
constitute additional District Level Police Recruitment Committees for Physical
Measurement and Physical Efficiency Test or cancel or postpone the recruitment
on administrative grounds or in the public interest.
(h) Candidates canvassing in any form will be disqualified from appearing in the test
or for final selection.

11. Rejection:-
 An application form will be summarily rejected in the following events:-
i) If a candidate makes more than one application for the particular category.
ii) If the application is not in the prescribed format.
iii) If the application is unsigned/incomplete.
iv) If full fee is not deposited in the manner prescribed or proof thereof not
attached with the application form
v) If a candidate does not possess the requisite academic qualification

RECRUITMENT NOTICE: HEAD CONSTABLE (MINISTERIAL) – 2013
Applications are invited from eligible male/female candidates for filling up
the following vacancies of Group-C Non-Gazetted (Combatised), Head Constable
(Ministerial) in Sashastra Seema Bal. They will be governed under SSB Act and
Rules applicable to other members of the Force and other Rules applicable from
time to time. On appointment they shall be entitled for the pension benefits as per
the “New Restructured Defined Contributory Pension Scheme” applicable for
the new entrants to the Central Government Services w.e.f. 01-01-2004. The last
date of receipt of application is 30-11-2013. However the closing date for receipt
of applications (by post) for the candidates from North-Eastern States, Sikkim,
Pangi Sub-Division of Chamba, Lahaul & Spiti and Kinnaur Districts of Himachal
Pradesh, Ladakh Division, Kashmir of J&K State and the Union Territories of
Andaman and Nicobar Islands and the Lakshadweep will be 07-12-2013.

Note:-
1. Vacancies reserved for Ex-Servicemen will be filled by the candidates of open
category within the respective quota if suitable candidates of Ex-Servicemen are
not available.
2. The number of vacancies are subject to change without any notice and may
increase or decrease depending upon the position at the time of final selection.

2. ELIGIBILITY CONDITIONS FOR ABOVE POSTS ARE AS UNDER:-
(A) Age: 18 to 25 years (As on 01/08/2013)
Note:-i) The crucial date to determine age will be 01.08.2013. The
candidates must fulfill all eligibility conditions and should be in possession
of all certificates as on 30-11-2013 i.e. the closing date of receipt of
application.

ii) Candidates not in possession of requisite educational, experience
certificate or appearing in the examination/awaiting result need not to apply.
Relaxation:
(a) There will be relaxation in age for SC/ST/OBC (i.e. 5 years for SC/ST & 3
years for OBC candidates).
(b) The upper age limit for departmental candidates shall be 40 years for
General and OBC candidates and 45 years for Scheduled Caste/Scheduled
Tribes candidates.
(c) The upper age limit up to 05 years is relaxable in case of candidates already
in Govt. service. Govt. employees / servants claiming age relaxation should be
in possession of certificate in prescribed format from their office in respect of the
length of continuous service which should not be less than 03 years in the
immediate period preceding the date of recruitment / closing date of receipt of
application. They should continue to have the status of Govt. servant / employee
till the time of appointment, in the event of their selection. The candidate will
have to produce NOC from his parent department at the time of applying for the
post / recruitment in SSB. However, departmental candidate may forward their
application through proper channel from their head of offices. The concession
will be admissible only where a Govt. employee has rendered not less than
3 (three) years regular and continuous service in Govt. Deptt as on closing
date of application.
(d) The Relaxation in upper age limit of 5 years shall also be admissible for the
candidates who had ordinarily been domiciled in the state of J&K during the
period from 01/01/1980 to 31/12/1989. The candidate will have to produce a
certificate from the concerned District Collector to claim such relaxation in age.
(e) Five years of age relaxation will also be granted to the children and
dependent family members of those killed in the 1984 riots and 2002 communal
riots of Gujarat.
Children mean (a) Son (including adopted son): or (b) Daughter (including
adopted daughter) Dependent family members mean: (a) Spouse; or (b)
Children; or Brother or Sister in the case of unmarried Govt. servant who was
wholly dependent on the Govt. servant at the time of his killing in the riot. The
candidate will have to produce a certificate to the effect, issued by the concerned
District Collector to claim relaxation in age. Children and dependent family
members of those killed in the riots (1984 riots 2002 communal riots of Gujarat)
will also produce a certificate from the concerned District Collector.
(f) The above relaxation in age as mentioned in para 2 (b) to (d) is in addition
to relaxation of 5 years in age for SC/ST and 3 years for OBC candidates as per
Govt. orders.
Note: - Candidates claiming benefits under OBC category shall be in
accordance with Castes notified in the Central List. The certificates should
be in the prescribed format issued by the Competent Authority empowered
for the purpose. No other certificate will be accepted as proof.

