Two project scientist Positions under ICZM Project to be filled up by

A walk – in – interview is scheduled to be held for two positions of Project
Scientists in the ‘Integrated Coastal Zone Management Project’ under
Zoological Survey of India, Marine Aquarium and Research Centre, Digha
on 23rd October, 2013 at 11-30 am. in the Headquarters office of the
Zoological Survey of India, ‘PRANI VIGYAN BHAWAN’, M-Block,
New Alipore, Kolkata – 700 053.
Qualifications required for the positions are as follows –
A. Essesential:
1. M.Sc. in Zoology from a recognized University
2. At least five years of research experience in animal taxonomy or in animal
ecology.
3. Three years experience in faunistic survey in a government recognized
Institute.
B. Desirable:
1. Ph.D. in Zoology from a recognized University.
2. Two years experience in display of faunal materials in a government
recognized institute in a supervisory capacity.
3. Experience in disseminating information on marine/coastal fauna
preferably in local language (Bengali).
4. Experience of supervision in research work.
5. Experience of participating in awareness programme on coastal
bioresources as a resource person.
Age:
Not above 62 years on the date of publication of the advertisement.
Remuneration:
The positions shall carry a consolidated remuneration as per admissible rules
for the retired government employees or rupees 35,000.00 consolidated per

About the Programmes: NIRD is commencing its Fifth One Year PG Diploma in Sustainable Rural
Development Programme and Second One year PG Diploma Programme in Tribal
DevelopmentManagement in Distance Mode from 1st January 2014. The Admission of candidates
in the above two Programmes will be done twice in a year (January and July). For the Academic
Year which starts from January, 2014 the admission process will be completed by December,

th POST GRADUATE DIPLOMA IN RURAL DEVELOPMENT MANAGEMENT
(PGDRDM) January 2014 to December 2014
National Institute of Rural Development (NIRD) is a premier
national center of excellence in rural development. It builds
capacities of the rural development functionaries, elected
representatives, academicians and young students through
inter-related activities of teaching, training, research, action
research and consultancy. The NIRD faculty comprises
experienced academicians and development practitioners.

announces its seventh fully residential One-year ‘Post
Graduate Diploma in Rural Development Management
(PGDRDM)’ with an aim to create a committed and
competent cadre of Rural Development professionals in the
country. The programme seeks to impart management
techniques that will enhance the understanding of the
paradigm and practice of rural development.
ELIGIBILITY: Graduation in any discipline from a
recognised University. Students who are in the final year and
expect to complete all the requirements of graduation before
1
st January, 2014 may also apply. Some seats are reserved
for the sponsored Indian in-service candidates. Indian inservice candidates should possess at least two years of work
experience in rural development and allied sectors and are
required to apply through their employers.
SELECTION PROCESS: Selection of candidates including
Indian in-service candidates will be made through a process
of All-India Entrance Test which will test the verbal,
quantitative and analytical competencies of the students
including English Language. Group Discussion and Personal
Interviews will be conducted for the short-listed candidates.
However, a separate merit list will be prepared for the
regular and in-service students.
ENTRANCE TEST: The Entrance Test will be conducted on
November 24, 2013 at the following centres: Bengaluru,
Bhopal, Bhubaneswar Dimapur, Guwahati, Hyderabad,
Jaipur, Jammu, Kolkata, Lucknow, New Delhi, Patna, Pune
and Thiruvanantapuram. However, the NIRD reserves the
right to cancel any of the centres or add new centres for any
administrative reasons and assign any other centre to the
applicants.
TOTAL NO. OF SEATS: 50 (may undergo some change
depending upon the availability of infrastructure. Of
these, up to 5 seats may be allotted to the Indian inservice candidates).
PROGRAMME DURATION: (One year) January, 2014 to
December, 2014
COURSE FEE: For Open / OBC Category `1.60 Lakhs
(excluding boarding and lodging) For SC/ST/PWD category
`1.50 Lakhs (excluding boarding and lodging)
Board and Lodging: The annual board and lodging
expenses will be approximately `1,00,000. Accommodation
will be given to the students in the NIRD hostel.
Caution Deposit: A refundable Caution Deposit of `10,000
is to be paid along with the first trimester fee.
Seat Registration Fee: Upon selection, a non-refundable
Seat Registration fee of `30,000 should be paid by the
Indian students. This amount will be adjusted against the
first trimester fee.
SCHOLARSHIPS: The North Eastern Council, Shillong, may
consider giving fellowships to economically backward
students of North Eastern states.
RESERVATION: Reservations for the students of the
SC/ST/OBC (Non-creamy layer) and Persons with Disability
(PWD) will be made as per Government of India’s policies.
PLACEMENT: NIRD will endeavour to make
placements on successful completion of the PGDRDM,
but does not guarantee. However, all the students of
the previous Batches of the PGDRDM have been
placed. The same trend is expected to continue.

fixed contractual amount @ ` 7,810/- PM) from those eligible Himachalis domicile
candidates fulfilling essential educational qualifications and other conditions mentioned
below and whose names are registered on the live Register of any of Employment Exchange
of Himachal Pradesh on the date of application. Duly filled in completed application form
should reach the Deputy Registrar, Recruitment Branch, Himachal Pradesh University,
Summer Hill, Shimla-171005 latest by 11th October, 2013. However, for the candidates

Essential Qualifications:-
 Should have passed 10+2 examination from a recognized University/Board
and Possesses a speed of 30 W.P.M. in English OR 25 W.P.M. in Hindi typewriting with
knowledge of Computer Application related to office work (Word Processing, Electronics
Spreadsheet).
 Provided that the condition of qualifying in the typewriting test will not apply
in case of Physically Handicapped Persons who are otherwise eligible for appointment to the
post of Clerk in the University under these rules and who are certified as being unable to type
by the Medical Officer of the University or by a Civil Surgeon.
Desirable:
Knowledge of customs, manners and dialects of Himachal Pradesh and
suitability for appointment in the peculiar conditions prevailing in the Pradesh. Candidates
already in service should send their applications though proper channel.
Age:
The applicant should be between 18-45 years as on last date of receipt of
application. Provided that relaxation in upper age will be admissible in case of candidates
belonging to SC, ST, OBC and person will disabilities of Himachal Pradesh. The upper age
relaxation is also available to Ex-Serviceman candidates of H.P. as per provisions of relevant
rules/instructions of HP Govt. Provided further that the condition of upper age will not be
applicable in case of candidates already in the employment of the University/Government. Application Forms:
The prescribed application forms can be obtained from the office of the
Deputy Registrar, Recruitment Branch, Himachal Pradesh University, Shimla-171005 on
payment of Rs. 100/- in cash or by sending Indian Postal Orders of Rs. 100/- drawn in
favour of Finance Officer, Himachal Pradesh University, Shimla-171005 payable at
Shimla accompanied by self-addressed envelope of 10x7 inch size with postage stamps
worth Rs. 10/- affixed on it. The candidates can also apply by downloading application
form available on the University website www.hpuniv.nic.in & www.hpuniv.in.
However, candidates applying on downloaded application forms are required to pay
additional fee as cost of application form `100/-.
Application Fee (Non-Refundable):
 The application fee ` 300/- for General Category candidates including Ward of
Freedom Fighter/Sports Persons/ Persons with disabilities and ` 75/- for SC/ST/OBC/BPLAntodya candidates/WFF. The Ex-Service men candidates are exempted from paying fee.
However, Ex-Serviceman released on their own request are not entitled for fee exemption.
The candidates applying on downloaded application form have to pay additional fee as cost
of application form ` 100/-alongwith prescribed application fee i.e. ` 400/- General Category
and `175/- for others. The application fee must be deposited in the shape of Indian Postal
Orders drawn in favour of Finance Officer, Himachal Pradesh University, Shimla-171005.
General Instructions:
(i) The Candidates must fulfil all the required essential educational and other
conditions on the last date fixed for submission/receipt of application forms.
(ii) The Applicants are advised to attach attested copies of all the certificates in
support of his/her qualification, caste, category, etc. alongwith the prescribed
application form. However, in case, any candidate found to have given
false/wrong declaration, he/she will be debarred from employment in the
University, and also liable for others legal action under the law.
(iii) The application forms should be filled in by the candidate in his/her own
handwriting. Incomplete applications, e.g., declaration not signed, without
photo and enclosures etc. not attached and columns not filled in or applications
received after the due date shall be rejected summarily without assigning any
reason.
(iv) The candidate shall write his/her name as per the matriculation certificate in
the relevant column of the application form.
(v) The candidates selected for the post of Clerk on contract basis will have to
execute a contract with the University as per provision of Recruitment and
Promotion Rules/Instructions of H.P. Govt.
(vi) The University reserves the right to fill up or not to fill up the post(s) or to call
limited candidates for test/interview. The number of posts likely to be filled
may vary. No TA/DA will be payable for attending written test/typing
test/interview.
(vii) No change of category shall be allowed after receipt of application, i.e., from
SC to OBC/ST and vice-versa.
(viii) Eligibility for vacancies in Sub-category of SPORTSMAN shall be as per the
norms framed by Deptt. of Youth Services and Sports.
(ix) The validity of Anotodaya/BPL certificate is of six months from the date of
its issuance. The candidates are required to furnish the valid certificate in
support of his/her claim. Similarly the validity of OBC certificate is of two
years from the date of its issuance. The candidates are required to furnish the
valid certificate in support of his/her claim.
(x) Married daughters/grand daughters of Freedom Fighters are not entitled for