DEFINITIONS / RELAXATION AND SPECIAL I NSTRUCTIONS FOR EXSERVICEMEN
i) Relaxation to the extent of military service plus 3 years as provided in
DOP&T Notification No. 39016/10179-Rectt(c) dated 15.12.1979.
ii) Every Ex-Servicemen who has put in not less than six months continuous
service in the Armed Forces of the Union, shall be allowed to deduct the
period of such service from his actual age and if the resultant age does not
exceed the maximum age limit by more than three years he shall be deemed to
satisfy the condition regarding age limit. However, break in service should not
be more than two years.
iii) Ex-Servicemen holding the higher rank may also compete in this
recruitment for lower post provided they fulfill the eligibility criteria and also they
furnish their willingness in writing that in the event of their selection they will
not claim the post equivalent to the rank they were holding in the Defence
Forces.
iv) Character certificate: Minimum requirement will be Exemplary/Very
Good/Good category certificate.
v) Medical category: “A” (AYE)/SHAPE-ONE, at the time of discharge. They
should possess to pass the same medical standards prescribed for direct
recruits.
vi) “Ex-servicemen” means a person who has served in any rank(whether as
a combatant or as a non-combatant ) in the Regular Army, Navy and Air Force of
the Indian Union but does not include a person who has served in the Defence
Security Corps, the General Reserve Engineering Force, the Lok Sahayak Sena
and the paramilitary forces; and
vii) Who has retired from such service after earning his/her pension; this
would also include persons who are released/retired at their own request but
after having earned their pension or
who has been released from such service on medical grounds attributable to
military service or circumstances beyond his control and awarded medical or
other disability pension or
who has been released, otherwise than on his own request, from such service as
a result of reduction in establishment; or
who has been released from such service after completing the specific period of
engagement, otherwise than at his own request or by way of dismissal or
discharge on account of misconduct or inefficiency, and has been given a
gratuity, and includes personnel of the Territorial Army, of the following
categories, namely:-
(i) pension holders for continuous embodied services;
(ii) pension with disability attributable to military service; and
(iii) gallantry award winners

3. EDUCATIONAL QUALIFICATION:
(i) Intermediate or Senior Secondary School Certificate (10+2) examination
from a Recognized board/University or equivalent.
(ii) Skill Test norms on computer
English Typing with minimum speed of 35 words per minute on computer;
or Hindi Typing with minimum speed of 30 words per minute on computer.

5. PHYSICAL EFFICIENCY TEST (PET):- Those who are found fit in the
Physical Standard Test (PST), will be put through the following physical efficiency
test (PET):-
6. MEDICAL STANDARD:
i) Eye Sight- The minimum distant vision should be 6/6 in one eye and 6/9
in other eye without correction i.e. without wearing glasses or lenses. Visual
correction of any kind is not permitted.
ii) The candidates must not have knock-knee, flat foot, varicose vein or squint
in eyes and they should possess high colour vision i.e. CP III by ISIHARA. They
must be in good mental and bodily health and free from any physical defect likely
to interfere with the efficient performance of the duties. The candidate must meet
all the medical standards required for efficient performance of the duties to a
Combatised post in SSB.
7. METHOD OF RECRUITMENT: - The selection process shall consist of
following stages:-
I) Documentation
II) Physical Standard Test ( PST)
III) Physical Efficiency Test ( PET)
IV) Written Examination
V) Skill Test (Typing Test) on computer
VI) Final Medical Examination
VII) Review Medical Examination
7.1. DOCUMENTATION (CHECKING OF ORIGINAL DOCUMENTS /
CERTIFICATES FOR ELIGIBILITY CRITERIA):-
All the candidates who repot for the recruitment test will be asked to
produce original documents / certificates pertaining to age, education,
Caste, community certificate, NOC / Discharge Certificate (in case of Ex-
Servicemen), Proof to avail age relaxation etc. The actual age of the
candidate will be determined from his Matriculation / Higher Secondary
School Certificate. The candidates must ensure that their name, father’s
name and date of birth mentioned in all documents must be same as in the
matriculation/Higher Secondary certificate. Candidates must bring all their
original certificates and two attested copies of each with them.

7.2. PHYSICAL STANDARD TEST (PST):- The candidates who are found
eligible in documentation will be put through Physical measurement as
prescribed in the eligibility conditions i.e. para-4 above. Ex-Servicemen are
exempted from PST. However, their actual height, weight and chest
measurement will be recorded at the time of PST.
7.3. PHYSICAL EFFICIENCY TEST (PET) The candidates qualifying Physical
Standard Test (PST) will be required to pass Physical Efficiency Test (PET) as per
para-5 above, which is qualifying in nature :-
Note: PET will be qualifying in nature and a candidate must qualify in all the
above events. Failure to qualify in ANY of the events of PET will render the
candidate disqualified to appear in Written Examination. Ex-Servicemen are
exempted from PET. However, they will have to appear in Written
Examination, Skill test (Typing Test) on computer and Final Medical
Examination.
7.4. WRITTEN EXAMINATION:-
Those candidates who qualify the PST and PET including Ex-Servicemen
shall be eligible to appear in the Written Test to be conducted as under:-

i) Candidates may note that no separate call letters will be issued for
appearing in the written examination.
ii) The written examination will be held on OMR based Answer Sheets. The
duration of written examination will be 2 hours. Candidates will be required to
record their answer in OMR sheet with blue/black ball point pen.
iii) The OMR answer sheet of written test will be processed/scanned in an
electronic machine. Any wrong entry of roll number, name, question booklet
number, question paper series will render the OMR sheet invalid and the same
will not be evaluated. The concerned candidate will be responsible for such
mistake on their part.
Minimum qualifying marks will be 50% for General, OBC & Ex-Servicemen
and 45% for SC/ST candidates.
Note: Candidates appearing in written test will not be allowed to carry
electronic equipments like mobile phone, calculator, pager, digital wrist
watch having calculator etc. Any candidate found indulging in any unfair
practice will be summarily removed from the written test and will be
debarred from further recruitment process.

7.5 SKILL TEST NORMS ON COMPUTER
The candidates who qualify the written test will be required to appear in
the Skill Test (Typing Test) on computer, which is only qualifying in nature. A
minimum speed of 35 words per minute in English Typewriting or 30 words per
minute in Hindi Typewriting on computer.
( 35 words per minute in English or 30 words per minute in Hindi corresponding
to 10500 KDPH in English/9000 KDPF in Hindi with average of 5 key depressions
for each word on computer)
Note: - Failure to qualify the event of typing speed test will render the
candidate disqualified for selection.
7.6. FINAL MEDICAL EXAMINATION:-
Candidates who qualify Written Examination, Skill Test (Typing Test) and
transcription on Computer will be put through detailed medical examination
strictly on the basis of merit of written examination as per the vacancies and
average failure rate.
Note:-
(i) The candidates will be called for medical examination three times over
and above the number of vacancies advertised so that if some
candidates high up in the merit list (category wise) do not make it
through medical examination, candidates lower in merit list could be
considered for appointment strictly based on merit.
(ii) Being called for medical examination will in no way give any legal
claim or right to any candidate for final appointment in Govt. service.
7.7. APPEAL AGAINST FINDINGS OF MEDICAL EXAMINATION:-
If a candidate is declared unfit in the detailed medical examination, the grounds
for rejection will be communicated to him by the Chairman. If the rejected
candidate is not satisfied with the findings of the Medical Officer, he/she will
apply and obtain Form-4, 5 & 6 from the Chairman Recruitment Board
concerned to prefer an appeal for Review Medical Examination to Inspector
General (Pers), SSB, Force HQ R.K. Puram, New Delhi -110066, within 15 days
from the date of issue of communication in which the findings of the Medical
Officer is communicated to him/her. The appeal should necessarily contain the
following; (a) Review Medical Examination fee of ` 25/- (Rupees Twenty five only)
non refundable, through a Bank Draft in favour of “PAO, SSB (MHA), New
Delhi”, (b) Appeal Form 4, 5 & 6 issued by the initial Medical Board declaring the
candidate as Unit, (c) One self addressed envelope with ` 25/- postage stamps
duly affixed on it. Certificate other than Medical Form-6 (provided by the
Chairman of Recruitment Board to the Candidates) to submit appeal for Review
Medical examination will not be considered and rejected straightway. The
fitness certificate on Form-6 is essential to consider their cases for review
medical examination and not for any other purpose.
The candidates whose appeal is found in order will be issued call
letters to appear for Review Medical Examination and their list will also be