This new permanent institute of ICMR has been commenced with the main
objective of developing a national research data-base on cancer, diabetes, CVD
and stroke through recent advances in electronic information technology with a
national collaborative network, so as to undertake aetiological, epidemiological,
clinical and control research in these areas. The creation of this new centre is
against the background of the work done under the National Cancer Registry
Programme (NCRP) and the specific research activities that have gone into it since
the commencement of the programme in 1982. The entire activity of the NCRP
and the projects under it has been directed, monitored and executed by the
Coordinating Unit of the NCRP located at Bangalore. This coordinating unit itself
which is now located in a new ICMR premises will become the fulcrum of the
NCDIR.
Over the years, the cancer registries have provided valuable internationally
accepted scientific data on the incidence and patterns of cancer in these registry
areas. This has helped to estimate the magnitude of the problem, identify priorities
in cancer control, highlighted country and area specific topics for research and
pointed out critical questions in clinical patient care in Indian settings. The cancer
atlas project that was carried out under this programme while bringing into sharp
focus the entirely different magnitude and pattern of cancer in the North East gave
insights into the power and potential of the tool of Electronic Information
Technology. The same principles that have gone into establishing the cancer
research database will be helpful for setting research databases in Diabetes,
Cardiovascular Diseases and Stroke. However, all processes require in-depth
analysis in the context of needs versus available tools with scope for easy change.
Information Technology that includes electronic capture of data, verification
analysis and on line reporting involves extensive development of software
application programmes and networking. This activity would constitute a major
portion of the work to be undertaken by the new centre. Further information of the

(1) Scientist-D (Programmer) (1 Post – UR) - in the Pay Band-3 of Rs. 15600-39100 +
 Grade Pay of Rs. 7600:
Essential qualifications: (i)B.E./B.Tech or equivalent Degree in Electronics/ Computer
Science/ Information Technology/ Information Science from a recognized University OR 1st
Class Master’s Degree in Electronics/ Computer Science/ Information Technology/ Information
Science/ MCA & M.Phil or equivalent degree from a recognized University OR possessing
DOEACC ‘B’ level certificate. OR 2nd Class Master’s Degree in the above mentioned subjects +
Ph.D. degree in relevant subject from a recognized University. (ii)Eight years R &D/teaching
experience (specially in disease informatics) including exposure to programming or project
management in Electronics/ Computer Science/ Information Technology/ Information Science
after obtaining essential qualification (i) out of which at least 2 years is in a managerial/
supervising/ directing capacity to handle R&D projects in a team effectively in a directing
capacity after obtaining essential qualification (i).
Desirable qualifications: (i) M.Tech Degree in related science or engineering subject or Ph.D.
in the Electronics/ Computer Science/ Information Technology/ Information Science from a
recognized University for candidates with first class relevant degree. (ii) Additional Post
doctoral research /teaching experience in system administration and hardware & networking
subjects in recognized institute(s); (iii) Skills in disease database management such as Data
Capture, Data Mining, Data warehousing and standardizing of archival data. Experience in
handling huge and multiple database. (iv)Knowledge of Computer Applications (SQL Server,
ASP.NET Programming, VB.NET) with knowledge of Crystal Reports, data processing,
compilation etc. Specific use of software packages relating to Cancer Registries will be an added
advantage.
Job requirements: To set Project goals, planning, scheduling and designing as part of software
development life cycle. The incumbent will lead the software development team in developing
software application programmes for data capture, checking, processing, analysis and reporting.
Understanding and analyzing requirements and translating them into Software Requirement
Specification would be a major task. Trouble shooting, monitoring and overall responsibility for
software development activity and data base management will rest with this person. Training
and guiding the junior software programmers and coordinating with the centres from where data
is being received would be an additional activity. He/she will have to assist the Director and
other senior scientists to strategically plan the major software outputs on different aspects of
Cancer, CVD, Diabetes and Stroke towards conducting research in these areas. 3