The decision of the Review Medical Board of SSB will be final and no
2nd appeal will be entertained as per Govt. instructions and also no reply of
the correspondence/2nd appeal will be given/entertained.
Note:- It should, however, be clearly understood that the Selection Board
reserves absolute discretion to reject or accept any candidate after
considering the report of the medical board.
8. FINAL SELECTION:-
The final selection list will be prepared in order of merit, category wise,
after completion of Review Medical Examination. It is hereby emphasized that
the candidates who merely secure the qualifying percentage marks and found
medically fit, may not be considered for final selection since the cut off marks will
be determined according to number of vacancies as well as after completion of
whole recruitment process. Where equal marks have been obtained by candidates
their merit will be fixed as per date of birth and the older candidate will be given
preference.
The result of provisionally selected candidates will be uploaded in SSB
website i.e. www.ssbrectt.gov.in as per availability of vacancies. The
selected candidates will be issued offer of appointment. No further
extension will be given except in deserving cases. The provisional
appointment of the candidates will be subject to verification of their Caste
and other Certificates related to recruitment through proper channel and if
the verification reveals that the certificates are false at any stage, the
candidate’s service will be terminated forthwith without assigning any
further reasons and without prejudice to such further action as may be
taken under the provisions of Indian Penal Code for production of false
Certificates.
9. APPLICATION FEE:-
Application fee will be ` 50/- (Rupees fifty only) Non-refundable for
candidates belonging to General and OBC categories. They shall attach Bank
Draft/IPO (Non-refundable) drawn in favour of Authority mentioned at para-10
at column No. 3 below. No application fee will be charged from SC/ST, Ex-
Servicemen and Female candidates.
10. HOW TO APPLY:-
Eligible and desirous candidates should send their applications BY
POST in the prescribed proforma given in Annexure-I and II with two self
attested passport size photographs duly affixed on application form and
admit card at the space provided for the purpose, along with application fee
of ` 50/- in the form of DD/IPO and self attested copies of the testimonials
as in Para-11. The applications should be typed or neatly hand written.
Two self-addressed envelopes of 4”x9” size with ` 25/- postage stamps duly
affixed should also be attached with the application form. The candidates
belonging to different States/UTs should send their application forms to the
address as shown at Column No.2 of the table below on or before closing
date.

12. IMPORTANT INSTRUCTIONS: -
i) Applications submitted on a format other than published in this
advertisement, are liable to be rejected summarily.
ii) Candidate should note that the Date of Birth as recorded in the
Matriculation, 10+2/Sr. Secondary Examination Certificate OR an
equivalent Certificate on the date of submission of application, will be
accepted.
iii) If the above documents are not submitted along with the application, it will
be rejected summarily or at any stage of the recruitment process and no
request for reconsideration will be entertained.
iv) Incomplete or unsigned applications, applications without attested
photographs, applications received after closing date will be rejected
summarily.
v) All candidates in Govt. service whether in a permanent or in temporary
capacity etc. will be required to submit their application through proper
channel along with NOC. Application shall be rejected if received late or is

vi) Any wrong attestation so as to mislead the Recruitment board or to gain

vii) No separate admit cards / call letter will be issued to the qualified
candidates called for written examination, Skill Test norms on
Computer and final medical examination. The same will be apprised
to the candidate by the recruitment board and the list of qualified
candidates called for above test will be displayed on the notice board
at the recruitment venue as well as uploaded in SSB Recruitment
Website i.e. www.ssbrectt.gov.in.
viii) In case any candidate is found ineligible or suppressing facts on any
ground after his selection/appointment, his services will be terminated
without assigning any reason.
ix) The Government shall not be responsible for damage /injury/loss to the
individual, if any, sustained during the recruitment process and journey.
x) The DG SSB has full rights to make changes or cancel /postpone the
recruitment without assigning any reason.
xi) Candidates canvassing in any form or bringing outside influence /pressure,
offering illegal gratification, blackmailing or threatening to blackmail any
person connected with recruitment will be declared disqualified.
xii] Candidates impersonating and submitting the fabricated/forged documents
are also liable to be disqualified.
xiii) It should, however, be clearly understood that the Selection board
reserves itself, absolute discretion to reject or accept any candidate at

xv) Mere qualifying the prescribed tests in SSB recruitment does not confer

4. CANDIDATES SEEKING RESERVATION BENEFITS FOR SC/ST/OBC/EX-SERVICEMEN
MUST ENSURE THAT THEY ARE ENTITLED TO SUCH RESERVATION AS PER
ELIGIBILITY PRESCRIBED IN THE NOTICE. THEY SHOULD ALSO BE IN POSSESSION
OF THE CERTIFICATES IN THE PRESCRIBED FORMAT IN SUPPORT OF THEIR
CLAIM AT THE TIME OF APPLICATION.
5. CENTRAL GOVERNMENT CIVILIAN EMPLOYEES/SERVANTS CLAIMING AGE
RELAXATION SHOULD BE IN POSSESSION OF A CERTIFICATE IN THE PRESCRIBED
FORMAT FROM THEIR OFFICE, IN RESPECT OF THE LENGTH OF CONTINUOUS SERVICE
WHICH SHOULD BE NOT LESS THAN THREE YEARS IN THE IMMEDIATE PERIOD
PRECEDING THE CLOSING DATE FOR RECEIPT OF APPLICATION. THEY SHOULD
CONTINUE TO HAVE THE STATUS OF CENTRAL GOVERNMENT CIVILIAN
SERVANTS/EMPLOYEES FROM THE DATE OF APPLICATION TILL THE TIME OF
APPOINTMENT IN THE EVENT OF THEIR SELECTION.
6. FEE: RUPEES FIFTY ONLY (RS.50/-) FEE IS EXEMPTED FOR CANDIDATES BELONGING
TO SCHEDULED CASTE, SCHEDULED TRIBE, WOMEN AND EX-SERVICEMEN
ELIGIBLE FOR RESERVATION.
7. CLOSING DATE: 26.02.2013. IN CASE OF RESIDENTS OF NORTH EAST REGION BY
05.03.2013. APPLICATIONS RECEIVED LATE WILL NOT BE ENTERTAINED.
8. MOBILES AND OTHER ELECTRONIC GADGETS ARE BANNED WITHIN THE
PREMISES OF THE EXAMINATION CENTRES.
Note:-Final scrutiny of eligibility criteria with regards to age, educational qualification, caste,
physical standard will be undertaken at the time of final selection/medical examination.
Therefore, candidature will be accepted only provisionally till final selection. At the time of
final selection when scrutiny is undertaken and if any claim made in application is not found
substantiated then the candidature will be cancelled and the decision of CISF in this regard
shall be final.


II. Applications are invited from Male and Female Indian citizens for filling up the backlog
vacancies of Scheduled Caste, Scheduled Tribe, Other Backward Classes and Ex-
Servicemen in the rank of Head Constable (Ministerial) in the pay scale of Rs.5200-20200
with Grade pay of Rs.2400/- in the Central Industrial Security Force (CISF). The
vacancies are as given below :-

i) The selected candidates are liable to be posted any where in the country as per the transfer policy
of the Force.
ii) The recruitment will be done on All India Basis.
iii) Selected candidates will be governed by CISF Act and Rules.
iv) Vacancies reserved for Ex-servicemen will be filled up by other candidates in case of sufficient
candidates are not available in this category.
v) On appointment they shall be entitled for the pension benefits as per the “ New Restructured
Defined Contributory Pension Scheme” applicable for the new entrants to the Central
Government services wef 01.01.2004
vi) 15 % of above vacancies are reserved for women. In case suitable women candidates are not
available then the vacancies will be filled by suitable male candidates.
III. ELIGIBILITY CRITERIA
a) Educational qualification Intermediate or 10+2 from recognized
Board/University

within whose jurisdiction he/she had ordinarily
resided or from any other authority designated in
this behalf by the Government of Jammu and
Kashmir.