(2) Scientist-C (Programmer) (1 Post – UR) - in the Pay Band-3 of Rs. 15600-39100 +
 Grade Pay of Rs. 6600:
Essential qualifications: (i) B.E./B.Tech or equivalent degree from a recognized University in
Electronics/ Computer Science/ Information Technology/ Information Science OR possessing
DOEACC ‘B’ level certificate with 2 years experience. OR First Class Master’s or equivalent
Degree in Electronics/ Computer Science/ Information Technology/ Information Science/ MCA
& M.Phil from a recognized University. OR 2nd Class Master’s or equivalent Degree in above
mentioned subjects + Ph.D. Degree in relevant subject from a recognized University. (ii) Four
years R &D/ teaching experience in Electronics/ Computer Science/ Information Technology/
Information Science/ Computer Application after obtaining essential qualification (i).
Desirable qualifications: (i) Doctorate or M.Tech Degree in Electronics/ Computer Science/
Information Technology/ Information Science/ Computer Application from a recognized
university for candidates with first class relevant degree. (ii) Additional Post doctoral research
/teaching experience in the relevant subjects in recognized institute(s); (iii) Knowledge of
Computer Applications.
Job requirements: To assist the senior software programmer, in all aspects of software
development. This includes setting project goals, planning, scheduling and designing as part of
software development life cycle etc. To assist leading the software development team in
developing software application programmes for data capture, checking, processing, analysis
and reporting. Managing all centres data for different years, maintaining the same with periodic
backups, data base capacity planning, tuning and performance monitoring will be some of the
major responsibilities. The incumbent will train and guide the junior software programmers in
accomplishing the assigned tasks. He/she will have to assist the Director and other senior
scientists to strategically plan the major software outputs on different aspects of Cancer, CVD,
Diabetes and Stroke towards conducting research in these areas.
Age limit: Not exceeding 45 years for Scientist – D and 40 years for Scientist – C. Relaxable up
to 5 years for Government servants and SC/ST/OBC candidates in accordance with the
instructions issued by the Department of Personnel and Training from time to time in this
regard. However, the prescribed age may be relaxed in exceptional cases for experienced and
qualified candidates. One time age relaxation is also allowed to Scientific and Technical staff
working in long term projects in ICMR Institutes/Centres for posts advertised under HRSC,
2007 provided they meet essential qualifications and experience for the post with a view to
provide them opportunity to compete with other candidates as per Council’s letter No. 6/1/2007-
Admn.II dated 28.3.2011. 4
General Relaxation Clause: Age, Qualification and experience will be relaxable in deserving
cases as mentioned in the Recruitment Rules of Health Research Scientists cadre of ICMR,
2007. Allowance as per Central Government Rules are admissible on the above pay scale.
Benefits of new restructured defined contributory Pension system are admissible as per
provision contained in the Ministry of Finance, Department of Economic Affairs (ECB & PR
Division), Notification No. 5/7/2003-ECB & PR dated 22-12-2003 effective from 1-1-2004.
Candidates called for interview for the post of Scientist – D will be paid Ist class rail fare and
candidates called for interview for the post of Scientist – C will be paid IInd class rail fare by the

(b)   Pass in the National Eligibility Test (NET) or other accredited test like SLET/SET in Library Science conducted for the purpose by the UGC or any other Agency approved by the UGC; and
(c)    Ph.D degree as on the date of notification, those candidates who are awarded a Ph.D degree through

a process of admission, registration, course work and external evaluation as laid down in the UGC (Minimum Standards and Procedure for award of M.Phil/Ph.D degree) Regulations, 2009 and as adopted by the University shall be exempted from NET/SLET/SET.

General Instructions

(1)    Persons in service should apply through proper channel.

(2)    The prescribed essential qualifications are the minimum and mere possession of the same does not entitle candidates to be called for Test/Examination/Interview. Where the number of applications received is large and/or where it will not be convenient or possible to test/examine/interview all the candidates, the University, at its discretion may, restrict the number of candidates to a reasonable limit on the basis of qualifications/experience prescribed in the Notification.

(3)    Age relaxation as per Govt. of India rule shall be provided.

(4)    Wherever applicable, the written test/examination/ evaluation of practical skills, shall carry 80% of the marks and interview shall carry 20%.

(5)    Changes in Regulations on qualifications, experience, etc. issued by the UGC/Govt. of India subsequent to this notification will become mandatory from the respective dates of effect prescribed.

(6)    The University reserves the right to –

(a)     not fill up the post(s) advertised.

(b)    invite on deputation any person fulfilling all prescribed qualifications for written test/examination/evaluation of practical skills and or interview even if such persons have not submitted application in response to this notification;

(7)    The qualification prescribed shall be as on the last date of receipt of application.

(8)    Outstation candidates (beyond 20 km) belonging to SC/ST/PWD categories called for interview will be reimbursed single second-class railway fare from station to station towards journey expenses on production of ticket/proof.

(9)    Selection will be made on the basis of candidates’ performance at the written test/examination/ evaluation of practical skills& interview.

(10)  No interim queries regarding interview/selection will be entertained.

(11)    Canvassing in any form will be a disqualification.

(12)  Interested persons should apply in the prescribed format along with two recent passport size photographs, photo copies of all supporting documents and processing fee of Rs.300/- (SC/ST/PWD/ Women candidates exempted) in the form of DD from any nationalized bank drawn in favour of Central University of Kerala payable at Kasaragod.

(13)  Applications should reach the Registrar at the above address on or before 21stOctober, 2013The

University will not be responsible for any postal delay.

(14)  The envelope should be super-scribed with the advertisement number and the post applied for.