victims KILLED in the 1984 riots and communal
riots of 2002 in Gujarat.

i) Eye Sight – The minimum distant vision should be 6/6 in one eye and 6/9 in other eye
without correction i.e., without wearing of glasses/lenses.
ii) Candidates must not have Knock knee, Flat Foot, Squint in eyes or Varicose vein and they
should possess high colour vision. They must be in good mental and bodily health and free
from any physical defect likely to interfere with the efficient performance of the duties.


IV. DISQUALIFICATION
No person
(a) Who has entered into or contracted a marriage with a person having spouse living
OR
(b) Who having a spouse living, has entered into or contracted a marriage with another
person.
(i)
Shall be eligible for appointment to the Force, provided that the Central Government may, if
satisfied that such marriage is permissible under the personal law applicable to such person and
the other party to the marriage and there are other grounds for so to do, exempt any person from
the operation of this rule.
(ii) Conviction by any court of Law.
(iii) Dismissal form Govt. Service.
(iv) Termination from CISF during probation.
V. DEFINITIONS/RELAXATIONS AND SPECIAL INSTRUCTIONS FOR EXSERVICEMEN
1. ”Ex-servicemen” means a person who has served in any rank (whether as a
combatant or as a non-combatant) in the Regular Army, Navy and Air Force of the
Indian Union but does not include a person who has served in the Defence Security
Corps, the General Reserve Engineering Force, the Lok Sahayak Sena and the
paramilitary forces; and
a) who has retired from such service after earning his/her pension; this would
also include persons who are released/retired at their own request but after
having earned their pensions or
b) who has been released from such service on medical grounds attributable to
military service or circumstances beyond his control and awarded medical or
other disability pension; or
c) who has been released, otherwise than on his own request, from such service
as a result of reduction in establishment; or
d) who has been released from such service after completing the specific period
of engagement, otherwise than at his own request or by way of dismissal or
discharge on account of misconduct or inefficiency, and has been given a
gratuity, and includes personnel of the Territorial Army, of the following
categories, namely:-
(i) pension holders for continuous embodied services;
(ii) Gallantry award winners.
The Territorial Army Personnel will be treated as Ex-servicemen with effect
from 15-11-1986.
e) Hav/Clk (Typist) of the Army and equivalent rank from Air Force or
Navy who have retired from Service are eligible to compete against
vacancies for Ex-Servicemen in HC/Ministerial.
f) Ex-servicemen holding the higher rank may also compete in this recruitment
for lower post provided they fulfill the eligibility criteria and also they furnish
their willingness in writing that in the event of their selection they will
not claim the post equivalent to the rank they were holding in the Defence
Forces.
g)
The person serving in the Armed Forces of the Union, who on retirement from
service, would come under the category of the Ex-servicemen as explained above
may also apply for these posts one year before (as on the date of recruitment)
completion of the specified term of engagement. They shall not leave the Uniform
until they complete the specified term of engagement in the Armed Forces of the
Union. Such candidates should submit a certificate from the Commanding Officer
concerned as per ANNEXURE-V


2. Break in Service: Should not be more than 03 years from the date of discharge from
Army/Navy/Air Force as on 01.08.2012.
3. Medical Category: “A”(AYE)/ “SHAPE-I” at the time of discharge. They should
also possess the same medical standards prescribed for direct recruits for the post of
Head Constable/Ministerial in CPMFs.
4. Character on discharge: Exemplary/Very Good.
The other eligibility conditions will be the same as applicable to direct candidates as
mentioned under eligibility criteria.
VI. SELECTION PROCEDURE:
1. Selection process will consist of the following :-
Written Examination
Objective type question paper to be answered on OMR sheet of 100 marks of 02 hours
duration containing 100 questions on General Intelligence, General Knowledge,
General English or Hindi and Arithmetic.
Verification of Eligibility Standards
Eligibility standard will be verified as enumerated in Para-III of this Notification..
Skill test norms on computer
English typing w.p.m. @ 35 Hindi typing @ 30 w.p.m. (Time allowed -10 mts)
(35 w.p.m and 30 w.p.m correspond to 10500 KDPH/ 9000 KDPH on an average of 5 key
depression for each word.)
Medical Examination-
Candidates selected in order of merit (equal to the number of vacancies notified) will
be put through a detailed Medical examination to ascertain their fitness.
2. Candidates have to appear in all stages of Recruitment for which they have qualified. If a
candidate is absent from any stage/event for which he has qualified, his candidature will
be cancelled.
3. Candidates, who qualify in the Written Examination with reference to such minimum
qualifying marks as may be fixed by the Department, will be put through subsequent
stages of selection.
4. In all cases, a candidate declared UNFIT in Detailed Medical Examination, will be
communicated the grounds for such rejection by indicating “Parameters measures” and
“Standard normal parameter” in legible language by the Medical Board. The
candidate, if not satisfied with the findings of the Medical Officer, can submit an appeal
for Review Medical Examination within a period of 15 days with a proof of his/her fitness
in the prescribed form attached as per Annexure-VII. The medical certificate will not be
taken into consideration unless it contains a note by the medical practitioner concerned to
the effect that it has been given in full knowledge of the fact that the candidates has
already been declared unfit for appointment in the CISF by a Medical Officer. The
appeal will also not be taken into consideration unless it contains medical re-examination
fee of Rs.25/- through demand draft. (the details of authority to whom the appeal should
be submitted and DDO concerned and payable branch etc will be mentioned in the
Rejection Slip itself to be issued by the Examining Medical Officer/Chairman of the
Recruitment Board)
5. Revaluation of OMR sheets will not be permitted.
VII. FINAL SELECTION
Final selection of the candidates will be made from the candidates those found fit in the
medical examination strictly according to merit and availability of vacancies.


VIII APPLICATION FEE
The application fee will be Rs.50/-(Rupees Fifty only) which is to be sent along with
application through crossed non-refundable India Postal Order drawn in favour of the
officers mentioned in column 2 of the table given in Para-IX below. No fee is required in
the case of SC, ST, women and Ex-Servicemen candidates. Application fee remitted in
any other form viz money order, bank draft, banker cheque will not be accepted and the
applications which are accompanied with the application fee in the any other form (other
than the postal order) will summarily be rejected.

IX. HOW TO APPLY

Application and admit card in the prescribed format as per Annexure-I should be sent to any of the
authorities mentioned below along with requisite application fees of Rs.50/- (Rupees Fifty only) in
the form of Postal Order drawn in favour of the officer mentioned under column 2 and payable at
the post office as mentioned under column 3. SC/ST/Women and Ex-Servicemen candidates are
exempted from application fee.

X. CLOSING DATE
Application should be sent so as to reach the concerned DIG of CISF as shown in the Para-
IX above by 26.02.2013 and in case of residents of North East region by 05.03.2013. No
application will be entertained which is received after the closing date.
XI. IMPORTANT INSTRUCTIONS
i) Only eligible Candidates may apply in the prescribed format. Candidates should
minutely go through all the provisions in the notice to ensure that he is eligible for
the post for which he is applying in terms of requirement of Age, Educational
qualification etc.
ii) Application form and Admit card duly filled in the prescribed format as per
Annexure-I and affixed with recent passport size photograph duly attested by a
Gazetted officer may be sent to the concerned DIG as mentioned in Para -IX above.


iii) Documents to be submitted along with the Application Form:
a) A crossed non-refundable Indian Postal Order of Rs.50/-(Rupees Fifty only) on
account of application fee if applicable for the candidates as mentioned in Para
IX above. No claim for refund of application fee will entertained on the ground
of rejection of application.
b) Three self addressed envelopes of 12 x 27 cms size. Address on the envelopes
must be written clearly. Out of these three self addressed envelopes, two
envelopes must be affixed with postal stamp of Rs. 22/- so that call up letter may
be sent through registered post, otherwise the application will be summarily
rejected.
c) Photostat copies of certificates/testimonials in support of age and educational
qualification issued by a recognized board/University duly attested by a Gazetted
officer.
d) Photostat copy of SC or ST certificate which should be on the format as
prescribed in Annexure-II (if belonging to SC/ST category).
e) Photostat copy of OBC certificate which should be on the format as prescribed in
Annexure –III (if belonging to OBC category).
f) Candidates belonging to OBC category will have to sign declaration with regard
to “non-creamy layer status certificate” as mentioned in application form.
g) Certificate for relaxation in height and/or chest measurement as per format in -
Annexure-IV (if seeking to avail relaxation in Physical Standards).
h) Photostat copy of Army discharge certificate, Undertaking as per format in
Annexure-V and Certificate for employed Officials as per - Annexure-VIII for
the candidates applying against Ex-Servicemen vacancies.
i) Questionnaire as per Annexure-VI duly filled in and signed by the candidates
should invariably be send along with the application form.
j) Govt Servant including CISF personnel will have to submit a certificate as per
Annexure –IX from his/her Head of office/Controlling officer/Unit Commander
at the time of application
k) Other certificates in support of various relaxations as mentioned in para-III.
iv Applications, which are not filled up as per instruction or partly filled up applications
will not be entertained and no correspondence will be made. Applications may be
rejected due to reasons such as
(a) Incomplete or illegible and not submitted on prescribed format.
(b) Without postal order of Rs.50/- (Rupees Fifty only) except SC/ST/Women and
Ex-servicemen candidates.
c) Without self addressed two envelopes duly affixing postal stamps of Rs.22/-
(d) Unsigned/Undated/without photograph
(e) Not enclosing Questionnaire form (Appendix-“VI)
(f) Under aged/Over aged candidates
(g) Not possessing the requisite educational qualification at the time of submitting
application.
(h) Applications not filled in English or Hindi or not filled by candidate in his own
handwriting.
(i) Applications received after the closing date as mentioned in this notification.
(j) Any other irregularity like mutilated or damaged application/documents etc
v) The envelop should be super-scribed “APPLICATION FOR THE POST OF
HEAD CONSTABLE (MINISTERIAL) “.
vi) No TA/DA will be admissible for attending the test.


vii) The candidates must fill Questionnaire form as per Annexure-VI. Decision regarding
the suitability for recruitment in CISF will be decided as per policy guidelines in
vogue.
viii) Name & Father’s Name should be exactly as mentioned in the Matriculation
certificate. In case of change the same must be supported by necessary documents
otherwise the candidature will be rejected.
ix) The application form must be filled by the candidate in his own handwriting
Correction, if any, should be legible and attested by the candidate.
x) Signature of the candidate through out the recruitment process should be the same as
signed in the application form. In case at any time the signature of the candidate
does not match with the signature in the application form, the candidature will be
rejected.
xi) Application may be filled up either in English or Hindi only.
xii) Unsigned applications, applications containing incomplete information and
documents as mentioned above will be summarily rejected and no correspondence or
enquiries from the applicants will be entertained. Hence, it is in the interest of the
candidate to ensure that his application form has been filled up correctly by him and
enclosures as mentioned above have been attested by the Gazzeted officer and are on
the prescribed format wherever applicable.
xiii) The Department reserves the right for delete/change any examination/typing test
centre and date of examination at its discretion.
xiv) Success in the examination confers no right to appointment unless the Department is
satisfied after such enquiry as may be considered necessary that the candidate is
suitable in all respect for appointment to the service post.
xv) Selected candidates are required to undergo basic training in our RTC for which they
will be informed separately through offer of appointment letter. They will be on
probation for a period of two years which can be extended. During the period of
probation if found unfit for any reason the services are liable to be terminated.
xvi) Any certificate other than in Hindi or English should be enclosed with translation in
Hindi or English duly attested, else will not be entertained.
xvii) Any sort of canvassing or recommendation will debar the candidate from selection.
xviii) The Department will not be responsible for Postal delays.
xix) The Director General, CISF reserves the right to make changes or cancel or
postpone the recruitment without assigning any reason.
xx) If any change/amendment in the eligibility condition, the same will be published in
CISF website. Candidates may check the same from website from time to time.
